The Public Utilities Advisory Committee meeting was held at 7:3o am on October 26, 2023, at the
Department of Public Utilities, 1530 South West Temple, Salt Lake City, UT 84115, and with a virtual
option for attendees. Committee members present were Dani Cepernich, Ted Boyer, Kathryn Floor,
Roger Player, Lynn Hemingway and Tom Godfrey. Salt Lake City Public Utilities employees present
were Laura Briefer, Jesse Stewart, Jason Brown, Teresa Gray, Tamara Wambeam, Jason Draper,
Michelle Barry, Tamara Prue, Rusty Vetter, Holly Lopez, Chloe Morroni, Karryn Greenleaf, Jesse
Killinger, Lisa Tarufelli, and Janine Calfo. Also in attendance were Mark Kittrell, Salt Lake City
Attorney's Office; Julee Mori, Chris Shope, Browne Sebright. Frita Doster, Barr Engineering Co.;
Trevor Lindley and Marianka Sochanska, Brown and Caldwell; and Annalee Munsey, Metropolitan
Water District of Salt Lake and Sandy.
Welcome and Introductions
Committee Chair Dani Cepernich and Public Utilities Director Laura Briefer welcomed the attendees.
Approve Minutes of September 28, 2023, Meeting
A motion was made and seconded to approve minutes of the September 28, 2023, PUAC meeting.All
members voted to approve as presented.
Monthly Financial Report
Lisa Tarufelli, Finance Administrator
Public Utilities Finance Administrator Lisa Tarufelli gave a presentation of the financial report.A copy
of that presentation is attached.
The August 31, 2023, financial report was presented. The Water Fund overall revenues are 12.15
percent of budget. The new rates are beginning to show in the revenue. Expenses including capital
expenditures and encumbrances are 14.39 percent of budget.99.8 percent of 2022 bond funds remain.
The Sewer Fund revenues are 3.5 percent of budget. Expenses including capital expenditures and
encumbrances are 35.65 percent of budget. 63.8 percent of 2022 bond funds remain at $162,528,718,
which will be used to leverage the WIFIA loan.
The Stormwater Fund is 1o.96 percent in revenues and 23.37 percent in expenses. There is 22.16
percent of bond funds remaining.
The Street Lighting fund revenues are 11.92 percent of budget and expenses are 8.33 percent.
Overall, revenues are 1.44 percent of budget and expenses are 27.29 percent of budget. Delinquent
billings are 0.46 percent.
The September 30, 2023, financial report was presented. Water Fund revenues are 19.5 percent of
budget and expenses are 23.9 percent. Laura added that water sales were down due to conservation
efforts. 2022 Bond Funds are 99.8 percent remaining.

The Sewer Fund revenues are 5.91 percent of budget and expenses are 68.66 percent of budget. 2022
Bond Funds are 57.97 percent remaining.
The Stormwater Fund revenues are 17.98 percent of budget, expenses are 27.49 percent of budget.
The Street Lighting revenues are 21.29 percent of budget and expenses are 10.41 percent of budget.
Overall, September revenues are 12.15 percent and expenses, including encumbrances and capital
expenditures are 50.36 percent of budget. Delinquent billings are 0.43 percent. Total 2022 Bond
Funds are 66.1-5 percent remaining.
In August, customer service call volume was 11,500 calls. The drought surcharge was the reason for
the highest number of calls.A 25 percent increase from July.
Refinements for financial reporting in Workday continue.WIFIA quarterly report is due October 31st,
A new rate study is ramping up.
Great Salt Lake Basin Integrated Plan
Laura Vernon, Utah Division of Water Resources
Laura Briefer introduced Laura Vernon from the Utah Division of Water Resources.The Integration
Plan was authorized in 2022.
In 2022, Governor Cox passed legislation to modify the railroad causeway and allow fresh water to
flow into the north arm of the Great Salt Lake and provide funds for projects to rehabilitate GSL.
This effort may decrease salinity and benefit the brine shrimp and brine fly populations.The Lake
level rose five feet from 2022 to 2023.
The proposed plan will address stressed water resources and provide a vision and steps to make the
vision reality.
City Creek Water Treatment Plant Rehabilitation Update
Jesse Stewart, Deputy Director
Jesse Stewart gave an update on the City Creek Water Treatment Plant rehabilitation.This
presentation can be found on the Public Utilities website.
The treatment plant treats between 2 to 16 million gallons of water per day.The plant is located
approximately 2.5 miles from the gate entrance to City Creek Canyon and was built in the 195os.This
is a three-year project that will see heavy traffic up and down the canyon.The purpose of the work is
to upgrade the existing treatment plant and improve resiliency.The Department secured a BRIC
Grant to pay for a portion of the project.Jesse discussed the proposed project schedule,timeline, and
road/trail closures. Closures will begin November 1st and remain for three years.
