6/9/2022 - Meeting Materials Racial Equity in Policing Commission Agenda 1 6/6/2022 10:00 PM Racial Equity in Policing Commission City & County Building 451 South State Street Cannon Room 335 Regular Meeting Agenda Thursday, June 9, 2022 5:30 p.m. This meeting is a discussion among Commissioners and select presenters. The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hy brid. The Commission Meeting will have a physical location at the City and County Building in the Cannon Room 335 and members of the public may provide public comment in-person. Commissioners and presenters may join or participate either in-person or through electronic means. You may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel. 1. Welcome and Public Meeting Guidelines 2. Open Dialogue (~5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. SLCPD Chief Update (~5 minutes) Chief Brown may provide update to commission and introduce the Lt. Cluff to the commission. 6. Utah Courts Office of Fairness Follow-up (~15 minutes) Director Jonathan Puente and Valeria Jimenez will present on their continued work. 7. Juvenile Court's Efforts to Reduce Racial and Ethnic Disparities Presentation (~20 minutes) Zerina Ocanovic and Carlos Sabuco from the Juvenile Courts will present. 8. Salt Lake City Park Rangers Program (~20 minutes) Janessa Edwards, new Park Ranger Manager, will provide update on the program. 9. Mayor’s Office Equity and Inclusion Team Update (~10 minutes) If time permits, Moana will provide a presentation on the current DEI efforts within the city. 10. No Meeting in July Request to recess during July to update webpage and compile 2022 official written report. 11. Subcommittee Chair Updates (~ 5 minutes) Priorities for 2022 Policy & Practices – Second Monday of the Month at 4-5pm Training – First Monday of the Month 5:30-6pm School Safety – Third Monday of the Month at 4-5pm Application Review – Meets as needed 12. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. Open Dialogue (~ 5 minutes) Commissioner Anjewierden wanted to commend the SLCPD officers who handled a death investigation with sensitivity and balance. 3. Public Comment (limited to 15 minutes) No members of the public were present in-person but Beverly Hawkin sent questions to ask the Chief. 4. Discussion on Recommendation to Mayor/City Council to Codify Senior Advisor for Education position (~10 minutes) Hannah Vickery, Senior City Attorney, attended to answer any questions the commission may have on this matter. - A legal description and ordinance can be established that job role can roll into other administrations. Recommendations need to be in writing and presented to the council. The only thing governing is that it needs to be in writing and presented to the City Council. 7. Art Healing Fleet Block Presentation (~ 20 minutes) Ashley Cleveland shared that: - The Families have been provided with healing with private grief support as a group - Families have shared a draft recommendation with Mayor for resolutions. - Restorative Justice will be a topic Ashley will cover in a future meeting 8. Missing and Murdered Indigenous Women and Girls Presentation (~20 minutes) Representative Angela Romero presented on community and legislative initiatives regarding MMIW&G. - Resolution May 5th highlighted the statistics on missing and murdered indigenous women. Native women are at higher rates of being murdered. Ran the resolution is murdered and missing and murdered. It is the first resolution that has LGBTQ in the name of the resolution it was important for protection to be broad. - Rep. Romero has emphasized it has been a challenge to have departments agree on statistics of murdered or missing endangered. - Rep. Will send statistics to Moana to share with the group. • Commissioner Anjewierden commented he would like to further discuss a resolution to better identify people of indigenous decent and Latino and Hispanic people because of the disparity of the identification of persons that then causes inaccuracy in statistics and reporting. 9. Mayor’s Office Equity and Inclusion Team Update (~ 10 minutes) Moana will provide a presentation on the current DEI efforts within the city. - Will move to next month's meeting due to time constraints 10. Subcommittee Chair Updates (~ 5 minutes) Priorities for 2022 Policy & Practices – Second Monday of the Month at 4-5pm - With policy and practices subcommittee may support taking on one of these agenda items next meeting Training – First Monday of the Month 5:30-6pm - The training commission is concerned about the park ranger's emphases on ensure that they are going to be safe and adequately trained for safety. - A park ranger supervisor for the park ranger program has been hired School Safety – Third Monday of the Month at 4-5pm - Subcommittee are using them as work sessions going line by line the MOU the recommendations are thoroughly looked at in the document.
