The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building in Cannon Room 335 and members of the public may provide public comment in- person. Commissioners and presenters may join or participate either in person or through electronic means. Public Comment(5 minutes) = Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. = Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Community Presentation (— 15-20 minutes) = Kamal Omer and members of his community will share updates about the ongoing genocide in West Darfur, Sudan. 5. Strategy/Planning Session (— 30-40 minutes) = This will be an in-depth discussion on the vision and future goals of the Commission. 6. Human Rights Day Update(— 5 minutes) • Michelle Mooney, Equity Manager will provide an update on Human Rights Day Celebration planning. 7. Review Subcommittee Goals &Priorities (— 5 minutes) = Racial Equity in Policing Commission = CEDAW = Homelessness = Gentrification = Refugees &New Americans = Children/Youth Advocacy 2 8. Discussion/Dialogue about Human Rights Around the World (5-10 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission's overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council.No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 9. Welcome • Roll Call • Welcome New Commissioner i. Commissioner Jennifer Mayer-Glenn provided background on her work at University Neighborhood Partners. She also shared that she served as a member of the Human Rights Commission previously during the years of 2006-2011, in which she took part in the passing of the Non- Discrimination Ordinances. 2. Approve and Adopt Minutes • June 2023 o Commissioner David Leta made a motion to approve and adopt the June 2023 meeting minutes. Commissioner Will Terry seconded the motion. All commissioners in favor. The motion passed and the June 2023 meeting minutes were approved and adopted. 3. Public Comment(5 minutes) • Nancy Cantor a member of the community and representative for the League of Women Voters shared her name,but no topics were discussed. 4. Thriving in Place Study Update (—30 minutes) • Susan Lundmark brought forth the SLC Anti-Displacement Strategy. Susan Lundmark provided detail on the Community-driven process to document and understand displacement, documentation for displacement tracking was part of the study. Susan Lundmark commented that according to the study, displacement in Salt Lake City impacts communities of color primarily. Lastly, Susan brought forth the SLC Anti-Displacement Strategy proposed by the consultants. o Commissioner David Leta has commented on how the program will find the budget to implement the building of the homes needed according to the study. o Commissioner Pamela Silberman has raised concerns about the plan preventing displacement strategies to mitigate after displacement has occurred rather than preventing displacement first. o Commissioner Jason Wessel raised concerns about the plan primarily focusing on density building rather than multifamily dwellings. o Michelle Mooney Equity Manager has commented she will provide contact information for those on the plan if any other commissioners have further questions. 5. Annual OPMA Training (—20 minutes) • Jaysen Oldroyd, Senior City Attorney will provide a refresher on the OPMA training to the commission. i. Attorney Jaysen Oldroyd provided open and public meeting training to the commissioners. Commissioner Jason Wessel brought forth the question of whether Roberts Rules are in a hybrid lead meeting. Attorney Jaysen Oldroyd will provide a follow-up with more details. 6. Human Rights Day Update (—20 minutes) • Michelle Mooney, Equity Manager will provide an update on Human Rights Day Celebration planning. i. Michelle Mooney, Equity Manager has raised the question to all commissioners on the awards segment of the Human Rights Day. Celebration. The Commission discussed the criteria for award nominations and explored new names for the awards. In terms of selection criteria, the Commissioners discussed Ranked Choice Voting should be implemented. Michelle Mooney added the new date and time of the celebration is set for Saturday, December 2"d, 11 AM to 2 PM at Gallivan Center. 7. Commission Retreat Update (— 5 minutes) • Michelle Mooney, Equity Manager will provide an update on the upcoming Commissioner retreat. 8. Review Subcommittee Goals &Priorities (— 5 minutes) • Racial Equity in Policing Commission • CEDAW • Homelessness i. Commissioner Jason Wessel has provided an update on the Homelessness Subcommittee. Commissioner continues to attend the Salt Lake Valley Coalition to End Homelessness. Commissioner Jason Wessel has provided the update on a recent announcement regarding the partnership on the winter overflow shelter with Millcreek. • Gentrification i. Commissioner Jason Wessel brought forth there is a decrease in commissioner interest for this subcommittee. Commissioner Jason Wessel has brought forth the concern that the Thriving in Place study will be reviewed and voted on by the council soon and if the study is passed many of the housing policy would be derived from the study suggesting a commissioner should still be assigned as a point person for Gentrification. • Refugees &New Americans • Children/Youth Advocacy 9. Discussion/Dialogue about Human Rights Around the World (5-10 minutes) • Commissioner Jason Wessel provided an update on the Israeli government pushing judicial reinforcement that erodes democracy, with 15-20% of the population protesting those changes. Commissioner Jason Wessel provided an update on Central Africa Sudan's decrease in democracy. • Commissioner Pamela Silberman commented on the current southern US Border humanitarian crisis on immigration. • Commissioner Jason Wessel has provided an update on the Ukraine grain shipments that have been blocked by German forces. 10.
