Public Utilities Advisory Committee
Minutes
December 8, 2016
The Public Utilities Advisory Committee meeting was held at 12:oo noon on December 8,
2016 at the Tracy Aviary Chase Mill, 589 East 1300 South, Salt Lake City, Utah 84105.
Committee members present were Roger Player, Ted Boyer, Kent Moore, Sydney
Fonnesbeck, and Colleen Kuhn. Salt Lake City Public Utilities employees present were
Laura Briefer, Jesse Stewart, Kurt Spjute, Mark Christensen, Mark Stanley, Sybilla
Dalton, Jason Brown, Karryn Greenleaf, Nick Kryger, Arlene Larsen, Stephanie Duer,
Wes Ing, Randy Bullough, Dave Koltz, Giles Demke, John Dunty, Cas Knies, Kasey
Chesnut, Bernard Mo, Derek Velarde, Tom Ward, Marion Rice, Carly Castle, and Janine
Calfo. Also in attendance were Rusty Vetter, Salt Lake City Attorney's Office; Mike
DeVries, Mike Wilson, Tom Godfrey, Don Milne, and John Mabey, MWDSLS; Lehua
Weaver, Salt Lake City Council; Mayor Jackie Biskupski; Scott Martin, Shawn Draney,
Snow, Christensen & Martineau; Steve Clyde, Clyde, Snow, Sessions & Swensen; Kevin
Murray, Holland and Hart; and Rob Abercrombie and Paul Skeen from Eide Bailly.
Presentation by Tracy Aviary
Representatives of the Tracy Aviary gave a short presentation about the different
educational opportunities available regarding the riparian corridor.
Approve Minutes of October 27, 2016 Meeting
Committee member Kent Moore moved and Committee member Ted Boyer seconded the
motion to approve the minutes of the October 27, 2oi6 meeting, as submitted. All
members present voted aye.
Financial Report by Independent Auditor — Eide Bailly
by Paul Skeen
Kurt Spjute introduced Paul Skeen who presented the financial report. Hard copies of the
report were given to those attending the luncheon.
Paul reported that the audit process began in June of 2o16 and concluded with this
presentation. The report that is included in the binders distributed addresses the
responsibilities of the auditors and the managers. Everything is presented fairly and
issues a clean audit. There were no findings.

PUAC MEETING MINUTES
Financial Report by Kurt Spjute
Kurt Spjute presented the Department's financial report. Sales revenues were positive.
There were some increased costs over the year due to employee retirement pensions.
Debt service dropped to a 4.21 ratio.
Customer satisfaction rate is steady at 94.8 percent. Internet and online payments make
up nearly 67 percent of all customer payments.
Some items that will be a financial focus for the immediate future are:
• Metropolitan Water purchases (at a flat rate) will make a possible 5 percent
increase (an increase of$74o,000). The flat rate makes the budget simpler.
• Rate study from January 2017 through June for all funds.
• Prison relocation and Northwest Quadrant Development
• Water Reclamation (infrastructure and nutrient compliance)
The goal for all Public Utility funds is to keep funding ahead of depreciation costs.
Mayor Biskupski gave praise to the Public Utilities Financial Administration for their
wonderful effort.
Closing Remarks — Laura Briefer
Laura thanked the Public Utilities Advisory Committee for their support and guidance
throughout the year. She also extended thanks to the leadership team at Public Utilities
and recognized the new members of that team.
Laura noted that there has been a lot of change in the administration of Public Utilities
this year; new leadership in the administration; new leadership in the department and
new processes.
Laura is grateful for the grace and collaboration of the employees while working through
the changes, challenges and opportunities. She is also grateful for the PUAC.
Laura pointed out some of the significant efforts of the Public Utilities team over this year,
and into the future, on how they embraced change in a positive way.
