Public Utilities Advisory Committee Minutes October 24, 2019 The Public Utilities Advisory Committee meeting was held at 7:30 a.m. on October 24, 2019 at the Salt Lake City Department of Public Utilities, 1530 South West Temple, Salt Lake City, UT 84115. Committee members present were Ted Wilson, Lynn Hemingway, Tom Godfrey, Ted Boyer, and Roger Player. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Lisa Tarufelli, Jason Brown, Holly Mullen, Marian Rice, Stephanie Duer, and Janine Calfo. Also in attendance were Sam Owens, Salt Lake City Council Office; Rusty Vetter, Salt Lake City Attorney's Office; Karen Nichols, HDR; Keith Larson, Bowen Collins; Will Peterson, AECOM; Karina Payne, Carollo; Mike DeVries, Metropolitan Water District of Salt Lake and Sandy; Kasey Chestnut, Horrocks; Cheri Jackson, City of Millcreek; and Mike Wilson, CRS Engineers. 801-074 Welcome and Introductions Committee Chair Ted Wilson and Public Utilities Director Laura Briefer welcomed the attendees. Ted would like to send a letter to Dr. Colleen Kuhn, signed by Laura on behalf of the Committee, to wish her a speedy recovery of a fall. Approval of Minutes from Previous Meeting (September 26, 2019) Committee member Ted Boyer moved, and Committee member Tom Godfrey seconded the motion to approve the minutes of the September 26, 2019. All members present voted aye. Monthly Financial Report—Lisa Tarufelli Lisa Tarufelli presented the Public Utilities financial report.A copy of the presentation is attached. The operating revenues for the water fund are ahead of budget.However,this should correct during the winter months. Available cash for all funds is down across all funds as a result of spending down bond funds from 2017. Overall, expenses are at 45.67 percent of budget. Delinquent billing over 90 days is below 1 percent. The auditors have completed their field work and will present during the December meeting. The department has received the WIFIA invitation to apply for a federal loan up to $355,451,800. The goal is to submit the application within 90 days. If approved, the loan term would be over 30 years. October 24,2019 PUAC MEETING MINUTES Class 7 sewer CFS public hearing is scheduled for November 12, 2019—Ordinance for November 19, 2019. Fiscal Year 2021 Budget Process Lisa Tarufelli and Laura Briefer Lisa Tarufelli discussed the budget process and asked the Committee for members who would be willing to serve on the budget sub-committee. There will be rate increases discussed during this process. There is some other work planned in the sewer category. The rate sub-committee begins meeting in January and requires three PUAC members. Laura outlined the topics that will be discussed during this fiscal year and the timeline. Ted Boyer mentioned that the Mayor and the City Council have been very supportive. Lisa wanted to let Tom Godfrey know that customer service received a phone call from a customer that appreciated the new envelope. There has been a decrease of complaints about the lock box in California. There are several different payment methods and customers can mail their payments directly to the office if they don't want to use the envelope. Ted Wilson asked if a new administrative campus will be discussed in the new budget process. Laura responded that the Department has outgrown the current campus, and several different options are being considered. Monthly Capital Improvement Program Report Jason Brown, Chief Engineer Jason Brown, Chief Engineer presented the Monthly Capital Improvement Program Report. A copy of the presentation is attached. Jason discussed Public Utilities' assets across all funds. Considering of the amount of Public Utilities' assets, a new Asset Management Program has been implemented. The program tracks inventory/inspection assets, assigns criticality, reviews asset condition and creates a plan for each asset and schedules the next inspection. Every asset will have its own plan. The average age of the water system pipes in the City is about 65 years. The soil conditions can be very corrosive to the pipes. Ted Wilson asked who the person is that manages the whole system. Jason responded that he assigns individual projects to Project Managers and that there is also a Construction Committee that are in place. Jason also showed the Committee the live program and some of the projects that are currently working through the system. Tom Godfrey asked how many projects each project manager works at one time. Jason responded between 20-40. Laura mentioned that in some instances, smaller N projects can be more complicated than bigger projects. The other 5 percent can be done through the Department. When we have an outside contractor complete the work, the liability of the work falls on the contractor, not the Department. The Riparian Corridor Overlay Permit Appeal was removed from the agenda. Other Business Laura mentioned that there was a blind water taste test award and the Metropolitan Water District of Salt Lake and Sandy won the award for water that comes from Little Cottonwood Creek. The award will be presented at American Water Works Association Conference.
