Minutes DEPARTMENT of PUBLIC UTILITIES -(Z-j ADMINISTRATION ,'''•� I T '';,`, May 25, 2023 The Public Utilities Advisory Committee meeting was held at 8 am on May 25, 2023, at the Department of Public Utilities, 1530 South West Temple, Salt Lake City, UT 84115, and with a virtual option for attendees. Committee members present were Roger Player,Dani Cepernich,Alex Lovell,Ted Boyer,Ted Wilson,Kent Moore,Lynn Hemingway,and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Marian Rice, Teresa Gray, Jason Brown, Jacob Jorgensen, Dimond Zollinger, Mike Gill, Jamey West, Michelle Barry, Holly Lopez, Chloe Morroni, Jesse Killinger, Lisa Tarufelli, Mark Christensen, Tamara Prue, Derek Velarde, Teresa Gray, Michael Guymon, Karryn Greenleaf, and Janine Calfo. Also in attendance were Sam Owen from the City Council Office; Mark Kittrell and Rusty Vetter, Salt Lake City Attorney's Office; David Tait, Jacobs Engineering; Annalee Munsey and Mike DeVries, Metropolitan Water District of Salt Lake City and Sandy; Nathan Zaugg, Carollo Engineering; Regan Bryce, Sundt/PCL Construction; Manny Diaz Welcome and Introductions Committee Chair Dani Cepernich and Public Utilities Director Laura Briefer welcomed the attendees. Approve Minutes of April 27, 2023,Meeting A motion was made and seconded to approve minutes of the April 27, 2023, PUAC meeting. All members voted to approve as presented. PUAC Out-Going Member Appreciation Laura Briefer and Dani Cepernich recognized Ted Wilson and Kent Moore with a Resolution, thanking them for their extraordinary service as they left the Public Utilities Advisory Committee. All members voted to approve both resolutions. Monthly Financial Report Lisa Tarufelli,Finance Administrator Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report. A copy of that presentation is attached. As of April, the Water Fund operating revenues are at 73 percent of expected. Operating expenses are 69 percent of the budget. Expenses are up by$2.3 million from the same time last year. Capital expenditures and encumbrances are at 51 percent of budget and down $3.7 million from one year ago. May 25,2023 PUAC MEETING MINUTES The Sewer Fund Operating Revenues are ahead of expected due to interest earnings on bond proceeds and settlement funds from a specific project. Operating expenses are less than expected at 65 percent and capital expenditures and encumbrances are at 69 percent of budget. The Stormwater Fund operating revenues are at 97 percent of the budget with a small amount of bond proceeds remaining. Operating expenses are at 69 percent of the budget. Capital expenditures are 70 percent of the budget. The Street Lighting Fund revenues are at 82 percent and the operating expenses are at 95 percent of the budget. Capital Budget money is going toward the operating expenses for system maintenance. Overall, operating revenues are 85 percent of the budget. Operating expenses are at 69 percent, which is $6.1 million more than last year reflecting inflationary impacts and the overall increased cost of doing business. The customer service team have been fielding calls regarding increased sewer charges for over three thousand customers. Letters were mailed to customers informing them of the changes in winter consumption affecting bills issued after July 1. Staff took over 7,300 calls during the month. A new collection letter process has been implemented to create equity in timing of notices for all customers. A written policy is being established for the equal pay program. Quarterly reports have been submitted for the WIFIA loan. Chloe Morroni commented that Public Engagement will be sending out more media about the rate increases and will monitor public comments. Director's Report Laura Briefer Laura Briefer gave a brief update to the Committee regarding recent staff changes.Deputy Director Marian Rice has accepted a position at the University of Utah and will be leaving Public Utilities. Jesse Killinger has been hired as a member of the Public Engagement team. The FY 2024 proposed budget presentation was made to the City Council on April 18th and approval is expected by June 22°d Water Reclamation Facility Construction Update Jason Brown Jason Brown gave a presentation on the New Water Reclamation Facility and introduced members of his team. The current facility is over 60 years old and treats an average of 33 million gallons per day. Laura recognized the hard work and the recent 29th consecutive perfect compliance award from National Association of Clean Water Agencies. Chloe Morroni outlined the public engagement that has been made about the project from media clips, mailers and in-person events. Alex Christensen gave a brief construction update. Regan Bryce, from Sundt/PCL Construction, used various webcams on the property to show the progress of the construction in real time. Spring Run Off Update Jesse Stewart Jesse Stewart gave a spring runoff and flood control update. Snowpack for this year was over 200 percent of normal in the watersheds. Jesse discussed the planning and preparation and mentioned the different forecasts used to predict water flow. There are several partner agencies that collaborate and contribute to these forecasts. Jesse gave the status of all seven major creeks and rivers. Public Comment None. Other Business Janine Calfo informed the Committee of the new City policy to offer compensation to PUAC members and information on how to activate their Workday account. The start time for the PUAC meeting will be back to 7:30 am, starting with the June meeting. Meeting adjourned at 09:55 am.
