Minutes DEPARTMENT of PUBLIC UTILITIES -(Z-j ADMINISTRATION ,'��''•� I T ''�;,`, February 22, 2023 The Public Utilities Advisory Committee meeting was held at 8 am on February 22, 2023, at the Department of Public Utilities, 1530 South West Temple, Salt Lake City, UT 84115, and with a virtual option for attendees. Committee members present were Roger Player,Dani Cepernich,Alex Lovell, Ted Boyer, Ted Wilson, Kent Moore, Kathryn Floor and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Marian Rice, Tamara Prue, Stephanie Duer, Jason Draper, Holly Lopez, Chloe Morroni, Mike Gill, Lisa Tarufelli, Jacob Jorgensen, Tammy Wambeam, Teresa Gray and Janine Calfo. Also in attendance was Mark Kittrell, Salt Lake City Attorney's Office; Sam Owen, Salt Lake City Council Office; Annalee Munsey, Metropolitan Water District of Salt Lake City and Sandy; Nathan Zaugg, Carollo Engineering; Mike Wilson, CRS Engineering; Casey Chestnut, Horrocks, Inc.; Rusty Vetter. Welcome and Introductions Committee Chair Dan] Cepernich and Public Utilities Director Laura Briefer welcomed the attendees. Approve Minutes of January 26, 2023, Meeting A motion was made and seconded to approve minutes of the January 26, 2023, PUAC meeting. All members voted to approve as presented. Monthly Financial Report Lisa Tarufelli,Finance Administrator Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report. A copy of that presentation is attached. As of January 2023,the Water Fund Operating Revenues are at 58 percent of budget and expenses are at 51 percent and $2.5 million more than the same time last year. Capital expenditures and encumbrances are at 48 percent of budget and $4.5 million less than one year ago. Bond proceeds remain from the issue of 2020 and have not started drawing from 2022 issue. The Sewer Fund operating revenues are at 63.7 percent of budget and sewer use charges are $1.6 million less than expected. Operating expenses continue to trend less than expected a 47 percent of budget. Capital expenditures and encumbrances are 62 percent of budget. Bond funds from 2020 are spent and 2022 bond funds are at 85 percent remaining. There is a higher interest rate being earned on bond funds this year than in past years. The Stormwater Fund operating revenues are at 67 percent, expenses are at 47 percent. Capital expenditures and encumbrances are at 61 percent of budget. Bond funds from the 2020 issue are at 48.9 percent remaining. February 22,2023 PUAC MEETING MINUTES The Streetlighting Fund operating revenues are at 56 percent, expenses are at 65 percent. Capital expenditures are low this year awaiting implementation of the master plan. Overall, operating revenues are 61 percent and total expenses are 57 percent of the budget. Delinquent billings over 90 days are at 1.73 percent. A portion of this number is tied to people who use"equal pay." Customer Service staff took 7,800 calls in January. There was an average of 18 walk-in customers per day. PUAC Budget Sub-Committee Report Laura Briefer gave a brief report on the two Budget Sub-Committee meetings held earlier this month. The meetings have been largely focused on the concept of the drought surcharge. Laura explained what the surcharge is for and why it is needed and the current rate structure for the Department. Jacob Jorgensen presented a spreadsheet to illustrate how the different new rate structures will impact residential and industrial consumers. The proposal is to recover$10 million of the deficit and to base the surcharge on meter size. Update Regarding Water Resources, Snowpack and Great Salt Lake Laura Briefer Laura Briefer gave a presentation, a copy of which is attached. Laura made this presentation to the Salt Lake City Council earlier this week. Public Utilities provides water to 365,000 people in the Salt Lake Valley. Snowpack appears above average so far this year, which is contributing to a lessening of drought conditions. However, the state still remains in a persistent drought. Salt Lake City water customers conserved almost 3 billion gallons of water, compared to the three year average. The City remains in a stage two of its water shortage contingency plan. With the high percentage of snowpack, the City has numerous strategies in place to reduce the risk of impacts of high runoff. Legislative Update Laura Briefer Laura gave a brief legislative update. There are a numerous bills that are linked to the Great Salt Lake. There are two bills that the department is opposed to, one of which has already fallen out of consideration. Laura can forward a list of bills that are being followed to anyone who requests it. Public Comment None. Other Business Meeting adjourned at 09:35 am.
