Regular Meeting Minutes
Tuesday, May 17, 2022
5:30 p.m.
The Human Rights Commission met in a hybrid meeting where presenters and commissioners
could attend through electronic means and the public could attend in-person. Minutes are
provided in conjunction with the video/audio file.

Vice Chair, Commissioner Esther Stowell, District 2, Chair, Commissioner Nicole Salazar-Hall,
District 5, Commissioner Shauna Doumbia, District 7, Commissioner Luna Banuri, At-Large,
Commissioner Everette Bacon, At-Large
Commission Members Absent: None
City Staff in Virtual Attendance: Moana Uluave-Hafoka, Equity Manager;
Maria Romero, Executive Assistant to Chief Equity Officer
Guests in Attendance: None
The meeting was called to order at 5:34 PM
1.Welcome
•Roll Call
•Chair welcomed the newest commissioner, Everette Bacon, At-Large
2.Approve and Adopt Minutes
•April 2022
•Minutes were adopted unanimously
3.Public Comment (5 minutes)
•None
4.Welcoming America Presentation (~ 20 minutes)
•Representative from Welcoming America will present
-Commissioner Jason Wessel added we should incorporate the HRC with the
International Market at the Fair Park.

5.Love Your Block Presentation (~ 25 minutes)
•Representative from LYB will present
-Moved until the next month, June 2022, due to staff changes
6.Human Rights Day Celebration (~ 10 minutes)
•Prepare for the December

-Moana has asked all commissioners if they would like a remote celebration.
Commissioner Bacon has asked how big of a venue – The last pre-Covid
celebration was hosted at Glendale Middle School with well over 100 attendees.
Commissioners awarded community members that have worked in Human
Rights
-Entertainment at this event was provided by students in which they represented
many cultures with song and dance.
-This celebration is also educational with a presentation of the policy work the
HRC has accomplished.
-Do we want to hold an event either in person or virtual?
Commissioner Luna Banuri shared to have an in-person celebration although it can
change at any point to virtual in light to Covid. Commissioner has also commented to use the
blueprint of the past year pre-Covid celebration and go forward.
In-person has been majority vote and use the previously established blueprint. Moana will
share the nomination process next regular meeting and will begin the mechanism to nominate
and vote by fall.
7.Hybrid Meetings
•Quarterly in-person?
•Meeting hybrid?
-Commissioner Everette voted for in-person
-Commissioner Shauna Doumbia is in favor of a hybrid meeting
considering Covid and others comfort levels.
-Commissioner Nicole Salazar-Hall is in favor for hybrid meeting
considering Covid and being inclusive for others.
-Table this for an official vote when Commissioner Wessel is present.
8.Review Goals & Priorities (15 minutes)
•Subcommittees
i.Refugees & New Americans: Doumbia, Stowell, Banuri, and Wessel
-Supporting and reviewing the policy for the language access in the city.
Still awaiting the joint resolution from council. This will be on the next
agenda, but Moana will update once this resolution is placed on the
agenda.
ii.CEDAW: Wessel, Salazar-Hall

•Final review with City Council and awaiting to be added to agenda
-More funding for Advocate Victim Funding
-Commissioner Bacon would like an outline for the draft
ordinance; Moana will send it to him.
iii.Gentrification: Doumbia, Stowell, and Garcia
•No update at this time.
iv.Homelessness: Stowell, Wessel, and Garcia
•Meeting w/Andrew next week and will provide an update at next
HRC meeting
9.Discussion/Dialogue about Human Rights Around the World (5-10 minutes)
-Commissioner Nicole Salazar spoke regarding the recent terrorist attack in the Buffalo
Grocery Store
-Commissioner Shauna Doumbia mentioned a journalist who was killed
-Moana has recognized the shortage of baby formula.
-Commissioner Luna Banuri has a Utah Code Sec 63 G –27-201 question. She would like
Moana to provide when it was implemented and if it does relate to state contract under
a certain amount a recipient of those moneys, they cannot do anything anti-Israel
-Commissioner Bacon spoke about the voting rights here in Utah. We have a mail-in
votes system that does not accommodate for those who print disabilities. The voting by
mail makes it accessible, although this voting by mail is not equitable for all.
