Meeting Open & Welcome: Ray Schelble called the meeting to order and established a quorum, including five of the seven members of the committee being present. Review & adopt February 15, 2022, meeting minutes: A motion to approve the minutes of the meeting held February 15, 2022, was made by Brandon Dew and Jeff Worthington. Minutes were unanimously approved by the members present. Public Comment: Jerry Philpot provided a thank you for public comment. Committee Member Appointment: Jana has completed Francis’ term. This is an opportunity for the committee to appoint her as the 7th member. Brandon Dew and Mike Terry motioned to appoint Jana for her first official term. Unanimously approved by the members present. Utah Open Meetings Act annual training: Assistant City Attorney Justin Anderson was introduced and provided the committee’s annual training on the Utah Open Meetings Act. The City has a statutory obligation to provide this training to its board and committee members, as outlined in Utah Code 52-4-101. 2022 - 2023 City compensation & benefit updates: Lori Gaitin and David Salazar shared with the committee updates and changes affecting the City’s employee benefits and compensation programs. Lori Gaitin’s presentation: Benefits continue to remain consistent, but with some highlighted changes. Below are some of the highlights from this last year: • Health Insurance saw a 6% rate increase (negotiated down from originally proposed increase 7.5%). o Premium allocation: City 95% / Employee 5% o Plan Enhancements – No additional costs  Infertility no longer a limited benefit  TMJ (Temporomandibular joint dysfunction) coverage added • Dental – No premium increase this year. o Removed 3 year waiting period if you opt out of plan prior to reenrollment o Married dependents may be on plan up to age 26 • Employer paid LTD insurance added for all employees (benefit eligible) – No more cost to employees and in compliance with URS. • Off-site clinic o Two new providers o Save premium dollars – Less to the employee and plan • Health Savings Account (HSA) Continued the Employer contribution of $750/$1500 • Added Health Reimbursement Account (HRA) option for non-eligible HSA employees. o Can be used up to 3 years post-employment with the City. • 501(c)(9) plan – Audit and push by the HR Department to educate post-employment employees on how to use these funds. David Salazar’s presentation: This year was significant with recommends in compensation for the new fiscal year that started in July. Below are some of the highlights we’d like to make you aware of that were approved: • Committee Compensation Recommendations o Competitive Standards  Original – Within 5%  New – Within 2% o Market Pay Adjustments  Approved for implementation on October 2, 2022 o General Increase  4.5% Increase approved for implementation on 6/26/2022 • Union Negotiated Increases o AFSCME  Negotiated and agreed to a 4.5% base rate increase for all AFSCME employees – 1/3rd of workforce.  Will begin FY24 negotiations in near future. o FIRE  Firefighters currently have a multiple year wage package along. (Three years) • 3% General Increase received on 6/26/22 • 3% General Increase scheduled for FY24 o POLICE  Police Officers received a 3.5% general increase at each step effective 6/26/2022.  Negotiated that only the top step (12 Year Rate) received an additional increase on 1/8/2023  Ranked Police (Sergeant, Lieutenant, Captain) received adjustments to maintain equity with the approved Officer increases. 2022-2023 Committee chair and vice-chair nominations and election: Ray Schelble opened the discussion for nominations from the committee for the position of Chair. A motion to nominate Mike Terry as Chair of the CCAC was made by Brandon Dew and seconded by Jana Bake. Jeff Worthington nominated Brandon Dew to be the Vice Chair with a second by Jana Bake. Both Mike Terry and Brandon Dew were unanimously approved by the members present. Proposed 2023 committee meeting schedule: After discussion and minor changes made to the proposed schedule, Brandon Dew and Jana Bake motioned to approve the schedule of all 6 meetings. All dates were unanimously approved by the members present.
