The Public Utilities Advisory Committee meeting was held at 8 am on April 27, 2023, at the
Department of Public Utilities, 1530 South West Temple, Salt Lake City, UT 84115, and with a
virtual option for attendees. Committee members present were Roger Player,Dani Cepernich,Alex
Lovell, Ted Boyer, Ted Wilson, Kent Moore, Kathryn Floor and Tom Godfrey. Salt Lake City
Public Utilities employees present were Laura Briefer, Jesse Stewart, Marian Rice, Teresa Gray,
Jason Brown, Holly Lopez, Chloe Morroni, Lisa Tarufelli, Mark Christensen, Tamara Prue,
Michael Guymon, and Karryn Greenleaf. Also in attendance was Mark Kittrell, Salt Lake City
Attorney's Office; Annalee Munsey and Mike DeVries, Metropolitan Water District of Salt Lake
City and Sandy.
Welcome and Introductions
Committee Chair Dani Cepernich and Public Utilities Director Laura Briefer welcomed the
attendees.
Approve Minutes of March 23, 2023, Meeting
A motion was made and seconded to approve minutes of the March 23, 2023, PUAC meeting.
All members voted to approve as presented.
Property Tax Increase Proposal
(Metropolitan Water District of Salt Lake and Sandy)
Annalee Munsey, General Manager Designee of the Metropolitan Water District of Salt Lake and
Sandy(MWDSLS)gave a presentation of the FY24 Property Tax Certified Rate Increase Proposal.
A copy of the presentation is attached.
Ms. Munsey discussed the background of the budget process. Mike DeVries, General Manager,
spoke about the various projects and the costs and capital needs for the aging infrastructure.
After a property tax evaluation, it was found that the MWDSLS would see a loss of$11.7
million in property tax revenues and would need to recover the losses through raising water rates.
Rates have not been raised since 2008.
Tom Godfrey brought up the potential difficulty in dealing with two different city councils. Both
legislative bodies must approve the rate increase.
Ted Boyer motioned for the recommendation to approve the tentative budget and option three for
rate increases to the city councils, Kent Moore seconded the motion, Alex Lovell opposed(need
more information). Dani Cepernich and Tom Godfrey recused themselves from the vote due to
potential conflict. A quorum approved.

Monthly Financial Report
Lisa Tarufelli,Finance Administrator
The Board opted to have the financial report tabled until the next meeting.Lisa Tarufelli mentioned
that the sewer operating revenues are at 92 percent due to a settlement of$5.8M that is designated
to a future phase of a construction project. The sewer charges are 71 percent of the budget.
Overall, Operating expenses are 62.28 percent of the budget.
The bulk of the financial report will be held until June.
Director's Report
Laura Briefer
Laura mentioned the 2023 Spring Runoff and that the Department has done everything possible to
prepare. Uncertainties stem from unpredictable weather patterns. Department Engineer Michael
Guymon has helped with planning for flood mitigation. There is space in the reservoirs to contain
possible flood water.
The Public Utilities Fiscal Year 2024 Budget proposal has been presented to the Mayor and City
Council. There were some questions by council members that will be addressed. Postcard mailers
will be sent to community members to inform them of when the budget public hearings before the
City Council will be scheduled.
