4/17/2023 - Meeting Minutes SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes of the April 17, 2023 Meeting BAC Members Present for this meeting were Greta Sommerfeld and Sarah Johnson. BAC Members Electronically Present for this meeting were Alla Chernenko, Ben Trueman, Laura Lewis, Martin Cuma, Matthew Morriss, Max McLeod, and Pat Casey. BAC Members Absent from this meeting were Ashley Lodmell, Joshua Poppel, Rachel Manko, and Raymond Reynolds. Also present was Julianne Sabula. Also present electronically were Amy Lyons, Bill Baranowski, Ginger Cannon, Raphael Cordray, Jon Larsen, Jeff Gulden, Dan Bergenthal, Clint Campbell, Hugh Van Wagenen, and Lt. Steve Wooldridge. The meeting was held both electronically via WebEx and in person and was called to order at 5:05 p.m.by Martin Cuma. Martin welcomed everyone and the members introduced themselves. Approval of Minutes Motion: Martin Cuma moved to approve the minutes of the March 20, 2023 meeting. Greta Sommerfeld seconded the motion. The motion passed unanimously. Public Comment— Raphael introduced herself and said she is really interested in getting the city to do more to improve the parking for bicycles. There's not enough parking for bicycles and all the businesses existing prior to the parking rules were grandfathered out of providing safe bike parking. She's interested in advocating for more bicycle parking and following the Bicycle Advisory Committee. Martin said that topic is still on their list to discuss and will hopefully be on an upcoming agenda soon. Some of the businesses that already have bike racks aren't usable. Committee Announcements &Updates — There were no Committee announcements or updates. U of U Active Transportation Update Ginger Cannon, U of UActive Transportation Manager Ginger introduced herself and wanted to share what's happening at the U of U regarding programs and resources for cyclists. She showed a U of U campus map which is a fabulous resource for cyclists and can be found here: https://map.utah.edu/. There is now a menu item on this map that is just for bikes and shows all the bikeways,bike parking, and bike repair stations. It shows that the bike routes are disconnected but they do have a Bicycle Master Plan that calls for connectivity but hasn't been completed. There is also a bicycle repair shop near the Utah Museum of Fine Art which she will add Page 1 of 4 BAC 04-17-2023 Minutes to this map. There are other resources on the map including vehicle parking,walking directions, and where to find food. The U of U signed a contract with Spin Scooter for shared scooters to be available within the campus boundary. Those were deployed in spring of 2022, and they have had about 41,00o rides to date which averages about 1800 rides per day. The U in Motion program started last year which is related to transportation equity and students can go to their basic need center to be matched with a refurbished bicycle, new accessories, and a free safety and maintenance course. Over 50 students have applied this year. Some of the new buildings will have electric outlets added near outdoor racks basically designating them as e-bike charging areas. The U will have a Climate Action Plan that should be completed and adopted by the fall. The overall goal of this plan is to reach carbon neutrality by the year 204o and bicycling will be a key part of that goal. They also just finished a Transportation and Parking study which is a io-year strategic plan with many measures adding more secure bike parking and better connectivity for people who are walking or biking. A 5-year housing plan was just completed in response to the U's initiative to build 5,00o new beds of student housing by 2027. There is a major effort to have more students living on campus. There are also nine high priority projects in a feasibility study including a new baseball stadium. The U of U has no dedicated capital funding to build the bicycle network on campus per the Bicycle Master Plan. Their best chance to improve conditions for cyclists and pedestrians is to build new infrastructure of which there is much going on. When they are working on U owned streets, they want to make them the most complete street possible. Right now, 9 high priority building projects are either in programming, design, or construction phase. They have been able to access some grant funding for installation of pedestrian and bicycle counters on campus and will be going with the eco- counter product which will give them data to inform the infrastructure standards. Martin asked if they know what locations the counters will be at, and Ginger said there are several factors that will determine where those will go but they do have some proposed locations. Matthew asked if they have data on how many students or faculty use a bike and if there is enough bike parking. Ginger said they do a self-reported commute survey every year with the Gardner Institute and those are the types of questions asked. Right now, students have the highest rate of reporting daily active transportation use. with students having the highest commute mode share if you put in all the sustainable modes. Behind them is faculty at about 15% of active transportation use and then staff are the lowest at around 6%. The U will be doing that survey again this fall and are encouraging the commuter services staff to display the results publicly. Active transportation is between 11% and 13% of trips, which is great, but can be increased if certain things are done. There is also a call for an increase in bike parking, particularly secure bike parking