Minutes DEPARTMENT of PUBLIC UTILITIES -(Z-j ADMINISTRATION "••,,�' j To•�••• December 16, 2021 The Public Utilities Advisory Committee meeting was held at Noon on December 16, 2021 via online meeting platform due to the COVID-19 outbreak. Committee members present were Lynn Hemingway, Kent Moore, Roger Player, Ted Boyer, Dani Cepernich, Ted Wilson and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Marian Rice,Tamara Prue,Greg Archuleta,Brad Stewart,Tamara Wambeam,Teresa Gray,Jamey West, Lisa Tarufelli, Sharon Turner, Terrence Price, Dustin White, Jason Brown, Holly Mullen and Janine Calfo. Also in attendance were Rusty Vetter, Salt Lake City Attorney's Office; Sam Owen, Salt Lake City Council Office; Mike DeVries, Metropolitan Water District of Salt Lake and Sandy; Jeremy Wilkey and Paul Skeen, Eide Bailley. Welcome and Introductions Committee Vice Chair Roger Player and Public Utilities Director Laura Briefer welcomed the attendees. Approve Minutes of October 28, 2021 Meeting Committee member Tom Godfrey made a motion and committee member Ted Wilson seconded the motion to approve the minutes of the October 28, 2021. All members voted to approve. Monthly Financial Report—Lisa Tarufelli, Finance Administrator Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report. A copy of that presentation is attached. Tom Godfrey mentioned a trend between the revenues from this year and last year and the impact that it will have on the new budget. Lisa responded that anomalies and pandemic impacts are being reviewed in water and sewer to balance current challenges. Ted Wilson asked what the potentials are for federal money becoming available and what the impact would be of those funds. Lisa responded that there are several projects that are "shovel ready"that would be able to absorb those funds. Laura added that there will be meetings with various state divisions to understand the state's allocation priorities. There will be a review of street lighting rate study this year given the adoption of the new Street Lighting Master Plan and the regular schedule for updating rates. December 16,2021 PUAC MEETING MINUTES Public Utilities Independent Auditor's Report Jeremy Wilkey,Eide Bailley The City's auditing firm, Eide Bailly, presented the annual audit for the department. A copy of the report was mailed to the Committee members. Committee member Roger Player made a motion and committee member Ted Boyer seconded the motion to accept the report. All members voted to approve. PUAC Budget Sub-Committee Selection Dani Cepernich, Tom Godfrey, Ted Wilson and Ted Boyer volunteered to be on the committee. The proposed meeting schedule will be sent to members via email. Director's Annual Report Laura Briefer Laura Briefer thanked several of Department Staff for their work on the Department Annual Report. The Street Lighting Master Plan was adopted by the City Council. The International Dark Skies Association wrote a letter to endorse the plan. The City Council also adopted the new Large Consumer Water Zoning Ordinance with a couple of additions. Laura thanked Lisa Tarufelli and the entire finance team for their work on the Budget. Laura gave a presentation titled The Resilient Wasatch Headwaters Story: Past, Present and Future. The presentation described Salt Lake City's watersheds and the changing conditions affecting those areas. Other Business There was no other business discussed during the meeting. Meeting adjourned at 1:28 pm. Next Meeting will be held on January 271h at 8 am.
