BICYCLE ADVISORY COMMITTEE
Minutes of the February 12, 2024 Meeting
BAC Members Present for this meeting were Ashley Lodmell, Martin Cuma, and
Matthew Morriss.
BAC Members Electronically Present for this meeting were Alla Chernenko, Ben
Trueman, Greta Sommerfeld, Joshua Poppel, Laura Lewis, and Raymond Reynolds.
BAC Members Absent for this meeting were Max McLeod, Patrick Casey, and Sarah
Johnson.
Also present was Steve Wooldridge.
Also present electronically were Amy Lyons, Becka Roolf, Hugh Van Wagenen, Heather
McLaughlin-Kolb, Dede Murray, 801-2XX-XX19, and Geoff Dupaix.
The meeting was held both electronically via WebEx and in person and was called to
order at 5:10 p.m. by Martin Cuma. Martin welcomed everyone.
Approval of Minutes
Motion: Martin Cuma moved to approve the minutes of the December 18, 2023
meeting. Matthew Morriss seconded the motion. The motion passed unanimously.
Motion: Martin Cuma moved to approve the minutes of the January 8, 2023 joint
TAB/BAC meeting. Matthew Morriss seconded the motion. The motion passed
unanimously.
Public Comment—There were no public comments.
City Creek Canyon (follow-up)
Martin Cuma
Martin and Dave Alderman met with the Mayor's Chief of Staff and representatives from
Public Utilities. Their goal was to make sure something like the City Creek closure
doesn't happen again without input from City Boards and Committees. Martin said
Public Utilities acknowledged they should have spoken with BAC and suggested they
present at their meeting twice a year to discuss what projects they are working on.
Martin would like them to come to a meeting and do "Public Utilities 101" so the
Committee can learn what they do and how it involves bicycling or any active
transportation safety. He would like to know if there are other departments that may be
directly linked to what BAC does and should come to one of their meetings. The City
also just hired a Public Communication Director and the Mayor's office said engaging
with the Boards &Committees would be a good activity for this person. Becka put a list
in the chat of possible other departments they should consider having at one of their

meetings. Martin said Public Utilities does have a newsletter and has put him on the
mailing list and recommended the other members sign up for this.
Capital Improvement Program — FY25 Funding Requests
Becka shared and reviewed the priority order from a CIP survey she sent out to both
TAB and BAC. Livable Streets was the #1 choice for BAC and Transportation. There
was some discussion regarding why BAC ranked these projects the way they did
compared to how SLC Transportation ranked them. Several members said safety is the
first thing they look at,but also consider what they feel can do the most good with the
requested funds. They looked at the results from the constituent CIP applications and
what those rankings were. Becka explained the City's role in the citizen CIP applications
and what help they give to the constituents. She showed the survey results from the
combined City/constituent CIP list and told them TAB wrote a letter of support to the
Mayor and City Council and decided to include this combined list. There was further
discussion about the projects and their rankings as well as a discussion regarding what
type of support BAC would like to give for these projects.
Motion: Matthew Morriss moved to delegate Martin Cuma to write a letter
representing BAC with the feedback given today, the rankings they reviewed, and to
send it to the appropriate entities. Ashley Lodmell seconded the motion. The motion
passed unanimously.
Project Initiation Process and Complete Streets Checklist
Becka circulated with the agenda a Complete Streets checklist SLC Transportation
created a few years ago. She suggested BAC look and let her know if there are things
they thought should be changed. It is a draft form which was put together a few years
ago and is actively being worked on to revise it significantly. Heather is planning to
share the final version with both TAB and BAC when it's complete. Martin asked for
clarification on what this form would be used for. Becka said it was originally put
together with the idea that it be used for anything from surface treatment with striping
changes to an intensive complete streets reconstruction. Heather said this is a
preparation tool to organize information prior to the kickoff of a project,but they also
wanted a form that could be revisited and document revisions or additions to it. After
some discussion and feedback, the Committee said they look forward to seeing the
completed version.
Committee Announcements &Updates
Matthew said that after a presentation from Bryan Meenen a few months ago about
signal timing, he e-mailed him about pedestrian crossing timings for lights. He and
Martin have talked about it, and they did a deep dive on the SLC website for
documentation of priorities for light timing. There was a report published in 2014 and
there was very little in this report about bikes and thinking about bikes so he's hoping
the City continues to prioritize and expand the prioritization of bikes and pedestrians in
the light timing. Martin said a first good step would be doing more half-time signals
and he would like to discuss this in a future meeting and encourage the City to be more
aware of this. Becka said as signals are upgraded, they are making sure that signals can
detect bicycles as well as vehicles. Martin will contact Bryan about this topic. Matthew
asked about a bicycle green wave comment Becka posted and what that means. Becka
said a green wave is basically a corridor where the signals are timed for bicyclists or
there are advanced sensors to detect them.

Motion: Martin Cuma motioned to adjourn the meeting; Laura Lewis seconded the
motion. The motion passed unanimously. The meeting was adjourned at 6:14 p.m.

greens compared to 1700 S, which is a well used bike corridor.
