The Public Utilities Advisory Committee meeting was held at 8:00 a.m. on May 27, 2021 via
online meeting platform due to the COVID-19 outbreak. Committee members present were Kent
Moore, Roger Player, Ted Wilson, Lynn Hemingway Ted Boyer, Dani Cepernich and Tom
Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart,
Tamara Prue, Holly Lopez, Brad Stewart, Arlene Larsen, Tamara Wambeam, Marian Rice, Lisa
Tarufelli, Dustin White, Holly Mullen, Sharon Turner, Mike Guymon, and Janine Calfo. Also in
attendance were Rusty Vetter, Salt Lake City Attorney's Office; Sam Owen, City Council Office;
Mike DeVries,Metropolitan Water District of Salt Lake and Sandy;Will Peterson,AECOM;Mike
Wilson, CRS Engineers; Jensen Lillquist and Brad Buswell.
Welcome and Introductions
Committee Chair Lynn Hemingway and Public Utilities Director Laura Briefer welcomed the
attendees.
Welcome of Dani Cepernich as New PUAC Member
New Rule for Electronic Meetings
Lynn Hemingway read the new rule for electronic meetings. Because of the changes in state law,
the Committee needed to change a rule for the open meetings act. Motioned by Ted Wilson and
Roger Player seconded to adopt. All members voted to approve. Rusty Vetter mentioned the
online training that is required by all PUAC members. A link will be sent to Committee members
and will be discussed at the next meeting.
Approve Minutes of April 22, 2021 Meeting
Committee member Tom Godfrey made a motion and committee member Ted Wilson seconded
the motion to approve the minutes of the April 22, 2021. All members voted to approve.
Monthly Financial Report—Lisa Tarufelli
Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report
as of the end of April 2021. A copy of that presentation is attached.
The Water Fund's operating fund are as expected. There may be an increase in expenditures as
projects are completed before the end of the financial year
The Sewer fund should finish at budget. Operational expenses are lower. The bonds are strictly
for the WRF.

The Stormwater fund operating funds are tracking ahead on revenues. There is 85 percent of
bond proceeds remaining.
The Street Lighting budget is showing revenues behind last year. The Street Lighting Master
Plan had an impact on expenditures. Work is still being done on the wind damage repairs.
Overall, the revenues are at 90 percent of budget. Operating expenses are at 70 percent. Capital
Expenditures are at 80 percent. Accounts Receivable is down from last year and improving.
There were fewer shut offs in April.
Laura asked Lisa to explain the sewer letters. They are a courtesy to inform customers of a sewer
rate increase and possible reasons for the increase that allows the customer to be able to make needed
repairs.
The second public hearing on the Department budget will be held on June V. There may be Federal
funds that may be available to use for specific projects.
Consumer Confidence Report
Arlene Larsen and Marian Rice
Arlene Larsen gave a presentation of the Consumer Confidence Report.A copy of that presentation
is attached.
Arlene gave a brief introduction of her qualifications and an explanation of the Safe Water Act.
The Customer Confidence Report is like a marketing tool for the Department. The full report can

Marian Rice gave a short discussion on the Lead and Copper Rule.

Laura Briefer
There is a new mascot for the Keep it Pure program, Pika(sp?) named Kip.
New City Councilmember for District 2—Andrew Johnston has stepped down from City Council
and has been replaced by Faris .
Service Area Boundary Ordinance Discussion (Constitutional Amendment D)—Rusty and Laura
are working to bring this new ordinance on how municipal water companies can provide water
outside their municipal boundaries within designated service areas.

Lead and Copper Rule Mailer — A mailer was issued to recruit consumers to participate in the
sampling for Lead and Copper.An additional 50 homes were added to the sampling process. There
has been an incredible response.
Drought Update—The State is suffering from a record drought. A stage 2 drought announcement
will be issued later today. There will be some mandatory conservation measures that will include
government facilities. Then National Weather Service outlooks are indicating a high probability
of dryer conditions for the summer. There may be a 100 percent allocation of stored water.
2021 Budget Update — Laura attended the public hearing at the City Council. There were no
changes that were requested by the Council. There were several calls in to Customer Service by
consumers with questions about the rate increases.
American Rescue Plan Update — water infrastructure funding — The State of Utah and other
municipalities are receiving allocations from the government. The State is receiving $1.6 Bil on
ARCA funding. Water and waste water facilities are prioritized on these funds and the department
is identifying projects that are shovel ready to submit for funding.
