This meeting is a discussion among Commissioners and select presenters. The public is welcome.
Items scheduled may be moved or discussed during a different portion of the meeting based on
circumstances or availability of speakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the City and
County Building in Cannon Room 335 and members of the public may provide public comment in -
person. Commissioners and presenters may join or participate either in -person or through
electronic means.

3. Public Comment (5 minutes)
• Attendees may be provided one or two minutes of time, determined by the
number of attendees and the time available determined by the Commission. Please
observe the time limit stated at the beginning of the public comment period so
everyone may have a chance to speak.
• Per the public meeting guidelines, keep comments free of discriminatory language
referring to a person or group based on their religion, ethnicity, nationality, race,
color, descent, gender, sexual orientation, disability, age or other gender identity
factor. Items or comments that disrupt the meeting, intimidate other participants
or that may cause safety concerns are not allowed.
4. Love Your Block Presentation (~ 25 minutes)
• Representatives from the Love Your Block will present on the work they are
doing along the Jordan River.
5. Language Access Policy Update and Welcoming America Update (~ 20 minutes)
• Roxanna Orellana, Language Access Coordinator and Fatima Dirie, Refugee and
New Americans Policy Advisor, will provide updates.
6. Human Rights Day Celebration (~ 10 minutes)
• Prepare for the December
i. Hybrid celebration
ii. Site
iii. Nomination process – share nomination materials for three awards
7. Hybrid Meetings and Recess for July (~ 5 minutes)
• Final discussion format; quarterly encouraged
• Vote for recess during July -- Moana will begin compiling end of year written
report and update website

9. Discussion/Dialogue about Human Rights Around the World (5-10 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss current
events that may impact or influence the Commission’s overall work, discussions, and
deliberations to provide recommendations to the Mayor and City Council. No action wil l be
taken during this section of the meeting. Matters discussed during this section of the meeting
may be scheduled on a subsequent agenda for follow -up.

The Human Rights Commission met in a hybrid meeting where presenters and commissioners
could attend through electronic means and the public could attend in-person. Minutes are
provided in conjunction with the video/audio file.

4.Welcoming America Presentation (~ 20 minutes)
•Representative from Welcoming America will present
-Commissioner Jason Wessel added we should incorporate the HRC with the
International Market at the Fair Park.

5.Love Your Block Presentation (~ 25 minutes)
•Representative from LYB will present
-Moved until the next month, June 2022, due to staff changes
6.Human Rights Day Celebration (~ 10 minutes)
•Prepare for the December

-Moana has asked all commissioners if they would like a remote celebration.
Commissioner Bacon has asked how big of a venue – The last pre-Covid
celebration was hosted at Glendale Middle School with well over 100 attendees.
Commissioners awarded community members that have worked in Human
Rights
-Entertainment at this event was provided by students in which they represented
many cultures with song and dance.
-This celebration is also educational with a presentation of the policy work the
HRC has accomplished.
-Do we want to hold an event either in person or virtual?
Commissioner Luna Banuri shared to have an in-person celebration although it can
change at any point to virtual in light to Covid. Commissioner has also commented to use the
blueprint of the past year pre-Covid celebration and go forward.
In-person has been majority vote and use the previously established blueprint. Moana will
share the nomination process next regular meeting and will begin the mechanism to nominate
and vote by fall.
7.Hybrid Meetings

•Meeting hybrid?
-Commissioner Everette voted for in-person
-Commissioner Shauna Doumbia is in favor of a hybrid meeting
considering Covid and others comfort levels.
-Commissioner Nicole Salazar-Hall is in favor for hybrid meeting
considering Covid and being inclusive for others.
-Table this for an official vote when Commissioner Wessel is present.
8.Review Goals & Priorities (15 minutes)
•Subcommittees
i.Refugees & New Americans: Doumbia, Stowell, Banuri, and Wessel
-Supporting and reviewing the policy for the language access in the city.
Still awaiting the joint resolution from council. This will be on the next
agenda, but Moana will update once this resolution is placed on the
agenda.
ii.CEDAW: Wessel, Salazar-Hall

•Final review with City Council and awaiting to be added to agenda
-More funding for Advocate Victim Funding
-Commissioner Bacon would like an outline for the draft
ordinance; Moana will send it to him.
iii.Gentrification: Doumbia, Stowell, and Garcia
•No update at this time.
iv.Homelessness: Stowell, Wessel, and Garcia
•Meeting w/Andrew next week and will provide an update at next
HRC meeting
9.Discussion/Dialogue about Human Rights Around the World (5-10 minutes)
-Commissioner Nicole Salazar spoke regarding the recent terrorist attack in the Buffalo Grocery
Store
-Commissioner Shauna Doumbia mentioned a journalist who was killed
-Moana has recognized the shortage of baby formula.
-Commissioner Luna Banuri has a Utah Code Sec 63 G –27-201 question. She would like Moana to
provide when it was implemented and if it does relate to state contract under a certain amount a
recipient of those moneys, they cannot do anything anti-Israel
-Commissioner Bacon spoke about the voting rights here in Utah. We have a mail-in votes system
that does not accommodate for those who print disabilities. The voting by mail makes it accessible,
although this voting by mail is not equitable for all.
