The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building in Cannon Room 335 and members of the public may provide public comment in- person. Commissioners and presenters may join or participate either in person or through electronic means. Public Comment(5 minutes) • Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. • Per the public meeting guidelines,keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Human Rights Dad(— 15 minutes) • Equity Manager, Michelle Mooney will provide an update on Human Rights Day Celebration planning. Following the update, the Commission will review and vote on award nominations. 5. Review Proclamation for Human Rights Month (— 15 minutes) • Equity Manager, Michelle Mooney will share draft proclamation to commissioners for review. 6. StrategyManning Session (—30 minutes) • This discussion will be led by Equity Manager, Michelle Mooney to review recommendations, goals, and priorities for the end of year report. A formal vote on the will occur at the end of discussion. 7. Upcoming Collaboration Initiative (—20 minutes) • This discussion will be led by Equity Manager, Michelle Mooney to assist with planning on an upcoming collaborative initiative. 2 8. Discussion/Dialogue about Human Rights Around the World(5-10 minutes) • During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission's overall work, discussions,and deliberations to provide recommendations to the Mayor and City Council.No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 9. Agenda Items 1. Welcome • Roll Call 2. Approve and Adopt Minutes • September 2023 -A motion has been made by Commissioner Will Terry to adopt the minutes as presented for the Tuesday, September 5th Human Rights Commission meeting. Commissioner Jennifer Mayer-Glenn has seconded the motion. All commissioners in favor. Motion has passed unanimously. 3. Public Comment(5 minutes) • Constituent Dr. Forrest Crawford has provided all commission members with a background in his work in higher Education and Civil Rights. Dr. Forrest Crawford shared he was the co-founder of the Utah State Martin Luther King Jr. Human Rights Commission along with being part of other organizations throughout his career. o Commissioner David Leta has asked Dr. Forrest Crawford on what he sees as the most pressing Human Rights and Civil Rights today. D. Forrest Crawford has responded to Commissioner David Leta's question with his opinion that includes Disability Rights, Elevation of ethnic communities, along with representation of different communities in Public Events. 4. Language Access Update (— 15-20 minutes) • Xris Macias, Language Access Coordinator will share an update. o Xris Macias, Language Access Coordinator has provided information on the Salt Lake City Language Access Policy and information on what meaningful language access consists of for Salt Lake City. Xris Macias provided an overview of Title VI of the Civil Rights Act of 1964 and the Executive Order 131666 (2000). Xris Macias presented an overview of the most spoken languages in Salt Lake City. Additionally, ongoing training is provided to city department and division staff on how to use existing language access tools. A current language access update is the City and County Building is expanding its signage to include Spanish. ■ Commissioner Chair Jason Wessel has commented if budget is available to expand Community Council would benefit from monetary assistance to provide language access during meetings. 5. Human Rightsy Update (— 5 minutes) • Michelle Mooney, Equity Manager, will provide an update on Human Rights Day Celebration planning. o Michelle Mooney, Equity Manager has provided a update on the grant requests for sponsorship for the Human Rights Day Celebration. Michelle Mooney has provided an update on the Eccles Foundation they are unable to support the event, Zions Bank currently has not responded to the grant request. ■ Commissioner Will Terry suggested to receive the grant request letter from the city as he would like to submit requests to other organizations. Michelle Mooney commented she would do research if Commissioners can request funds on behalf of the city. ■ Commissioner Chair Jason Wessel has suggested requesting grants from the Utah Governor's Office of Human Rights and Chevron. Commissioner Jennifer Mayer-Glenn commented on applying with Rocky Mountain Power. Commissioner Will Terry comment the commission can apply for a grant from Equality Utah. o Commissioner Jennifer Mayer-Glenn has asked if there is a budget breakdown, Michelle Mooney has confirmed there is a budget created for the items required for the event. ■ Commissioner David Leta has asked for clarification on the tentative budget of the Human Rights Day Celebration, Michelle Mooney, Equity Manager has responded the amount is $10,000. Michelle Mooney added$5,000 is from the Mayor's Office budget. o Commissioner David Leta brought forth the question on whether the Human Rights Day Awardee nominations link is available, Michelle Mooney will resend information. 6. StrategyManning Session (— 30-40 minutes) • This will be an in-depth discussion on the vision and future goals of the Commission. o Commissioner Vice Chair Esther Stowell provided slides containing information on updating the schedule. Slides containing a calendar for possible quarterly meeting schedule along with a bi-monthly (every other month) schedule. ■ Commissioners David Leta has made a motion to pass the Bi- Monthly Schedule for the year 2024. ■ Commissioner Vice Chair Esther Stowell has provided clarification that the non-meeting months are working sessions. No final vote was made. o Michelle Mooney, Equity Manager provided an overview of the End of Year report along with a reminder to commissioners to think of priorities for the 2024 calendar year. ■ Commissioner Vice Chair has provided topics for focus. Commissioner Esther Stowell provided the following topics Inland Port, Homelessness, Air Quality, Great Salt Lake, Language Access, Children/Youth, Woman in leadership, minorities in leadership. 7. Review Subcommittee Goals &Priorities (— 5 minutes) • Racial Equity in Policing Commission • CEDAW • Homelessness • Gentrification • Refugees &New Americans • Children/Youth Advocacy o This item was not held due to no subcommittees meeting at this time. 8.
