Minutes
May 26, 2o16
The Public Utilities Advisory Committee (PUAC) meeting was held at 7:3o a.m. on May
26, 2016 at 1530 South West Temple, Salt Lake City, UT 84115. Committee members
present were Kent Moore, Roger Player,Ted Boyer, Dixie Huefner and Colleen Kuhn. Salt
Lake City Public Utilities employees present were Tom Ward, Kurt Spjute, Laura Briefer,
Chuck Call, Stephanie Duer, Jesse Stewart, Jason Draper and Janine Calfo. Also in
attendance were Rusty Vetter, SLC Attorney's Office; Mike Wilson, MWDSLS; Trevor
Lindley, Mike Chandler and Henryk Mercer, Brown and Caldwell; Keith Larson, Bowen
and Collins
Approve Minutes of February, March and April Meetings
Committee member Ted Boyer moved and Committee member Roger Player seconded
the motion to approve the minutes of February, 2016.
Roger Player moved and Ted Boyer seconded the motion to approve the minutes of
March, 2016.
Ted Boyer moved and Colleen Kuhn seconded the motion to approve the minutes of April
2016.
All members present voted aye.
Financial Report — Kurt Spjute
Kurt gave a PowerPoint presentation (attached) to review Public Utilities Financial
Report. Water use is a little lower than the average for the year. Kent Moore asked if
the reservoirs are full and Laura responded that they are full.
Kent also asked about the Jordanell Reservoir. Mike Wilson from MWD responded with
information on how the reservoir is filled.
Enhanced Street Lighting Budget — Discussion and possible PUAC approval
Tom Ward, Kurt Spjute and Brad Stewart
Kurt gave a PowerPoint presentation (attached) to review the Enhanced Street Lighting
Budget for 2016. Laura prefaced the presentation with an explanation of the definition of
"Enhanced Street Lighting" and the process for the rate study.
There are two options that will be presented to the City Council;with bonding and without
bonding. The fee structure would practically double without the bond.

Brad Stewart discussed how the funds will be used.
Laura asked if the Commission would make a recommendation to move this budget
forward to the Mayor's Office. Roger motioned that the budget be moved,with the bond,
and Dixie Huefner seconded. All present said aye.
Water Supply Outlook— Jesse Stewart
Jesse Stewart gave a PowerPoint presentation (attached) that outlined Salt Lake City's
delivery areas and water sources. It is forecast that we may be looking at a wetter summer
this year. Salt Lake City is currently on a Stage 1 alert for water conservation. However,
all of the reservoirs are close to being full and groundwater supplies are good. Kent Moore
asked if we have to do some repair work on the Mountain Dell reservoir. Tom responded
that there is a recommendation to build a by-pass pipeline.
Water Conservation — Stephanie Duer
Stephanie Duer gave a PowerPoint presentation (attached) to give an overview of the
water conservation programs. Although there is a lot of emphasis on landscaping, it is
not the only issue. Analytics tools have been built to better understand how much water
our customers use and to educate them on how to use their water better.
Green Infrastructure — Jason Draper
Jason Draper gave a presentation to explain what "Green Infrastructure" is. It is the
handling of stormwater as an alternative or complement to conventional stormwater
management approaches. Salt Lake City has rolled out a couple of pilot projects using
the new infrastructure at goo South and the Public Utilities Parking Lot.
Final Comment
Laura announced that Chuck Call is retiring from Public Utilities. Dwight Butler and Dixie
Huefner will be leaving the PUAC. Kent Moore asked if there could be a future
presentation on how all of the water districts work together. Colleen asked if there could
be a tour of the water facilities.
The next meeting will be August 25, 2016 at 7:3o a.m.
