The Public Utilities Advisory Committee meeting was held at 8:00 a.m. on April 22, 2021 via
online meeting platform due to the COVID-19 outbreak. Committee members present were Kent
Moore, Roger Player, Ted Wilson, Ted Boyer and Tom Godfrey. Salt Lake City Public Utilities
employees present were Laura Briefer, Jesse Stewart, Tamara Prue, Holly Lopez, Jason Brown,
Brad Stewart, Michelle Barry, Tamara Wambeam, Marian Rice, Lisa Tarufelli, Jason Draper,
Holly Mullen,Dawn Wagner,Dave Pearson, Sharon Turner,Patrick Nelson,Anita Graves,Jamey
West,Karryn Greenleaf,Derek Velarde, Stephanie Duer and Janine Calfo.Also in attendance were
Rusty Vetter, Salt Lake City Attorney's Office; Sam Owen and Tim Cosgrove, City Council
Office;Mike DeVries,Metropolitan Water District of Salt Lake and Sandy;Nathan Zaugg,Carollo
Engineers and Jeff Davis
Welcome and Introductions
Committee Vice Chair Roger Player and Public Utilities Director Laura Briefer welcomed the
attendees.
Approve Minutes of March 25, 2021 Meeting
Committee member Ted Wilson made a motion and committee member Ted Boyer seconded the
motion to approve the minutes of the March 25, 2021. All members voted to approve.
Monthly Financial Report—Lisa Tarufelli
Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report
as of the end of March 2021. A copy of that presentation is attached.
Operating revenues are trending up 10 percent in the Water Fund.
The Sewer Fund is currently at 75 percent for Operating revenue. Capital expenditures are at 76
percent of budget.
Stormwater Fund operating fund is tracking ahead of budget. Cash increase is related to bond
proceeds. Laura asked if the increase might be related to new development in the Northwest
Quadrant. Lisa said that she would review it.
Street Lighting Fund is still working on recuperating FEMA funds.
Overall, the operating budget is ahead and capital expenditures are within budget. There is 71.5
percent of bond funds remaining.

Laura Briefer pointed out that the Public Utilities administration building has been closed to the
public for the pandemic and the Customer Service representatives has been working mainly
online. Customers can enter the building to make cash payments if necessary.
Status of Highlighted Projects/Issues
• FY 2022 Budget
The budget has been presented to the City Council. There are public hearings scheduled in
May and June. There are postcards that have been prepared to inform the public of the rate
increases. The cards will begin to go out within the week.
• Water Supply/Demand
The City has entered into a Stage One Advisory pursuant to the City's water shortage
contingency plan that asks for voluntary conservation of water by all customers. Water
Conservation Manager Stephanie Duer reported that consumption was starting to rise a few
weeks ago, which triggered an increase of public messaging for conservation. Postcards will
be mailed for appropriate conservation measures and websites to access for information.
There will be an infrastructure audit to review water loss and control. There will be some
rebate programs launched later in the year. Weekly messaging will be posted on social
media.
• Water Right Adjudication
City attorney Rusty Vetter updated the status of the state initiated Utah Lake/Jordan River
basin water right adjudication project. There is a team of lawyers and clerks, from multiple
firms, working on the complex project. Rusty mentioned a few examples of water right
issues.
Ted Wilson asked about the Central Utah Project and if there was any danger of losing any
rights. Rusty responded that he has not heard of any expressed concern.
• Watershed Management Plan
The 1999 Watershed Management Plan is being updated. Watershed Program Manager
Patrick Nelson and Deputy Director Marian Rice gave a summary of the status of the plan.
The plan focuses mostly on the Wasatch Mountain canyons. Source water protection is the
most important element of the plan. Risk prevention is the first step by preventing pollutants
from getting to water sources. Marian Rice mentioned that, although this is the first time that
the entire plan has been updated since 1999, updates to some sections are made every five
years in compliance with state regulations. N

that there are a number of ordinances that help the Department protect the watershed.
• Street Lighting Master Plan
Street Lighting Manager David Pearson gave an update for the Street Lighting Master Plan.
The finalized plan was presented to the City Council on March 2nd and presented to the Salt
Lake City Planning Commission last week with the recommendation that the color
temperature of the lights will be researched further. When that research is completed, the
plan will be presented again to the City Council.
• New Water Reclamation Facility
Chief Engineer Jason Brown gave an overview of the rebuild of the Water Reclamation
Facility, outlining the many weekly meetings that are taking place. A time lapse was shown
of the construction currently taking place on the drying beds.
Ted Wilson asked if the Public Works bill that is proposed by President Biden and if there
would be any money that would be available to the project. Jason responded that if there is
money available, it would be pursued.
• Big Cottonwood Water Treatment Plant
Process Engineer Michelle Barry and Jason Brown provided an update. A technical advisory
committee has been formed and a kick-off/chartering meeting has been heal to draft guiding
principles. There have been approximately 30 different alternatives that have been identified.
Initial screening criteria has been established regarding risk, cost, schedule and
constructability.
The next moves will be to onboard a public engagement consultant and workshops.
• Northwest Quadrant(NWQ) Master Planned Projects
Sewer Program Engineer Derek Velarde gave an overview of the sewer planning for the
NWQ. Kent Moore asked if the proposed infrastructure will also support the airport. Derek
responded that it would. Ted Wilson mentioned that there is a current lawsuit that could
affect the NWQ.
Development Review Engineer Jason Draper discussed the landfill area that is now owned by
the State Institutional Trust Lands Administration(SITLA). The jurisdictional area for the
Utah Inland Port Authority is very large.
Ted Wilson brought up the possibility of federal funds being available for the project. Laura
responded that the Department is looking to hire a new position to pursue these specific types M
of funds.

• Former PMAA Shooting Range
Laura gave an update on the property. The lease for the property expired last year. There is a
proposal received from private individuals who want to operate a public shooting range at the
site. The preference is not to lease the property for that purpose any longer. The environmental
contamination and wildfire risks were instrumental in making that determination.

Laura thanked the PUAC members for volunteering for the board.
Laura gave an update on COVID 19. The department is thinking about the next phase in opening
the building up to the public. There are still some employees that are working from home in some
fashion. At this time,there are no plans to make any immediate changes as the pandemic continues
to evolve.
