Regular Meeting Minutes
Tuesday, February 1, 2022
5:30 p.m.
The Human Rights Commission met in an electronic meeting pursuant to the Salt Lake City
Emergency Proclamation and determination of the Chair. Minutes are provided in conjunction
with the video/audio file.

Commission Members in Virtual Attendance: Commissioners Wessel, Stowell, Garcia,
Salazar-Hall, Doumbia, Banuri
Commission Members Absent: None
City Staff in Virtual Attendance: Moana Uluave-Hafoka, Equity Manager
Guests in Attendance: None
The meeting was called to order at 5:34pm
1.Welcome
Read the determination.
2.Approve and Adopt Minutes
•January 2021 – Amend to 2022 my apologies – Adopted consensus
3.Public Comment (5 minutes)
No comment.
4.CEDAW Draft Ordinance Vote of Support (15 minutes)
•The CEDAW Subcommittee presented the draft ordinance. After which, the
commission unanimously voted in support this CEDAW ordinance draft to send
to the mayor and attorney’s office.
•Commissioner Garcia asked if this ordinance applies to internal city and
external? Vice Chair Wessel replied that the City can only apply internally and
possibly partners.
•Commissioner Banuri requested that there be a Gender Analysis for HR and
asked what tools will be used to analyze data. She also requested to be a part of
that process after the ordinance is passed.
5.Legislative Update (15 minutes)

•Commissioners asked that Moana review bills that affect Salt Lake City and
Human Rights
•The Commission had Civil Liberties concerns with legislation being passed this
session.
6.Winter Shelter Update
•Discuss open and end date of the Ramada Inn (Andrew Johnston’s email)
•Emergency Shelter has opened but staffing concerns
•Moana will follow-up w/Andrew on updates
•Chair Stowell asked that if you see litter/trash in SLC please use mobile app to
report
7.Review Goals & Priorities (15 minutes)
•Subcommittees
i.New Americans and Refugees: Doumbia, Wessel, Stowell, and Banuri
•Who else would like to volunteer? Determine the scope of the work
and what other topics. And we start this month. Fatima included
ii.CEDAW: Wessel, Salazar-Hall
•Please see agenda item 4
iii.Gentrification: Doumbia, Stowell, and Garcia
•Follow-up in March w/Gentrification group
iv.Homelessness: Stowell, Wessel, and Garcia
•Please see agenda item 5-6
8.Discussion/Dialogue about Human Rights Around the World (5-10 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss
current events that may impact or influence the Commission’s overall work,
discussions, and deliberations to provide recommendations to the Mayor and City
Council. No action will be taken during this section of the meeting. Matters discussed
during this section of the meeting may be scheduled on a subsequent agenda for follow-
up.
-Violation of press freedoms going on; Birkena Faso, Guinea-Bissau—C.Wessel
-Voting Rights on democracy—C. Wessel
-Amnesty International just declared apartheid in Israel and Palestine—C. Doumbia
-C. Banuri has been working with Voting rights, two bills: Voting petition and Bill
Lyman (check this Moana)
-Davina Smith, Indigenous woman challenging Rep. Lyman—how can people support
her?
-C. Banuri – accessibility and new Americans and ACLU, Women Voting League,
Faith Leaders/Civic Leaders AARPA Funding is focusing on housing affordability.
-Possible Letter of Support: Equitable Distribution of AARPA Funding – C. Banuri
will bring a representative from Faith Leaders Group.
