This meeting is a discussion among Commissioners and select presenters. The public is
welcome. Items scheduled may be moved or discussed during a different portion of the
meeting based on circumstances or availability of speakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the
City and County Building in Room 335. Commissioners, presenters, and the public may
attend and participate either in-person or through electronic means using the Zoom link
below.

Public Meeting Rules: The Commission's meetings are a place for people to feel safe and
comfortable participating in their government. A respectful and safe environment allows a
meeting to be conducted in an orderly, efficient, effective, and dignified fashion, free from
distraction, intimidation, and threats to safety. To support a respectful meeting, comments
or items that disrupt the meeting, intimidate other participants or that may cause safety
concerns are not allowed.

10.TENTATIVE Closed Session
The Commission will consider a motion to enter into a Closed Session. A closed meeting
described under Section 52-4-205 may be held for specific purposes including, but not
limited to:
a. discussion of the character, professional competence, or physical or mental
health of an individual;
b. strategy sessions to discuss pending or reasonably imminent litigation;
c. discussion regarding deployment of security personnel, devices, or systems;
and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for lawful purposes that satisfy the pertinent
requirements of the Utah Open and Public Meetings Act.

Agenda Item 1: Housing SLC Advisory Committee: Ruedigar Matthes,
Policy & Program Manager
Community and Neighborhoods update provided, specifically the 5-year housing plan recently adopted
by City Council regarding accessibility in housing.They are creating a working group and have invited
Commissioners to participate.
Agenda Item 2: City Updates: Ashley Lichtle, Board Manager
Ashley updated the Commission on her work regarding the Commission's priorities and her work on the
City's ADA Self Evaluation and Transition Plan.
Agenda Item 3: SLC Homelessness & Mental Health Response, Andrew
Johnston, Director of Homeless Policy and Outreach
Andrew discussed the history of the Miami Model and provided an update on accessible housing.
Current Events in Accessibility and Disability
Commissioner Chambers discussed an article on a Generative Al.Andrew Riggle with the Disability Law
Center discussed the DLC's upcoming public hearing. Commissioner Powell discussed the upcoming Art
Show happening in September 2023. Commissioner Leah Lobato discussed the Disability In Utah Summit
Employer Workshop on September 12th.

1) Develop a comprehensive picture of how people with mental and substance use
disorders flow through the criminal justice system along six distinct intercept point.
2) Identify gaps, resources, and opportunities at each intercept for individuals with mental
health substance abuse disorders.
3) Develop priorities for action designed to improve system and service level responses
4) Divert as many individuals as possible at Intercept 0 and then again at 1.
Current funding available for 5 teams in SLCounty.County should have 9-13 based on
population.
Connection to post-acute care is limited by capacity issues across community
providers.Coordination needed between hospitals and behavioral health services to address
individuals cycling between Emergency Departments.
Housing crisis limits ability to provide long-term stable housing supports necessary for
Ga S treatment success.Also limits on housing for medically frail homeless seniors,other populations.

100 bed assisted living style facility needed with varying levels of care for aging seniors who
communal living.
TRIMly familiar faces have no family members or other supports to help navigate
complex systems. The need for peer supporters dedicated to specific individuals to ensure successful
entry and exit from services into situations conducive to long-term stability would benefit the system.
