I. Call to Order,Welcome, and Introductions
Ms. Meggie Troili called the meeting to order.
H. Approval of October 5',2022 Minutes(Action)
Ms. Colour Maisch motioned to approve minutes as written. Ms. Tiffini Porter seconded the motion. All board
members present voted in favor.
III. FY22-23 CIP-Funded Projects& Presentations
Mr. Renato Olmedo-Gonzalez reviewed the site selection process that the Art Design Board would follow amongst
the presentations to be given by various City Divisions and Departments. During today's meeting,the Board would
listen to Department&Division representatives and their respective projects. There would also be time to ask any
clarifying questions about project specifics. During the Board's December meeting,Board members would come
prepared to discuss which projects they would like to see selected for public art funding. Mr. Olmedo-Gonzalez
reviewed the general selection criteria in an effort to narrow down the presentations for today. These metrics,which
include geographic distribution of public art in Salt Lake City(such as the location of recently completed public art
projects),equity,representation,programmatic and strategic goals, site feasibility,among others;the Public Art
Program does not eliminate projects based on any other metrics such as personal preferences.
Ms. Felicia Baca also clarified that the process by which today's sites were narrowed down was based on whether
the sites qualify as CIP-funded projects and whether the site is deemed suitable for public art. An Art Design Board
member is welcome to bring on for discussion any project from the Council-approved CIP list.
a) Public Lands:
Ms. Kat Maus presented on behalf of the Public Lands Department as follows:
➢ Jordan Park Pedestrian Pathways: This site was presented last year to the Board but was not
selected. This project involves over 3,000 linear feet of new looped pathways in Jordan Park,in the
Glendale neighborhood. The goal of this project is to connect adjacent green spaces along the
Jordan River form 900 South to 1300 South and improve circulation and access. Installation is
expected to begin in the Spring of 2023. The public art goals for this site include the following:
implement placemaking,possibility to incorporate plaza spaces,pathway art, and overall provide
continuity for these spaces. Mr. Olmedo-Gonzalez also pointed out that if this site is selected,this
could be a great opportunity to implement a wayfinding element that ties the project back to the
International Peace Gardens.
➢ Liberty Park Basketball Court: The Public Lands Department is working on a complete overhaul of
this basketball court,with construction aiming to begin in Spring of 2023. There have already been
preliminary conversations with partners that include the non-profit Hoop Bus and the Utah Jazz
basketball team,which could contribute additional funding for this site. The goals for this site
include upgrading amenities, such as benches and lighting,in addition to resurfacing of the sports
court area. The public art goals for this site could include commissioning an artist for a surface
mural on the basketball court. There is precedence for this project, like the recently commissioned
Poplar Grove Sports Court Surface Mural project.
➢ Gateway Triangle Park: This site was selected for funding from a CIP constituency
request from last year. The Gateway Triangle Property Park would be a completely new park that
would run along the new Folsom Trail,near the Gateway. There is potential here to expand the
Gateway Community Garden and construction is slated for Summer 2023. Ms. Maus mentioned
that while the original constituency application did not specify art elements,the scope of work was
very vague and had mentions of everything form a dog park to including skateboarding elements.
The Parks department has been in contact with the Wasatch Community Gardens on a possible
partnership. Local train enthusiasts have also identified this space as a historic railroad site.
Potential public art goals for this site include: artistic seating, a train viewing platform, and
sculptural skateboarding art, among others.
➢ Urban Farm Development at 2200 West and Cannon Greens: This encompasses two different sites.
The 2200 West site budget only includes funds for irrigation infrastructure,but the Green Phoenix
Farm on Cannon Greens—off 1300 South—has potential for art. The design for this site will be
completed by Fall of 2023. While most of the site will be garden space,there will be several
shipping containers installed that could be beautified through murals or other art. Other public art
opportunities include: garden sculptures,pathway art,beautifying the existing community
mediation space, and artistic seating areas.
