Minutes DEPARTMENT of PUBLIC UTILITIES -(Z-j ADMINISTRATION ,'''•� I T '';,`, May 26, 2022 The Public Utilities Advisory Committee meeting was held at 8 am on May 26, 2022, at 1530 South West Temple, Salt Lake City,UT 841115. Committee members present were Roger Player, Dani Cepernich, Kent Moore,Ted Boyer,Lynn Hemingway,Ted Wilson,Kathryn Floor and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Marian Rice, Teresa Gray, Greg Archuleta, Jason Brown, Mike Guymon, Karryn Greenleaf, Lisa Tarufelli, Sharon Turner, Brad Stewart, Tamara Wambeam, Holly Mullen and Janine Calfo. Also in attendance were Rusty Vetter, Salt Lake City Attorney's Office; Mike DeVries, Metropolitan Water District of Salt Lake and Sandy; Drew Quin, Holladay City Council; Tim Cosgrove, Salt Lake City Mayor's Office; Will Peterson, AECOM; Brad Buswell, Carollo Eng; Ryan O'Mahoney, HDR; and Sam Owen, Salt Lake City Council Office. Welcome and Introductions Committee Chair Roger Player and Public Utilities Deputy Director Jesse Stewart welcomed the attendees. Approve Minutes of April 28, 2022 Meeting Committee member Ted Boyer made a motion and committee member Ted Wilson seconded the motion to approve the minutes of the April 28, 2022. All members voted to approve. Monthly Financial Report Lisa Tarufelli, Finance Administrator Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report as of April 30, 2022. A copy of that presentation is attached. Water Fund-Overall operating revenues are at 70 percent of budget with and water sales are at 65 70 percent of budget. Compared to last year, this is about $8 million less. Operating expenses are less than anticipated. Capital expenditures are at 77 percent of budget. The bonds have 43 percent left to spend. Sewer Fund — Operating revenues are slightly behind budget. Sewer use charges are about 77 percent of budget. Operating expenses are at 66 percent of budget. Overall capital is at 77 percent of budget. Bond proceeds remaining are 27 percent. Stormwater Fund — Operating revenues are trending ahead of budget. Operating expenses are at 59 percent of budget. Street Lighting Fund—Operating revenues and expenses are tracking right with budget. Decrease in cash is due to normal spending in operations and maintenance. May 26,2022 PUAC MEETING MINUTES Overall, the operating revenues are at 76 percent of budget, down by approximately $2 million from last year. Operating expenses are at 68 percent. Available cash is down 36 percent, due to bond expenditures. Bond funds have 47 percent remaining. Customer Service mailed 2,600 delinquent notices. Collectors made over 2,000 stops. There were 200 shut offs and 201 reconnects. Staff fielded 8,200 calls. Dispatch had 1,400 calls (less than normal). Tom Godfrey asked if Customer Service received calls about the rate increases. Lisa responded that information of rate tracking will be given in the next PUAC meeting. However, it is noted that there have been about 20 calls so far. She predicts that more calls will come in when the first bills that show the increase are mailed. 2022 Bond issue ratings call was yesterday,and price and closing should close in June 2022. Water Reclamation Facility open houses are coming up to discuss the project. Fiscal Year 2023 Budget Update: Fiscal Year 2022 Bond Issue Update Laura Briefer and Lisa Tarufelli Laura Briefer and Lisa Tarufelli gave a brief discussion about the Fiscal Year 2023 Budget Update and the Fiscal Year 2022 Bond Issue Update. The budget process appears to be going well. The City Council is hearing presentations from departments across the City. There have been few questions concerning rates and fees from the Council. The first ratings call was yesterday with Standard and Poor's. Key issues were regional drought and water resiliency and the general economics in the state. There is another rating call meeting today with Moody's. The last bond rating was for the WIFIA loan that resulted in a AAA rating with Standard and Poor's and an Aal with Moody's. Salt Lake City has a good track record with bond ratings. Salt Lake City Municipal Separate Storm Sewer System Update Teresa Gray and Stormwater Team Teresa Gray introduced Greg Archuleta who gave a brief discussion about the Salt Lake City Municipal Separate Storm Sewer System Update. Greg Archuleta gave a brief synopsis of the overall Stormwater program. Salt Lake City has renewed its Utah Pollutant Discharge Elimination System, Municipal Separate Storm System 4 permit effective on June 22, 2022. These permits are renewed every 5 years. Greg Archuleta discussed how Public Utilities administers this permit and discussed the several requirements needed to get the permit. Greg responded that private parties are responsible for their own spills, but the Department ensures that it is done correctly and timely. Laura gave a brief discussion about the new permit for stormwater retention requirement. The Department is working on a Stormwater Management agreement with property owners. We are not working on contractual agreements. Our ordinance gives us authority to inspect and require the use of BMPs Dani Cepernich asked about the outreach to community schools. Greg responded that current focus is on 6, 7 and 8th graders through online venues. With the decline of COVID, it is hoped to go back to field trips and in-person fairs. Public Engagement Update Laura Briefer and Holly Mullen Laura Briefer and Holly Mullen gave a brief discussion about Public Engagement. Laura discussed the many programs and projects that require public engagement. Holly Mullen and Sharon Turner are identifying levels of engagement through different groups. Laura will begin sending a weekly public engagement report to the PUAC members. Lynn Hemingway mentioned that there are several residents that are xeriscaping their park strips and asked if there are any city programs that can help pay for those projects. Laura responded that there are several incentives available and can be found online at utahwatersavers.org. Other Business None Public Comment Drew Quinn asked if there are any supply issues regarding water main repairs (supply chain). Jesse Stewart responded that there have been no supply chain issues at the time. Meeting adjourned at 9:42 pm. Next Meeting will be held on June 23rd at 8 am.
