10/03/2023 - Meeting MinutesMinutes Meeting Citizens’ Compensation Advisory Committee October 3, 2023 Members Present: Mike Terry (Chair) Jeff Worthington Casey Lund Jana Bake Members Excused: Brandon Dew (Vice-chair) Jeff Herring Staff Present: David Salazar, City Compensation Administrator Lori Gaitin, Benefits Program Manager Michael Jenson, Classification & Compensation Analyst Amy Forbes, Human Resources Technician Guests: Jonathan Pappasideris, Senior City Attorney Harrison Long – IAFF Local 81 Meeting Open & Welcome: Chair Mike Terry called the meeting to order and established a quorum, including four of the six members of the committee being present. Review & adopt February 7, 2023, meeting minutes: A motion to approve the minutes of the meeting held February 7, 2023, was made by Jana Bake and seconded by Jeff Worthington. The minutes were unanimously approved by the members present. Public Comment: Harrison Long from the local fire union introduced himself. Utah Open Meetings Act annual training: Senior City Attorney Jonathan Pappasideris was introduced and provided the committee’s annual training on the Utah Open Meetings Act. The City has a statutory obligation to provide this training to its board and committee members, as outlined in Utah Code 52-4-101. 2023 - 2024 City compensation & benefit updates: Lori Gaitin and David Salazar shared updates and changes affecting the City’s employee benefits and compensation programs with the Committee, including the following. Lori Gaitin’s presentation: Benefits continue to remain consistent, but with some highlighted changes. Below are some of the highlights from this last year: • Health insurance: saw a 2.9% rate increase in health insurance. Lowest rate in over 10 years. o Fertility Benefit  Unlimited visits for single embryo implant  Cost is $4,000 o Lifestyle Savings Account  Proposed and approved for eligible employees to receive $500 that can be used on a wide range of categories.  Currently in a RFP for an administrator • Once an administrator is in place, categories will be determined as well as the reimbursement process.  Goes into effect January 1, 2024 o 2024 High Deductible Health Plan will increase.  Minimum deductibles will increase to $1600 for single party and $3200 for two party/family plans as required by federal government.  Decision on whether to adjust Employer contribution to Health Savings Account (HAS) will come in budget discussions. o Implementation of Workday  Allows for benefit enrollment/management to be in one location for employees. David Salazar’s presentation: The city adopted significant changes, including not only increases approved by city council for general base pay increases, but also adjustments to additional pay allowances offered to union and non-union employees. These included the following-- • Overall salary budget increase for employees and targeted market pay adjustments for employees in jobs lagging market by more than two percent. o Following the committee’s recommendation to increase pay by at least 5%, a 5% general base pay increase was ultimately approved by Council for all employees. o Union Negotiated Adjustments  AFSCME • Wage Increases: The city and AFSCME mutually agreed to a first-ever, multi-year wage agreement for automatic adjustment to base pay, as follows: o FY24 – 5% o FY25 – 5% o FY26 – 4% • Shift Differential o Previous  Swing Shift – 70 cents per hour  Graveyard Shift – 40 cents per hour o New – Starting FY24  Changed from flat dollar amount to percentage • 7.5% for working outside of normal working hours (6Am-6PM) and weekends • Snowfighter Pay o Previous  Flat dollar weekly amount ($100 per week) o New – Starting FY24  Changed from a flat dollar amount to a percentage, equal to 15% of employee base pay (paid weekly)  Now eligible to also receive shift differential in addition to snowfighter pay if working outside of normal working hours. • Certification Pay (Various Types) o Updates made to be more advantageous for employees to acquire certifications above and beyond what is required by the job. In turn this helps the department fulfill its mission more effectively.  Firefighters • Final year of previously negotiated three-year agreement. o Firefighters were originally scheduled to receive a 3% base pay adjustment, but the Mayor recommended it and City Council adopted budget to fund a 5% increase due to market volatility not originally foreseen or anticipated.  Police Officers • Received a 5% general base pay increase for FY24. 2023-2024 Committee chair and vice-chair nominations and election: Mike Terry opened the discussion for nominations from the committee for the election of a new chair. Mike Terry announced a motion to nominate Brandon Dew, the current vice-chair; his motion was seconded by Jana Bake. Jeff Worthington nominated Jana Bake to be the next vice-chair and the motion was seconded by Mike Terry. The votes to elect Brandon Dew, as chair, and Jana Bake, as vice-chair, were unanimously approved by the members present. Proposed 2024 committee meeting schedule: Michael Jenson presented the proposed meeting schedule to members for 2024. Dates and times were modeled after the 2023 meeting schedule.
