Public Utilities Advisory Committee Minutes February 25, 2021 The Public Utilities Advisory Committee meeting was held at 8:00 a.m. on February 25, 2021 via online meeting platform due to the COVID-19 outbreak. Committee members present were Lynn Hemingway, Kent Moore, Roger Player, Ted Boyer and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Jesse Stewart, Tamara Prue, Holly Lopez, Jeff Snelling, Jason Brown, Brad Stewart, Michelle Barry, Jamey West, Tamara Wambeam, Marian Rice, Karryn Greenleaf, Lisa Tarufelli and Janine Calfo. Also in attendance were Mike Wilson from CRS Engineers; Rusty Vetter, Salt Lake City Attorney's Office; Sam Owen, City Council Office; Tim Cosgrove, City Mayor's Office; Mike DeVries, Metropolitan Water District of Salt Lake and Sandy; other attendees are Katina Payne, Timothy White, Jeremy Williams, Jeff Davis and other members of the public. Welcome and Introductions Committee Chair Lynn Hemingway and Public Utilities Director Laura Briefer welcomed the attendees. Approve Minutes of January 28, 2020 Meeting Tom Godfrey mentioned that Ted Wilson needs to be added to the attendee list. Committee member Tom Godfrey made a motion and committee member Lynn Hemingway seconded the motion to approve the minutes of the January 28, 2021. All members voted to approve as amended. Monthly Financial Report—Lisa Tarufelli Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report as of the end of January 2021. A copy of that presentation is attached. There is a meeting with FEMA next Thursday to get more information and update regarding the earthquake and wind disasters last year. Overall, the revenue is ahead of budget and operating expenses are slightly behind. Capital expenses are at 88 percent and total expenses are at 77 percent. Customer Service calls were down. Review and possibly approve the 2020 Municipal Wastewater Planning Program Annual Report Jamey West PUAC members received a copy of the Municipal Wastewater Planning Program Annual Report via email, which is attached. February 25,2021 PUAC MEETING MINUTES Jamey West, Water Reclamation Facility Manager, discussed the data required and the report process that is due on April 15th. The purpose of the report is to ensure that the facilities are properly managed. The PUAC is the governing board that will approve the report before it is transmitted to the Division of Water Quality. Committee member Kent Moore made a motion and committee member Ted Wilson seconded the motion to approve the Municipal Wastewater Planning Program Annual Report. All members voted to approve Budget Sub-Committee Update—Tom Godfrey Tom Godfrey gave an overview of the budget sub-Committee meeting and the process that the budget will follow. There has been one Sub-Committee meeting since the last PUAC meeting. The rate increases and approach to capital improvement projects were discussed. The staff will be submitting damage costs to FEMA. The rate study and new master plan will be reviewed. There was no other rate increases except sewer last year. There will be some new bonding in 2022. There will be an 18 percent rate increase proposed in sewer. The water utility did not increase last year, a 5- 8 percent rate increase is being discussed. All three treatment plants need to be replaced. Kent Moore asked if the dollar impact on an average consumer could be calculated. Tom Godfrey responded that Lisa Tarufelli has a spreadsheet that shows what the rate impacts would be. Water Supply Update Laura Briefer Laura Briefer gave a presentation to update the 2021 Water Supply. The update was previously presented community councils and the City Council. The report determines the annual water supply outlook for the year. There is a high probability of having below average water supplies. Legislative Update Laura Briefer There is one piece of legislation that is of particular concern—HB364—the Utah Lake Authority Bill. There is broad language about exclusive authority over Utah Lake. This bill was heard in committee and did not pass out of committee. This will, most likely, not be the end of the legislation. Rusty Vetter added that Representative Hawkes is interested in the bill as it also impacts the Great Salt Lake. Meeting adjourned at 9:14 a.m. Next Meeting will be held on March 251h at 8:00 am.
