Committee members present were Roger Player, Ted Boyer, Dixie Huefner, Sydney Fonnesbeck, Kent Moore, Dwight Butler and Colleen Kuhn. Salt Lake City Public Utilities employees present were Tom Ward, Kurt Spjute, Laura Briefer, Chuck Call, Stephanie Duer, Jesse Stewart, Carly Castle, and Karryn Greenleaf. Also in attendance were Rusty Vetter, Salt Lake City Attorney's Office; Lehua Weaver, City Council Staff; Mike Wilson, MWDSLS; Trevor Lindley, Brown and Caldwell; Keith Larson and Mike Collins, Bowen and Collins; Daren Anderson, CRS Engineers; and Randy Zollinger, CH2M Hill. Welcome — Tom Ward Tom introduced Laura Briefer as the Mayor's selected Director of Public Utilities. Laura indicated that Patrick Leary was not able to make the meeting this morning and had sent an email to the PUAC members to inform them. Approve Minutes of January 28, 2oi6 Meeting Committee member Roger Player moved and Committee member Ted Boyer seconded the motion to approve the minutes of the January 28, 2016, PUAC meeting as amended. All members present voted aye. Financial Report for Period Ending January 31, 2oi6 - Kurt Spjute Current sales charges remain above last year at this time. However,water sales were less than anticipated for the budget. Operating costs are aligned with the previous years and aligned with the overall budget. All funds are showing that we are currently below budget. This presentation is included as an attachment to these minutes. Tom Ward discussed an incident at the Wastewater Plant in January, where flow spilled out on the ground for about three minutes. This created about $120,000 of damage, and it was reported to the state. PUAC Budget Sub Committee — Ted Boyer The PUAC Budget Sub-Committee met on February lg to review proposed draft budget. February 25,2015 PUAC MEETING MINUTES Discussion items: • Additional capital requirements from some external forces (such as EPA regulations that will be phased in). • Capital projects that have been on the drawing board for some time are now coming into play, due to the prison relocation. • Rate design and rate structure.At this time, tier rates haven't changed and are not anticipated to change. • The possibility of six new positions. Laura discussed that the cost in the Sewer Fund budget does not include the cost sharing with the State. The numbers presented are quite conservative. Public Utilities will negotiate the cost sharing and present it at a future meeting. Kurt mentioned that there was a possibility of an increase in the sewer rates. The Committee discussed the possibility of a lower rate increase. Legislative Session 2o16 Update — Carly Castle and Rusty Vetter Rusty and Carly provided an overview of the legislative session and discussed the challenges over the last years that have affected Public Utilities. There are a handful of issues regarding water, including Jensen and Big Ditch issues to fix, metering and tiered rate issues, funding for the Lake Powell and Bear River pipelines, and procedures for a general adjudication. Laura expects that we will see more adjudications and sub-division adjudications as with Nibley Park. Mountain Accord Update — Laura Briefer In July, the Accord was signed by 25+ executive board stake holders and we are at the implementation side of the process. The priority for the implementation would be passage of a federal designation for the Central Wasatch that would be more protective than the current status. The designation will establish a couple more wilderness areas, a special management with higher protection, including watershed protection and recreation. The Federal Designation has been drafted and is going through the negotiation process.
