RECOMMENDATION: The Administration recommends the Council consider the
recommendation in the attached letter from the Mayor and appoint Ross Chambless a member of
the Sister Cities Board.

Ross Chambless to be appointed for a four year term, starting from date of City Council
advice and consent and term ending on Monday, July 6, 2027.

Dear Mayor Mendenhall:
The Department of Economic Development would like to recommend Ross Chambless as a voting
member of the Sister Cities Advisory Board for an initial six year term.
Mr. Chambless has been involved with the Salt Lake City - Matsumoto City Sister City relationship since
he was a child when his family regularly hosted visiting delegations, teachers and students. From 2003
- 2007 he lived in Matsumoto while working for their Board of Education as an Assistant English
Teacher. Mr. Chambless met his wife, Ikue, in Japan, and they maintain many strong connections with
family and community leaders in Matsumoto. The Chambless’ are currently active members of Utah’s
JACL (Japanese American Civil Liberties) Organization.
The Department strongly support Mr. Chambless’ appointment to the Sister Cities Advisory Board and
believes his background and involvement would be an asset to strengthening not just our Sister City
relationship with Matsumoto, but Salt Lake Sister Cities program as a whole.
