The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hy brid. The Commission Meeting will have a physical location at the City and County Building in the Cannon Room 335 and members of the public may provide public comment in-person. Commissioners and presenters may join or participate either in-person or through electronic means. Public Comment (5 minutes) • Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. • Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Discussion/Dialogue about Human Rights Around the World (5-10 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and 3 deliberations to provide recommendations to the Mayor and City Council . No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow -up. 10. Minutes are provided in conjunction with the video/audio file. Meeting Materials _________________________________________________________________ Commission Members in Virtual Attendance: Commissioner Salazar-Hall, Commisioner Banuri, Vice Chair Wessel, Chair Stowell Commission Members Absent: City Staff in Virtual Attendance: Moana Uluave-Hafoka, Equity Manager; Fatima Dirie, Policy Advisor; Katie Schnell, Executive Assistant to Chief Equity Officer; Kaletta Lynch, Chief Equity Officer; Darby Egbert, Equity Special Project Coordinator; Ashley Lichtle, ADA Coordinator; Roxana Orellana, Language Access Coordinator Guests in Attendance: Efren Corado Garcia, Diversity & Inclusion Officer for Salt Lake County The meeting was called to order at 5:35pm 1.Welcome •Read the determination of the Commissioners to meet electronically because meeting at a physical location presents a substantial risk to the health and safety of those who may be present at the anchor location. •Roll Call 2.Approve and Adopt Minutes •No minutes needed to adopt at this time 3.Public Comment (5 minutes) - none 4.Council on Diversity Affairs (~ 20 minutes) •Efren Corado Garcia, Diversity & Inclusion Officer for Salt Lake County, and team will introduce themselves and the work they are doing in the county. i.Previous offices focused on building relationship in community but now, especially after George Floyd, this office is looking at the structure of the Human Rights Commission Minutes 2 4/14/2023 12:58 PM organization and how to make those relationships long-lasting and create systemic change, not just one-of projects. ii.https://slco.org/globalassets/1-site-files/diversity/coda- plan/codareport.pdf - Council on Diversity Affairs, Proposed Action Plan iii.Also a new focus on intersectionality of identities and a collaboration between County and City iv.Vice Chair Wessel – what steps can we take to work together as city and county? •We can identify points of interest and collective efforts, and specifically where those projects live, then collaborate. 5.Mayor’s Office of Equity and Inclusion Presentation (~ 25 minutes) •The DEI team will introduce themselves and the work they are doing. i.Vice Chair Wessel – suggests more collaboration between HRC and the DEI team. It can help build a bridge with community. 6.Review Goals & Priorities (15 minutes) •Subcommittees i.Refugees & New Americans: Doumbia, Stowell, Banuri, and Wessel •Welcoming America will present at next meeting •Commissioner Banuri – notes that all info is in the minutes from the meeting. •Plan to move the meetings to accommodate Ramadan schedule. ii.CEDAW: Wessel, Salazar-Hall •Final review stage with Mayor and then will be sent to City Council •Transmittal is headed over to City Council – timing of when that is received is up to them, so we are not sure when it would go through. iii.Gentrification: Doumbia, Stowell, and Garcia •Please share links to webpage and survey •Sending out surveys to community members and trying to get as many responses as possible. iv.Homelessness: Stowell, Wessel, and Garcia •Monthly Update from Andrew Johnston (Director of Homeless Resources) in email •This commission is willing and able to be a part of his work, process, and conversations. a.Should set a meeting in place to discuss involvement with Andrew and Rachel Otto (Chief of Staff) – Moana has reached out and followed up. 7.Discussion/Dialogue about Human Rights Around the World (5-10 minutes) •US has recognized the genocide happening in Myanmar. This now allows for more tools from the State Department to go towards this human rights violation. •Violence in East Jerusalem and West Bank area are ramping up. •Chair Stowell suggest bringing links and organizations with info about what they are doing to help, to share as an action step.
