Regular Meeting Minutes
Tuesday, March 1, 2022
5:30 p.m.
The Human Rights Commission met in an electronic meeting pursuant to the Salt Lake City
Emergency Proclamation and determination of the Chair. Minutes are provided in conjunction
with the video/audio file.

The meeting was called to order at 5:39pm
1.Welcome
•Read the determination of the Commissioners to meet electronically because
meeting at a physical location presents a substantial risk to the health and safety
of those who may be present at the anchor location.

2.Approve and Adopt Minutes
•February 2022
•Not able to vote because did not have quorum.
3.Public Comment (5 minutes)
•Felicia Baca and Jake Maxwell with the Arts Council – just here to observe.
4.CEDAW Draft Ordinance Update (5 minutes)
•The CEDAW Subcommittee will update on the status of the draft ordinance.
•Commissioner Wessel – City attorney is in the drafting phase. Within the next
week or two, hoping to have something to vote on. There’s been setbacks that
have come up in drafting phase but they are 90% there.

•Moana – they are meeting this week to finalize a draft then will update the group.
This may require an impromptu meeting with Chair Stowell.
5.Gentrification Study Update (25 minutes)
•The Gentrification Study Consultants will provide an update.
i.Susan Lundmark, city lead on Thriving in Place Study (newly named).
Kicked off their public facing website and survey in the last ten days.
ii.David Driskell – the goal is to make SLC a place where people can stay, as
it grows. Working with a team at Berkley working on data analysis and
mapping.
•Phase 1 – listening and learning (currently here)
•Phase 2 – Crafting Collaborative Solutions (hopefully here in May)

iv.Most important things for people to do right now:
•Take the survey online:

•Encourage people to sign up for the newsletter and text updates.
v.Will start work with Community Liaisons for outreach, specific to the
demographic in their areas.
vi.Commissioner Ivis Garcia – doing intercept surveys to counteract the
digital divide to get a broader response to the survey (paper copies, door
hangers, postcards with QR codes, social media, etc.)
vii.Chair Stowell commended the team on the updated name and asked what
the demographics of the surveys responses have been thus far.
•Trended towards older homeowners, prior to the intercept survey
efforts beginning.
viii.Chair Stowell recommended creating a draft of info (website, survey, new
name, etc.) to share with her and the Community Councils directly to help
get the word out.
ix.Moana can include the info for the DEI newsletter and website. She also
inquired if this will be looking internally at policies within the city.
•David Driskell – so far it has been more external facing but as they
head more into Phase 2, they plan to work more with the city
team.
x.Fatima – Have you worked with the Language Access Coordinator?
•Susan Lundmark – yes, worked with Language Access Coordinator
in development but should continue that relationship.
xi.The goal is 2,700-3,000 survey responses.

Re: Short survey on SLC gentrification and displacement
Dear All,
Salt Lake City is preparing to initiate engagement in the "Thriving
In Place" project, Salt Lake City Anti-Displacement Strategy.
Ultimately, we hope to develop a Plan that communicates a
community-driven vision for mitigating gentrification and
displacement

challenges as well as identify future policy changes that will shape
the future of Salt Lake City’s.

6.Refugees & New Americans (10 minutes)
•The newly formed subcommittee will share their 2022 Priorities.
•Fatima – had first sub-committee meeting where they discussed
priorities as a team, getting more involved in Know Your Neighbor
program and making SLC a certified “Welcoming City.”
7.Review Goals & Priorities (15 minutes)

•Update from Andrew Johnston in email
a.Vice Chair Wessel – asked that Andrew give some
clarification on what the plan is when the resource centers
are at such high capacity and they go ahead with an
abatement.
b.Commissioner Garcia – asked that maybe there be more
clarity on how best to help people / transportation options,
because often times the information provided is outdated.
c.The group noted the top issues that may be roadblocks to
getting people into shelters are: places to store their extra
stuff, access to transportation, phone to use, pets,
friend/loved one they do not want to separate from.
d.Moana – will follow up with Andrew Johnston on these
questions and concerns.

8.Discussion/Dialogue about Human Rights Around the World (5-10 minutes)
•How to support Ukraine and its people, here in SLC and abroad:
i.Moana offered to be.a resource in drafting letters from the HRC.
ii.Commissioner Wessel – other stakeholders are leading the charge on this,
but we can still offer support with our title as a commission.
