This meeting is a discussion among Commissioners and select presenters. The public is
welcome. Items scheduled may be moved or discussed during a different portion of the
meeting based on circumstances or availability of speakers.

health and safety of those who may be present at the anchor location. The Commission

1. Welcome
• Read the determination of the Commissioners to meet electronically
because meeting at a physical location presents a substantial risk to the
health and safety of those who may be present at the anchor location.
This meeting will be an electronic meeting pursuant to the Commission’s
determination that conducting the meeting at a physical location presents a

2. Public Comment (15 minutes)
No public comment
3. Homeless Policy and Outreach Presentation and Q&A (30-40 minutes)
• Andrew Johnston, Director of Homeless Policy and Outreach, per the
request of the HRC, will discuss homelessness in Salt Lake City and how
City government is addressing it.
Andrew was unexpectedly called into the City Council closed meeting and was then unable to
attend this meeting. He did offer time to meet with the Homelessness Subcommittee in the
meantime. We asked the Commissioners to email Moana with dates and times that work in the
next two weeks for that meeting.
4. Civil Rights Museum (10-15 minutes)
• Leslie Kelen, Executive Director, Center for Documentary Expression and
Art, has requested to present at the HRC meeting to discuss a proposal for
an exhibit on Civil Rights.
2000 with Center for Documentary Expression and Art – three entities that started
Leonardo – initial bond 2003 – human rights gallery space in the Leonardo
2005 preliminary exhibit human rights photo gallery – Exodus
The exhibit brought a Brazilian Photographer for the event- Sabastian Salgado- his focus
was on the last decade of the 20th century that focused on immigrants, refugees, and
events such as the genocide in Rwanda and after. Photos of Mexican migrants and the
breakup of Yugoslavia were also taken.
This exhibit was created to connect Salt Lake City with the rest of the globe and what
other people worldwide were experiencing.
The Center for Documentary Expression and Art seeks to find a partnership with the
HRC to see if something “grounded” could come out of a relationship

Commissioner Wessel questions what the partnership would look like
Leslie Kelen responds that he does not know exactly what that would look like, but he
would like to see a revival in the Human Rights gallery.
Commissioner Wessel is intrigued by the partnership and the plan but acknowledges the
issues with funding, bonding, and legal issues that may involve the Leonardo.
Commissioner Stowell would like to continue the conversation so that the commission
could get a more whole idea on what the partnership would look like.
Commission agreed to hear from Leslie Kelen again.
Commissioner Wessel offers to look into city code to see if it is possible for the HRC to
partner with an art gallery. Acknowledges that they are an advisory body to the council
and the mayor.
Moana agrees and believes it would look more like a letter of support for the partnership
given to the mayor or the city council
5. Annual GRAMA & Conflict of Interest Training Update (5 min)
• We will have Attorney’s Office provide training at the November meeting.

i. Moana followed-up again today with Council and they stated they
would get back to me as soon as they had times -- Awaiting
schedulers to set meeting time with CM Wharton
ii.
• Gentrification Subcommittee: C. Doumbia, C. Kelly, C. Esther, and ask C.
Garcia
iii. Angela Price will notify us of the chosen consultant in November
and they will present to the commission
iv.
• Homelessness Subcommittee: C. Stowell, C. Wessel, and possibly C. Garcia
v. Follow-up meeting with Andrew Johnston; can you all let me know
what times you want to meet in the next two weeks?
9. Future Agenda Items
• Earned Legitimacy cohort -- Does anyone want to join. It is 120 minutes a
week virtual meeting for ten weeks starting this week (tomorrow at 11am-
1pm), in addition a once-a-month meeting with cohort across the U.S. and
then a shared project
Commissioners all are unable to commit to these meetings from beginning to
end because of their scheduled time and the time commitment for it.

iii. Hannah Vickery from Attorney’s Office will lead annual training on
Open and Public Meetings Act, GRAMA, and conflict of interest
Police Use of Force – data is trending on what we suspected in 1/3 of police shootings
involve BIPOC; the police chief needs to provide data
Commissioner Wessel believes that this data is important to both the REP and HRC
commissions considering that diverse populations only make up for less than 25%.
Commissioner Wessel questions whether the REP has talked about this yet
Commissioner Nicole Salazar-Hall acknowledges that they have not yet because they
have just had their first meeting and are still figuring out logistics but wants to address
this because it is pertinent to both commissions
Chair would like to follow-up in November meeting.
Moana will send Phase 1 Report and the Use of Force document.
Follow-up with Commissioner Banuri with Re-settlement Issues currently happening.
They have a legal clinic.
