Roll Call The following members of the Community Recovery Committee were present: Steve Anjewierden,Vice Chairperson Jason Wessel Esther Stowell Matthew Coles Pook Carson Will Terry Staff Present: Cathie Rigby, Department of Economic Development(DED) Todd Andersen, Department of Economic Development(DED) Absent: Jacob Maxwell, Chairperson Steven Calbert 2. Briefings by the Staff a. Report from the CAN Program Manager No updates. b. Report from the DED Program Manager Ms. Rigby introduced the newest Committee member,Matthew Coles. Mr. Coles also serves on the Salt Lake City Arts Council Board. BUSINESS ITEMS: 1. Review and Discuss Small Business Applications Ms. Stowell entered the meeting at approximately 4:io pm. ERIN MENDENHALL L DEPARTMENT of COMMUNITY Mayor y and NEIGHBORHOODS n" DEPARTMENT of ECONOMIC DEVELOPMENT Ms. Carson advised new Committee members that scoring is quite subjective which is why we have a group of Committee members all scoring.With that mind, she advised new members themselves to score in a consistent matter throughout the entire process. Vice Chairperson Anjewierden also advised new members that one of the important priorities of the Committee is the equitable distribution of funds. During previous phases,the Committee has scored applications and discussed the equitable distribution of funds at the end of a phase once all scores are in. Mr.Wessel asked about applicant RCGA-oo059670 who said they received$2ok in EIDL funding to pay for one month's payroll,but the application also said the business has one employee. Mr.Wessel was confused if the business is a sole-proprietorship or has more than one employee. Ms. Rigby responded that their application states that they had 1 employee both before and after the pandemic, so she was under the impression that the business had an additional employee in addition to the owner. Mr.Wessel asked about applicant RCGA-00062764,who said they received an EIDL loan that went partially towards vehicle repair and the rest($1ok)was put in the bank. He wondered if the applicant had a pressing need for funding if they put previous grant funding into savings.Vice Chairperson Anjewierden noted that the $1ok in the bank could have been a sentence that was included in the applicant's previous Phase 1 application, and the $1ok could have already been spent by now. Mr.Andersen confirmed that the mention of the $1ok saved in the bank was also in the applicant's Phase 1 application.Ms. Rigby noted that EIDL loan funding could have requirements (much like ARPA)on what recipients can spend the money on.Vice Chairperson Anjewierden asked for staff to confirm the applicant is a Salt Lake City business, as their application focused on work done outside the City. Ms. Rigby said staff could reach out to the applicant for clarification on these questions and notify Committee members of the applicant's response. 2. Briefing on Upcoming Week's Small Business Applications Ms. Rigby said that the next batch of applications would be increased to ten and the scoring would remain open for all applications throughout this Phase. She urged Committee members to not fall too far behind with their scoring without notifying staff. 3. Other Business Ms. Rigby said that the transmittal for the previous phase of nonprofit subrecipients was being prepared to send to Council.With all those scores now recorded,the top scorers did change slightly. Staff will supply the Committee with results of the nonprofit subrecipient phase after it is submitted to Council. 4. Adjourn There being no further business,the meeting was adjourned.