and as they build new buildings, they're seeing much more implementation of larger secure parking rooms. Motion: Martin Cuma motioned to authorize himself to write a letter to Research Park on behalf of BAC asking that they open the gate to the multi-use path. Sarah Johnson seconded the motion. The motion passed unanimously. i000 West 700 South Bill Baranowski, SLC Transportation Bill introduced himself and said he's there to share some information on a roundabout design for bikes and pedestrians. There are some elements of this design in the project on i000 West and 700 South which are primarily pedestrian related. He gave a brief history of roundabouts in Utah, many of which did not have pedestrian crossings or Page 2 of 4 BAC 04-17-2023 Minutes bicycle facilities nearby until recently. Neighborhood traffic circles are usually just a concrete island, and they reduce speed by 11% but roundabouts offer a 26% speed reduction. He talked about some specific features of modern roundabouts and gave comparisons to a traffic signal. There is a go% reduction in fatalities, 72% reduction in injuries, 35-40% reduction in car crashes and a 10% reduction in bike crashes due to having less conflict points at a roundabout rather than a signalized intersection. He showed examples of modern roundabouts in Salt Lake County and the pedestrian and bicycle amenities they have. Sarah asked how Bill, as the designer, would recommend cyclists go through the roundabout. Bill said bicycles can go faster through roundabouts than cars and they can go through the roundabout or stay on the bike trails. The l000 West roundabout was developed by the Poplar Grove CC through a CIP grant and is to reduce the huge right of way at this intersection. The roundabout they are planning makes it a more friendly intersection for all users and is quite a unique design. They will be creating a space for artwork and this project budget is around $400k, which is quite low for a roundabout. Roundabouts are traffic calming and safety measures compared to a 4-way stop or a traffic signal. Bill said more money is needed for more roundabouts and they try to do them in locations that do not require extra right of way. They are also looking at intersections with signals that need to be replaced. Those intersections might do well with a roundabout and while they are more than a signal replacement, it is a better use of funding and might include lane reduction and bike lanes. He said roundabouts are also good air pollution reducers compared to having starts and stops at a traffic light. Ben asked if Bill had experience with mini-roundabouts and Bill said absolutely and the roundabout project he described today is almost a mini-roundabout. Bill will come back to BAC anytime there is a roundabout in the future to get cyclist input and in the meantime, all the current roundabout info is on the Transportation webpage under 700 South l000 West. BAC Bike Tour Routes Discussion Jon Larsen, SLC Transportation A list of potential bike tours was sent out prior to the meeting. Jon's hope would be to find some tours that the members would be excited about, that could be engaging for the broader community of people who ride bikes or are interested in riding bikes and provide opportunities for folks to give feedback to staff on different design features. He went over some details of the bike tour suggestions. Each tour would be sponsored or led by a BAC member with staff support. Sarah asked about when these would be scheduled. Jon said Transportation is open to doing these outside of business hours if it was planned far enough in advance, so staff are available to attend. Martin wanted to find out if anyone felt strongly about any of these rides and then find a time that works for both BAC and Transportation. Jon thought May and October were great months to do things,but they can be done all summer. There was some discussion about which projects were ready to go, and Martin suggested the members e-mail him if there was a bike tour they would like to sponsor. Martin said they would like to give feedback on projects that are in the pipeline and asked Jon if he still wants to do tours on those. Jon gave an example that the 300 West bike tour would be interesting because they are just getting rolling on the design to extend the bike lanes between goo South and 300 South so the riding group could see what has already been done and provide some feedback on the extension. He said there is also a project on 400 South that will connect from 300 West to goo West and gave some additional details on that and thought it would be good to get feedback on. Regardless of what path they choose, it would be a good opportunity to look at what stuff is working and what BAC is wishing for. Sarah asked Page 3 of 4 BAC 04-17-2023 Minutes how they are getting the word out and Jon said at minimum, they could share it through Transportation e-mail and social media channels. There is also a list of people who have signed up for updates from them and if all those people can also share through their own channels, that would be great too. Martin would like to think about what to do in May and he feels like the 600 East ride would be a good one. Patrick said he would be interested in doing that ride, will work with Martin and Jon to set this up sometime in late May, and he thinks a mid-week evening ride would be nice. Sarah said if the scheduling works out, she's interested in volunteering for that. Motion: Martin Cuma motioned to adjourn the meeting; Pat Casey seconded the motion. The motion passed unanimously.
