Minutes DEPARTMENT of PUBLIC UTILITIES -(Z-j ADMINISTRATION ,'''•� I T '';,`, April 28, 2022 The Public Utilities Advisory Committee meeting was held at 8 am on April 28, 2022, at 1530 South West Temple, Salt Lake City,UT 841115. Committee members present were Roger Player, Dani Cepernich, Ted Boyer,Lynn Hemingway, Ted Wilson,Kathryn Floor,Alex Lovell and Tom Godfrey. Salt Lake City Public Utilities employees present were Jesse Stewart, Mark Christensen, Tamara Prue,Tricia Cannon,Michelle Barry,Holly Lopez,Karryn Greenleaf,Lisa Tarufelli, Steve Terry, Jeff Snelling and Janine Calfo. Also in attendance were Rusty Vetter, Salt Lake City Attorney's Office; Mike DeVries, Metropolitan Water District of Salt Lake and Sandy; Cheri Jackson, Millcreek City Council; Nathan Zaugg, Carollo Engineering; Abby McWilliams, Salt Lake City Mayor's Office; and Sam Owen, Salt Lake City Council Office. Welcome and Introductions Committee Chair Roger Player and Public Utilities Deputy Director Jesse Stewart welcomed the attendees. Approve Minutes of March 24, 2022 Meeting Committee member Ted Wilson made a motion and committee member Lynn Hemingway seconded the motion to approve the minutes of the March 24, 2022. All members voted to approve. Monthly Financial Report Lisa Tarufelli, Finance Administrator Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report. A copy of that presentation is attached. The Water Fund revenues are down from the same time last year. It is anticipated the bond issue will close prior to the end of the fiscal year increasing the overall cash position. Operating expenses continue to be less than budget although they are higher than last year. There is a 36 percent decrease in available cash due to a spend down of bond issue. The Sewer Fund operating revenues are 73 percent of budget. Capital expenditures are at 76 percent of budget due to the work at the Water Reclamation Facility. Changing cash is due to a spenddown of bond proceeds. The Stormwater Fund operating revenues are ahead of budget. Bonding has offset project costs. The Streetlighting Fund operating revenues are at 77 percent of budget. Capital is less because of the developing master plan implementation. April 28,2022 PUAC MEETING MINUTES Overall, as of the end of March, operating revenues are about %1.5M less than last year. The available cash is down from the same time as last year due to the spenddown of bonds. Billings over 90 days are about 3 percent. Inflationary pressures may be contributing to that trend. WIFIA quarterly report is due on April 30t'. Series 2022 bond issue includes sewer and water bonds and closing is planned for June 2022. The next bond issue is anticipated in fall 2023. Tom Godfrey asked Jesse and Lisa if the department is doing anything to help employees with inflation. Jesse responded that the city is reviewing retention and compensation policies for employees. Alex Lovell asked if there could be a future presentation on the compensation plan. Ted Wilson asked if it is difficult to find engineers. Jesse responded that it has been very difficult. Lynn Hemingway mentioned the number of new apartment complexes being built.Jesse responded that the department does keep an eye on new connections and reviewing how they impact the infrastructure. Tom Godfrey asked what the bond market looks like in relation to the department. Lisa Tarufelli confirmed that interest rates are increasing and it is hoped that any new bond issue will have favorable rates. Open Meetings Training Rusty Vetter Rusty gave a brief talk on the open meetings training that must be completed by members of the Public Utilities Advisory Committee. Janine Calfo will send out a link to the PUAC members to access the website. Consider Approval of the Municipal Wastewater Planning Program Annual Report Steve Terry Steve Terry reviewed the Municipal Wastewater Planning Program Annual Report(MWPP) with the Public Utilities Advisory Committee. Jesse Stewart gave a brief synopsis of the MWPP Report and what the PUAC role is in approving the report. Alex Lovell asked when staffing issues become a risk for the WRF. Jesse responded that the Division would have difficulty if it were to lose a few more employees to the point that workload would need to be reevaluated. Steve Terry discussed various infrastructure throughout the City. Tom Godfrey asked if the WRF has enough operators. Steve responded that there are enough to cover for vacations and other contingencies. Alex Lovell asked what the percentage of projects are completed internally as opposed to externally. All members voted to approve. Other Business Ted Boyer asked if there were any water restrictions that are being reviewed for this year. Jesse responded that the same conservation measures are being considered as last year. Public Comment There was no public comment. Meeting adjourned at 9:47 pm.
