B. Redevelopment Agency Semi-Annual Property Report RAC will receive a briefing on the RDA Semi-Annual Property Report. Members may provide comments and feedback to RDA staff. 5. MAYOR ERIN MENDENHALL DANNY WALZ Executive Director = , - u' r Director REDEVELOPMENT AGENCY of SALT LAKE CITY STAFF MEMO DATE: December 7, 2022 PREPARED BY: Danny Walz, Director Allison Parks, Senior City Attorney RE: Open and Public Meetings Act Electronic Meeting Rule REQUESTED ACTION: Adopt a rule to permit the Redevelopment Advisory Committee to hold electronic meetings in accordance with the Open and Public Meetings Act POLICY ITEM: Public Body Rules BUDGET IMPACTS: N/A EXECUTIVE SUMMARY: The Open and Public Meetings Act (OPMA) is a state law that addresses how public bodies, like the Redevelopment Advisory Committee (RAC), convenes and conducts public meetings.OPMA was amended in the last general legislative session to clarify the requirements when there is an electronic meeting.More specifically the law requires that public bodies that hold electronic meetings adopt a rule that establishes conditions under which a remote member is included in calculating a quorum for the meeting. Such a rule is required even if there is an anchor location for members to attend in person, but some members of RAC are attending the meeting electronically. The rule that is proposed and attached to this memo addresses this requirement and states that a member of the public body attending electronically can be counted towards a quorum when they are connected to the meeting via electronic means and make their presence known. State law dictates that each public body adopt such a rule by December 31,2022. REQUESTED ACTION: Approve the attached rule that permits RAC to hold electronic meetings in accordance with OPMA. NOW, THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT ADVISORY COMMITTEE, that RAC may hold electronic meetings in accordance with the Utah Open and Public Meetings Act. For the purposes of determining when a quorum is present, a member attending the meeting electronically is considered present when they are otherwise connected to the meeting via electronic means and make their presence known. Written Briefing EXECUTIVE SUMMARY: As directed in the Land Disposition Policy,the RDA provides the Board,not less than semi-annually per fiscal year, an inventory of all Tier 1 and Tier 2 properties. ANALYSIS &ISSUES: The attached report contains a current inventory of all RDA owned properties. The report includes the description, address,parcel ID, size,zoning, and tier category of each property. In addition,the report details the approximate acquisition date, current category of disposition,interim use, and proposed permanent use for each property. Notable changes since the last report include the removal of our Granary property with the recent sale to The Bicycle Collective. Additions include two small vacant lots in the Central Station area of the Depot District, as well as 2 properties with pending closing dates. The pending properties include the State-owned parcels in Depot District's Station Center and a North Temple District property next to the Folsom Trail.
