III. 2023 Mayor's Goal for Public Art: Final Report
Ms. Rachel Paulsen presented the findings report on the yearlong public engagement efforts that
have been done by Civic Engagement and the Salt Lake City Public Art Program,in support of the
Mayor's Goal to"Begin community engagement and site selection for iconic West Side public art
installation(s)."The focus of last year's public engagement efforts assessed various questions,
including site selection, artist selection methods and/or identification, and how the chosen artist can
continue to engage with West Side communities after being selected.
The project was assigned to the Public Art Program through the Mayor's 2023 Plan, which outlines
various priorities for her Administration. The community engagement methods included a survey,
direct resident and business engagement by Mestizo Arts&Activism youth and City staff, attendance
at various community events, and an in-person community conversation/focus group in a"World
Cafe"format. The survey and community conversation identified key community values, preferred
locations for the public art, what the Westside community wants the public art to accomplish, and
concerns the community had about the public art and the public art process.
The survey received a total of 274 individual responses. Some of the findings that were gained from
the survey included the desire for a public art piece that is interactive and that can be a gathering
place for the community. The survey gathered a sense of how West Side residents are very proud of
their communities. The survey found that aspects of the West Side that people appreciate include the
diversity, the sense of community, and the Jordan River Parkway. One of the key takeaways from the
survey findings is that people want public art to reflect the West Side and its diverse residents. 42%
of survey respondents were residents of the West Side.
The community conversation was held at the Glendale Branch of the Salt Lake City Public Library in
November 2023. In total, ig West Side leaders, artists, residents, and members of the Art Design
Board attended this event.Attendees were provided dinner and compensated with gift bags. During
the event, they participated in small discussion groups and discussed 4 different topics about the
West Side and the project. The topics included"Love for the West Side", "West Side Attributes in
Art", "Project Concerns", and"Project Priorities. Some concerns that attendees had included, the
potential for vandalism, the art not reflecting the community, the possibility that the art will be
neglected and not maintained, and the potential for gentrification.A big takeaway from the
conversation was that the West Side wanted the art to reflect the community and that the community
had a desire to be involved in the development of the project.
Mr.Taylor Knuth went over the next steps of the report. The report was emailed to the Mayor's Chief
of Staff and the Mayor and her Cabinet-level team will review the findings and will decide on the next
steps of the project and how it should move forward.
IV. Sidewalk Poetry:Senses of Salt Lake City discussion
Mr. Knuth gave an overview of the Sidewalk Poetry:Senses of Salt Lake City public art project.
Requests for proposals for this project are open until Wednesday, February list. The Public Art
Program is looking to commission 20 poems written by current Salt Lake City residents in either
English or Spanish, that will be turned into metal stamps and stamped into new sidewalks around
Salt Lake City. So far,the Public Art Program has received 35 submissions.
The board had concerns about vetting and giving credit to the writers and would like clarification on
these aspects of the project. Several board members raised apprehensions regarding copyright
matters and the authenticity of the written content.Mr. Knuth explained to the Board that the Call
had been reviewed by the Salt Lake City Attorney's Office. Before submitting their work, applicants
will be required to affirm that their submission constitutes an original piece of work.
Mr. Michael Mejia gave guidance to the board on what to consider when they review the
submissions. Mr. Mejia asked the board to think about poetry more expansively;language that is
effective, beautiful, and lyrical in some way.
V. Public Comment
No public comment was received.
