Minutes of the January 9, 2023 Meeting
Present from the Transportation Advisory Board were Dave Alderman, Greg Sanchez,
Jon Larsen, and Myron Willson.
Electronically present from the Transportation Advisory Board were Ellen Reddick, Jim
Espeland,John Close, Johnnae Nardone, Leo Masic, Paul Schulte, and Suzanne
Stensaas.
Absent from the Transportation Advisory Board were Daniel Mendoza, Jenn Diederich,
and Tyler Schmidt.
BAC Members present for this meeting were Ben Trueman, Matthew Morriss, and Sarah
Johnson.
BAC Members Electronically present for this meeting were Greta Sommerfeld, Joshua
Poppel, Laura Lewis, Martin Cuma, and Max McLeod.
BAC Members absent for this meeting were Ashley Lodmell, Pat Casey, Rachel Manko,
and Raymond Reynolds.
Also present were Amy Lyons, Raphael Cordray, Jaron Harker, Dave Iltis, Becka Roolf,
Julianne Sabula, Julie Bjornstad, and Clint Campbell.
The meeting was held electronically and was called to order at 4:36 p.m. by Greg
Sanchez.
Welcome and Member Introductions
Public Comment — Raphael Cordray has some concerns as a SLC resident and
bicyclist who no longer uses a car. A couple of years ago she got an electric bike with a
trailer to do her grocery shopping and she's noticed that bike parking is an issue in SLC
that could be considerably improved. There was a standard in 2012 that provides
bicycle parking to prevent theft, but anything built before that doesn't have to comply
with that standard which leaves a lot of places where the bicycle parking is dangerous
because it doesn't prevent against theft. She's experienced bicycle theft and even with
the best precautions it can happen. At places like Trolley Square, the grandfathered in
old school bicycle racks are no longer allowed and it's a shame because they don't
prevent theft. She is interested in finding out how she can work with the City to make
better compliance with bicycle parking standards and maybe make them retroactive or
somehow warn people when they aren't because this creates a situation where others
can prey on people who have bicycles. The new electric bicycles are expensive and if you
can't go somewhere and safely park your bicycle then you can't feel safe in the city to
transition from using cars all the time. There's a simple fix for this and she would like to

get more involved and find out how to get more attention paid directly to improving
bicycle parking. She currently has a lawsuit against Trolley Square because they have
had multiple bicycle incidents over a three-year period and haven't changed their racks
which also puts a lot of pressure on police. She wants to know what can be done to
address parking, safety, and better facilities and designs for bicycle parking as it's very
important. Ben said those are valid points and a problem throughout the city. He's
discovered lately that a lot of stores will allow you to bring your bike in with you, so you
don't have to lock it up outside. Suzanne said she can't bring her bike in a store if she
has a bike trailer. She thinks bringing it in a store is not the appropriate thing to
encourage. The appropriate thing to do is encourage the stores to provide adequate
parking. She would like to challenge the BAC to look into what exactly the law is and
what can legally be done. It may just be communication but it's too much to ask
individuals to go around to all the different stores and ask them to provide adequate
parking. There should be some sort of citywide effort to say even if businesses were
grandfathered in, if they want clean air and good publicity, they might consider
changing their bike parking. Johnnae agreed with Suzanne's comments and said bike
parking really is an issue in the city, especially if you're biking with your family or a
cargo bike and she hopes BAC can take that up. Martin added that to his BAC agenda
list and Jon explained the bike rack program and challenges the city has recently had
with obtaining a contractor to install new bike racks.
Utah State Code Regarding Quorum for Electronic Meetings

Amy explained the 2022 legislative change to Utah State code 52-4-207 in regard to
defining a quorum with remote attendees.
Motion: Suzanne Stensaas moved to accept the following statement:A quorum of the
Transportation Advisory Board shall be as defined in the Salt Lake City Code Chapter 2.07.140.
For purposes of determining whether a quorum is present, all members present shall be
counted,including members who may abstain from a particular vote.A particular member is
considered present when they are physically present at the location of the meeting or are
otherwise connected to the meeting via electronic means and make their presence known.
Myron Willson seconded the motion. The motion passed unanimously.
Motion: Greta Sommerfeld moved to accept the following statement:A quorum of the Bicycle
Advisory Committee shall be as defined in the Salt Lake City Code Chapter 2.07.140. For
purposes of determining whether a quorum is present, all members present shall be counted,
including members who may abstain from a particular vote.A particular member is considered
present when they are physically present at the location of the meeting or are otherwise
connected to the meeting via electronic means and make their presence known. Matthew
Morriss seconded the motion. The motion passed unanimously.
CIP Projects Update &Request for Letter of Support
Becka Roolf, SLC Transportation
Becka explained the City process for CIP applications,what type of projects they are for,
and the timeline along with the typical sources for that funding. Jon said he would like
to hear from the group if they have projects they would like prioritized because this is a
process that happens every year. Paul asked about the timeframe for a letter of support
and said they should review Transportation's prioritization of the current applications.

Becka showed them Transportation's prioritization of the applications and explained the
scoring system as well as what each project was. Myron said it's hard to tell if some of
the projects are for construction or design so when looking at the amount, it appears
they are underfunded but could actually be the perfect amount. Becka said the actual
applications have a budget included along with attachments and a lot more details that
clarify what the funding would be used for. Dave Alderman asked about the constituent
CIP projects. Becka explained how the community applications work and the role the
City takes in helping with those. Both groups would like to review the community CIP
list at their next meeting and discuss potentially writing letters of support. Myron
would like to see that list in advance of their meeting so they can prioritize more quickly.
Suzanne would like to see all applications related to Transportation issues so they can
review them and decide if they would like to rank them and support them with separate
letters. John asked if TAB has ever written letters of support for citizen CIP application
in the past and Becka said they have not.
Motion: Myron moved to write a joint TAB/BAC letter of support for the Transportation priority
list for the CIP applications. Dave Alderman seconded the motion. The motion passed
unanimously.
Greg will put that letter together and send it to both groups for review.
June TAB/BAC Meeting Topics Discussion - Johnnae would like to update the
bike parking request form and make sure it's accessible to all citizens and not just
businesses. She suggested BAC could provide some edits, so Martin put that on his
topics list. Greg asked if there were any items specific to the next joint meeting in June.
Matthew asked who oversees snow removal on bike lanes and Jon said it is the Streets
Division. Suzanne would like sidewalk snow clearing and enforcement at the next TAB
meeting, information on if they are doing any enforcement, and what the issues are.
Motion: Jim Espeland motioned to adjourn the meeting; Suzanne Stensaas seconded the
motion. The motion passed unanimously. The meeting was adjourned at 6:05 p.m.

I am surprised to hear that 2100S is not a priority for the CIP after hearing from Lynn
last month that there's not enough money on the 2100 S project to move the curb and
gutter and therefore not have enough space for a meaningful complete street
reconstruction.

CIP review is part of the powers and duties of both committees.
