Call to Order/Approval of June 7th, 2023 Minutes a.After a quorum was established, Ms. Meggie Troili called the meeting to order, stated the Arts Design Board's mission, and welcomed Makaylah Maponga, a planner with Salt Lake City Public Lands who is leading the Liberty Basketball Court reconstruction effort on behalf of Salt Lake City. b. Mr.Alex Moya motioned to approve the minutes from the Board's June 7th, 2023 meeting. Ms. Colour Maisch seconded, and all Board members voted in favor. II. Liberty Park Basketball Court public art project a.Project background&development overview Mr. Renato Olmedo-Gonzalez gave an overview of the Liberty Park Basketball Court public art project.This project will be completely replace the existing 2o-year-old basketball court in the center of the park; a fence will be added around the court, as well as new seating areas to transform the area into a gathering space.A public art project will be implemented in concert with the court's reconstruction. Originally the project was a collaboration with the Utah Museum of Fine Arts,where an original artwork from the UMFA's permanent collection would be used to create a sports court mural. However, due to several factors, the project has now shifted into the commission of a sports court surface mural on the perimeter of the court (i.e., non-playable surfaces). Throughout the project's development, Salt Lake City has engaged with Mr. Lance Lavizzo of Hard-N-Paint Basketball. Ms. Makaylah Maponga gave a background on Lance Lavizzo's community organization Hard-N-Paint,which organizes an annual Basketball tournament (often at Liberty Park)with local members of the community. Mr. Lavizzo was the constituent for the Constituent CIP application that ultimately funded the Liberty Park Basketball Court reconstruction. The CIP project was submitted in 2021 and funded in 2022. The project was originally funded for just under $1oo,000 and only included the resurfacing of the court. However, an expert determined that court was to old and damaged and needed to be reconstructed completely.This reconstruction project would cost between $400,000 - $500,000. To fully fund the project, Public Lands established a private-public partnership with Utah Jazz and secured a financial donation to reconstruct the Liberty Park Basketball Court.The Utah Jazz agreed to donate the funds in exchange recognition on the court; the Utah Jazz Logo will be in the center of the basketball court. Mr. Olmedo-Gonzalez proposed the Art Design Board select five Artists as finalists from the Pre-Qualified Artist Pool and one would receive a commission for a mural that will be along the perimeter of the basketball court. The perimeter of the court is 3,742 square feet. By ordinance,the Arts Council is required to maintain the mural for 5 years. Ms. Meggie Troili clarified that the Board would select five artists in order of preferences and would only be approaching the top 3 and artists for proposal development; the fourth and fifth artists would be considered alternates. Mr. Olmedo-Gonzalez outlined how in the September meeting,the Board would be evaluating the proposals and selecting one for commission. Mr. Renato Olmedo-Gonzalez stated the artwork goals and selection criteria of the project,followed by the commission details and project schedule.The top three artists will be paid $300 to develop and present their proposals to the board at the September Art Design Board meeting. The total project budget has been tentatively set $30,000. Ms. Makaylah Maponga went over the Public Lands timeline for the demolition and reconstruction of the court.The construction will take around six weeks, ending in mid to late September. b.Review of 2023-2025 Salt Lake City Public Art Program Pre-Qualified Artist Pool The Board unanimously agreed to have Mr. Olmedo-Gonzalez give an overview of all the muralists that are included in the Pre-Qualified Artist Pool instead of combing through all the artists represented within the Pool. Mr. Olmedo-Gonzalez gave an overview and provided visual examples of the following artists and their work:Ann Chen of Annlettering, Chuck Berrett,Alex Billany, Liberty Blake,Trent Call, Elizabeth Carrington, Day Christensen, Beto Conejo,Traci O'Vary Covey,Trevor Dahl, Mason Fetzer, Cara Jean Hall, Isaac Hastings,Jann Haworth, Lindsay Huss, Lenka Konopasek, Chuck Landvatter, Jiyoun Lee-Lodge, Evan Jed Memmott, Matt Monsoon, Michael Morgan Moonbird& Victoria Lyons, Michael M. Murdock, Caro Nilsson,Andrew Rice, Roots Art Kollective, Josh Sheuerman, Smock&Roll,Tiny Shley,Joseph Toney, Kalani Tukuaf i,Jerrin Wagstaff, and Sri Whipple. c.Artist discussion and shortlists Each Board member listed their top six artists. Mr. Olmedo-Gonzalez collected their choices on a spreadsheet.A series of subsequent shortlists were created based on discussion by the Art Design Board and assignation of subsequent scores.After a thorough discussion of the Pool's muralists that took into consideration previous commissions by the Public Art Program,visual styles, artistic approaches, and the desire to commission more BIPOC and women artists in order to ensure diverse representation in the Salt Lake City Public Art Collection,the Board agreed to select Mr. Trent Call, Mr. Joseph Toney, and Annlettering (Ms.Ann Chen) as the top three finalists for this project; the artist-led team of Smock and Roll and Ms. Lindsay Huss were selected as alternates. A sixth option discussed by the Board towards the end of their conversation was Mr. Andrew Rice. d.Finalist selection Ms. Colour Maisch moved to select Mr. Toney, Mr. Call, and Annlettering as the top three finalists that will be invited to submit a proposal for the Liberty Park Basketball Court public art commission;the artist-led team Smock and Roll as first alternate and Ms. Lindsay Huss as second alternate. Ms.Jen Lopez seconded the motion.All board members present voted in favor. III. Public Comment a. No public comment IV. Other Business/Adjourn a. Mr. Olmedo-Gonzalez provided the Board with three updates from the Public Art Program that included the hiring of a new Public Art Program Coordinator, the upcoming Soo North/Fairpark Traffic Calming Measures Request for Qualifications that will be published on August 14th, the Public Art Program's West Side engagement efforts, and Salt Lake City's finalist application for the Bloomberg Philanthropies'PublicArt Challenge. b. Ms.Angela Dean made a motion to close the meeting, Mr. Michael Mejia seconded.All board members present voted in favor of closing the meeting. c.
