6/7/2022 - Meeting MinutesHuman Rights Commission Minutes 1 3/20/2023 12:47 PM Human Rights Commission Salt Lake City, Utah Regular Meeting Minutes Tuesday, June 7, 2022 5:30 p.m. The Human Rights Commission met in an electronic meeting pursuant to the Salt Lake City Emergency Proclamation and determination of the Chair. Minutes are provided in conjunction with the video/audio file. Meeting Materials _________________________________________________________________ Commission Members in Attendance: Commissioner Shauna Doumbia, District 7, Commissioner Everette Bacon, At-Large, Commissioner Nicole Salazar-Hall, District 5, Commissioner Jason Wessel, District 1, Vice Chair, Commissioner Esther Stowell, District 2, Chair Commission Members Absent: Commissioner Ivis Garcia, District 4 Commissioner Luna Banuri, At-Large City Staff in Virtual Attendance: Moana Uluave-Hafoka, Equity Manager; Maria Romero, Executive Assistant to Chief Equity Officer; Ashley Lichtle, ADA Coordinator; Roxana Orellana, Language Access Coordinator; Annie Manges; Chimalli Hernandez; Ravi Sharma; Katie Riser, and Jacob Maxwell Guests in Attendance: The meeting was called to order at 5:31 1.Welcome •Roll Call 2.Approve and Adopt Minutes •May 2022 We do not have quorum and need to adopt minutes next week. 3.Public Comment (5 minutes) No members of the public were in attendance. 4.Love Your Block Presentation (~ 25 minutes) Human Rights Commission Minutes 2 3/20/2023 12:47 PM •Representatives from the Love Your Block will present on the work they are doing along the Jordan River. -We welcomed Katie Riser bringing Ravi Sharma, Annie Manges, Chimalli Hernandez LYB Representatives -LYB is a new initiative coming from Mayor’s Office, Grant funded program. Mayor’s Office partners include: Public Lands, Homelessness Engagement, and Sustainability -LYB Johns Hopkins University gives monies to invest in our Jordan River Corridor thought community-led projects emphasis on Revitalize public spaces, instill community ownership, forge relationships, inspire community-sustained infrastructure -Accomplishment: Feedback from the community, canvasing, team held an after-school event at local libraries to their thoughts on the younger community members -Engaging with City Council continue adapting what the community needs -Presented to Council Members -Glendale Community Council, University Neighborhood partners, and SLC Library – Glendale Branch, -This project is to invest in equity in the West side, focusing on policy, extensive demographic and historical research to establish and build trust. -How it works? Community engagement to work with community leaders and understand the needs of the community members -Grant Recipients can obtain from the grants example, Food pantries, painting signs, sign -How can commissioners help? Share information to stake holders, apply for grant, collaborate with outreach events, send community referrals -When are the grant writing workshops? Can email but LYB is preparing for Marketing 5.Language Access Policy Update and Welcoming America Update (~ 20 minutes) •Roxanna Orellana, Language Access Coordinator and Fatima Dirie, Refugee and New Americans Policy Advisor, will provide updates. -We will reconvene and reschedule this presentation for the next meetings 6.Human Rights Day Celebration (~ 10 minutes) •Prepare for the December i.Hybrid celebration ii.Site iii.Nomination process – share nomination materials for three awards -Awards: Nomination process will be available online and will be sending out a link -Community group organization, individual, and emerging leader -Theme Discussion o Building or Lifting Community Commissioner Doumbia has suggested o Raising Expectation withing community Commissioner Bacon suggested and offered the Division of Services as an event center o All Human, All Equal Commissioner Salazar-Hall suggested 7.Hybrid Meetings and Recess for July (~ 5 minutes) •Final discussion format; quarterly encouraged Human Rights Commission Minutes 3 3/20/2023 12:47 PM •Vote for recess during July -- Moana will begin compiling end of year written report and update website -We can further discuss these options when we have a quorum -Reconvene in August July Meeting will be in recess 8.Review Goals & Priorities (15 minutes) •Subcommittees i.Refugees & New Americans: Doumbia, Stowell, Banuri, and Wessel •Agenda item 5 -More Updates in August ii.CEDAW: Wessel, Salazar-Hall •Final review with City Council and awaiting to be added to agenda -Budget is still being Finalized on and then will move on CEDAW iii.Gentrification: Doumbia, Stowell, and Garcia iv.Homelessness: Stowell, Wessel, and Garcia •Update from meeting w/Andrew and various stakeholders -Jason Met with Rep on Homelessness and Moana will share the presentation. Team at the County that work with Health Department -Tool on points for housing insecurity to be placed higher on index, they are moving away and presenting a new more comprehensive tool to access their needs for housing. They requested feedback -If commissioners would like to be in the loop with Coalition to End Homelessness, they can join the link Moana is sending out -They are finding permanent solutions rather than winter emergency shelters – They received good feedback for the Ramada Inn, the model worked except for the delayed start date. 9.Discussion/Dialogue about Human Rights Around the World (5-10 minutes) -Moana will follow-up with state representatives and state senators about Commissioner Banuri’s question on impact of a bill that was passed into law on monies that have been provided by state and cannot be anti-Israel. -Commissioner Shauna Doumbia mentioned the mass shooting there have been and countries that have had alerts about human rights violations committed by US and are alerting travel due to gun violence -Commissioner Bacon mentioned Mayor Mendenhall Press Conference on the buyback program and a great proclamation. -Moana mentioned a piece of state legislation that is intending to raise the age on gun purchasing, Mayor is supporting safety measures for school-aged children -Commissioner Nicole Salazar- Hall stated that the federal government is finally get water to the Navajo Reservation and infrastructure is finally being implemented to exercise their water rights -Commissioner Everette Bacon stated that the Director of Electors put out request for information for accessible ballot system and he is participating in a trial Human Rights Commission Minutes 4 3/20/2023 12:47 PM 10.Review Human Rights Commission Meetings for 2022: •Tuesday, January 04, 2022 •Tuesday, February 01, 2022 •Tuesday, March 01, 2022 •Tuesday, April 05, 2022 •Tuesday, May 17, 2022 •Tuesday, June 07, 2022 •Tuesday, July 12, 2022 – Recess •Tuesday, August 02, 2022 •Tuesday, September 06, 2022 •Tuesday, October 04, 2022 •Tuesday, November 08, 2022 •Tuesday, December 06, 2022 •Saturday, December 10, 2022 – Human Rights Day Celebration •https://www.un.org/en/observances/human-rights-day • Meeting adjourned at 6:39 Minutes approved through consensus: August 2, 2022 MOANA ULUAVE-HAFOKA SALT LAKE CITY MAYOR’S OFFICE This document is not intended to serve as a full transcript as additional discussion may have been held; please refer to the audio or video for entire content pursuant to Utah Code 52 -4- 203(2)(b).