➢ Memorial Tree Groves Design and Infrastructure: This site will be designed as a space where
people can dedicate trees in memory of a person. The exact locations are yet to be confirmed,but
preliminary plans are to include one Memorial Tree Grove on the Westside and one on the East
side.Potential public art goals include: entry way features,pathway art, artistic seating areas, and
other artistic ways to define and differentiate this tree grove for the public.
b) Engineering
Mr.Mark Stephens presented on behalf of the Engineering Division as follows:
➢ Public Way Concrete: Every year,there are a certain number of damaged sidewalks and driveways
throughout the city that need replacing. This would be an ongoing project and the goal would be to
add some placemaking and art on the squares of concrete that are being replaced. The idea would
be to use a metal or rubber mold to stamp the concrete;this could be an artistic design or text, such
as a short poem, or a combination of both. The public art goal could encompass creating stencils
that are unique to each district. The stencils can be reused and would be very cost effective in the
long run, as the maintenance for stamped concrete is very low- stamped concrete can last for
decades.
➢ Bridge Replacement(650 North over the Jordan River): Much like the Public Way Concrete
project,this is a bridge that has been identified for replacement and upgrade. The potential public
art goals for this project include incorporating artistic elements to a functional space(in this case
the bridge). This could be in the form of stamped concrete on the sidewalk portion of the bridge and
there could also be potential to do painting on the bridge railing itself or integrate an artist as part of
the engineering design team. Anticipated construction date for this bridge would be in 2024/2025.
c) Transportation.
Mr. Kyle Cook presented the following projects on behalf of the Transportation Division:
➢ 200 South Reconstruction/Transit Corridor Supplement: Salt Lake City will be rebuilding 200
South between 400 West and 900 East. The sidewalks will be widened, allowing for more space
and opportunity for public art. Public art goals could include: interactive bus stop sculptures, artistic
seating,pathway art, or utility box murals.
➢ Neighborhood Street Safety and Livability(500 North Traffic Calming): The 500 North Corridor
improvements will take place in the Fairpark neighborhood. This neighborhood has very wide
streets that encourage drivers to speed through. Improvements to the area will improve safety.
There are many large concrete islands that are being installed to mitigate this but also provide a
great opportunity to include some form of public art. There are also some traffic circles that could
be utilized for art. The public art goals include providing a unified theme to these spaces that are
characteristic of the neighborhood.
Ms. Julianne Sabula presented the following project on behalf of the Transportation Division:
➢ Transit Capital for Frequent Transit Routes/Operational Investments: A component of the Transit
master plan is to develop branding&placemaking as part of the public transit system. Specifically,
there is a need for a visual indicator of routes and stops where buses run more frequently. The goal
is to add dignity and visibility to those who use the bus system. Currently there have already been
some mock-ups of what the design could look like,but the idea is to have a unified look for these
routes. This will be a long-term project over many years consistent as the UTA routes increase. The
public art goals have the possibility to include: vinyl wraps on bus stops, site-specific sculptures, or
painted benches.
Ms. Jenna Carver presented the following project on behalf of the Transportation Division:
➢ 300 North Complete Street Reconstruction Supplement: Construction will be taking place from 200
West to 100 West along 300 North. The reconstruction of this street is scheduled for 2024.
Reconstruction will include repairing pavements,curbs and gutter,and sidewalks. Protected bike
lanes will also be added to this street. The public art goals could include artist-designed functional
lighting along the bike lanes to increase visibility and improve safety.
d) Facilities
Mr.Koty Lopez presented the following project on behalf of the Facilities Department:
➢ Facilities Asset Renewal Plan(Sorenson Community Campus): The Sorenson Community Campus
is in the Glendale neighborhood and is made up of two adjacent campus buildings. The space is
used by many in the community for sports and various youth-focused programs. There is potential
to add public art to the interior and exterior spaces. The interior hallways are very bland and would
benefit from art that is more reflective of the community. The outside space includes the facade of
the building and in the large parking lot,which has seen recent construction,that could include
some art. The public art goals include an artwork that would connect these two buildings together.

V. Other Business/Adjourn
a) Public Art Program updates: Mr. Olmedo-Gonzalez informed the Board that he would be sending two
drafts for review for two upcoming Calls for Artists. One for the 400 South Viaduct Trail project and
the one for the 2023-2025 Pre Qualified Artist Pool Call. Mr. Olmedo-Gonzalez also informed the
Board that there are currently two open jobs at the Salt Lake City Arts Council: Grants Coordinator
and Production Manager for Living Traditions Festival. There is also a full-time job open for Program
Director of The Blocks,an effort led by the Downtown Alliance as part of the Cultural Core initiative.
b) Executive Director updates: Ms. Baca announced that Ms. Lorena Riffo-Jensen was recently
appointed as the new Executive Director for the Department of Economic Development.
