Minutes
September 22, 2o16
The Public Utilities Advisory Committee(PUAC)meeting was held at 7:3o a.m.on September 22,
2016 at 1530 South West Temple, Salt Lake City, Utah. Committee members present included,
Sydney Fonnesbeck, Ted Boyer, Roger Player, Colleen Kuhn, Kent Moore, and Ted Wilson. Salt
Lake City Public Utilities (SLCDPU) employees present were Laura Briefer, Tom Ward, Giles
Demke, Greg Archuleta, Jesse Stewart, Jason Brown, Jason Draper, Kurt Sputje, and Janine
Calfo. Also in attendance were Lehua Weaver, SLC Council Office; Rusty Vetter, SLC Attorney's
Office; Jim Olson and Cory Christiansen, WaterWorks Eng.; Mike Wilson and Tom Godfrey,
Metropolitan Water District of Salt Lake and Sandy (MWDSLS); Mike Collins and Cristina
Nelson, Bowen Collins&Associates; and Mike Kobe and Brandon Heidelberg, Brown&Caldwell.
Welcome and Introductions
Laura Briefer introduced Ted Wilson as a new Committee member.
Approve Minutes for August, 25 2o16 Meeting
Committee member Ted Boyer moved and Committee member Roger Player seconded the
motion to approve the minutes of August 25, 2o16.
Financial Report— Kurt Spjute
Kurt Spjute reviewed the Department's financial information for the quarter (see the
attachedPowerPoint presentation). There are$70 million in bonds being considered for the third
quarter of this year. Ted Boyer inquired about the costs for the sewer lines associated with the
prison relocation and who (State or City)will pay for them. Laura Briefer clarified that the State
will pay for the State's use, and the City will pay for the rest.
Water use was greater than the last four year average.
Kent Moore asked if the cash reserves are good and Kurt Spjute responded that they are. Ted
Wilson asked if SLCDPU still sells water to other cities and Laura Briefer confirmed that the City
does provide water to locations outside of the City.
Riparian Corridor Ordinance and PUAC Appeals Role

Laura Briefer gave an introduction to clarify the appeal authority role of the PUAC. Brad Stewart
presented regarding the Riparian Corridor Ordinance (see attached PowerPoint presentation)
and provided copies of the Riparian Corridor Overlay District ordinance for review. Laura

mentioned that there may be the possibility of an appeal issue later this fall with regard to the
riparian corridor overlay zone. She wanted to make sure that the PUAC was educated on the
process. During his presentation, Brad described what a riparian corridor is and referenced the
1983 floods.
Sydney Fonnesbeck commented with concerns about possible future floods,and whether certain
portions of City Creek should be closed off for restoration because some banks in the canyon are
deteriorating.
Rusty Vetter provided a short synopsis and clarification of the appeal process, and the PUAC's
role in that process. Rusty mentioned that there will, most likely, be an appeal presented to the
Council at the meeting in October. This appeal will most likely take place after the public portion
of the meeting, in a closed session portion of the meeting. The deliberation is not a part of the
Open Meetings Act.
Presentation on Metropolitan Water District(MWDSLS) of
Salt Lake City and Sandy- Mike Wilson
Mike Wilson introduced Tom Godfrey, who is on the board of the MWDSLS)and presented an
overview of the MWDSLS (see attached PowerPoint Presentation). Ninety percent of the work
that MWDSLS does is to provide drinking water to Salt Lake City and Sandy. Mike Wilson
provided maps to the Committee showing the various MWDSLS system facilities and pipelines.
Ted Wilson asked if the pipelines are gravity fed with the exception of peak summer months in
some instances. Mike Wilson confirmed that they pipelines are gravity lines. Sydney
Fonnesbeck asked where the system interacts with the fault line. Mike Wilson described the
system relative to the fault lines and indicated that the Master Planning process included the Point
of the Mountain treatment plant (that is currently in use), and there are backup system on the
West Side. In addition, there is redundancy for water delivery with south to north pipelines and
east west pipelines, as indicated on the map shown in the presentation.
Kent asked the Committee about whether or not a member of the PUAC should be present at
MWDSLS meetings. Laura is already attending these meetings and can represent the PUAC.
Water Reclamation Facility Upgrade— Giles Demke
Giles Demke presented (see attached PowerPoint presentation) regarding the Disinfection and
Solids Processing Alternatives Selection at the Water Reclamation Facility (WRF). Cory
Christiansen, who is a contractor at the facility, explained the two distinctive technologies
(Ultraviolet (UV) and chlorine disinfection) that are available and the advantages and
disadvantages of each. Ultraviolet is more expensive than chlorine treatment, but may be more
effective and has less safety risk. Also, for chlorine treatment there is an extra step of de-
chlorination of the water before it enters a body of water.
Sydney Fonnesbeckasked what the source of electricity will be for UV treatment. There has been
some discussion of solar to provide power,but it would require a large array.
Laura Briefer pointed out that there are a lot of benefits to the UV in removing vulnerabilities in
the chlorine supply chain. Kent Moore asked if the price for UV is prohibitive or if it is acceptable.
Tom Ward responded that it would be a safety issue and that the extra costs were priced in. There

was a motion by Ted Boyer to approve and Ted Wilson to support facility staff going forward with
the UV option. The motion passed.
The other question posed was the difference between composting and thermally dried biosolids.
One of the concerns of composting is the greater propensity for odors in the surrounding
neighborhoods. The thermally dried biosolids still creates a fertilizer,but does not have the same
risk of odors. There could be a potential for an income source from fertilizer sales. This idea can
be further explored at a later time.
Laura Briefer asked Tom Ward if there is a request for a motion by the PUAC with regard to
biosolids. The contractors recommend the thermally dried biosolids over composting. The capital
costs for this option is very competitive. The impact to the consumers is not any higher. There
was a motion to use the thermally dried biosolids over composting and to accept the staff s
recommendation. Roger Player made the motion and Ted Wilson seconded,the motion passed.
Tom Ward also mentioned that there will be a meeting on October 24th, 2016 with regard to
community outreach regarding proposed activities associated with the upcoming projects.
Storm Water Permit—Jesse Stewart
Postponed.
November meeting Schedule; December Holiday Luncheon- Laura Briefer
The next meeting will be Thursday, October 2-74h. A question was posed to the Committee
as to whether or not there is a desire to meet in November, as that meeting would fall on
Thanksgiving. It was the opinion of the committee to skip the November meeting, because the
December meeting will be on the 8th.
Final Comment
Laura Briefer mentioned an issue with the Quality Growth Commission which is putting a
spotlight on some of the watershed issues. There is the potential to limit the powers and duties of
the City. There is some pressure from water and land speculative agencies. Laura wanted to make
sure the Committee is aware of the Commission and a meeting that is scheduled for the first week
of October. She will forward the information regarding the proposed meeting and the
communications from the Quality Growth Commission.
