RECOMMENDATION: The Administration recommends the Council consider the
recommendation in the attached letter from the Mayor and appoint Rose Kjesbo member of the
Sister Cities Advisory Board.

Listed below is my recommendation for the membership appointment for the Sister Cities
Advisory Board.
Rose Kjesbo to be appointed for a four year term starting from date of City Council advice and
consent and ending on Monday, July 3, 2028.

Dear Mayor Mendenhall,
The Department of Economic Development would like to recommend Rose L. Kjesbo as a
new member of the Sister Cities Advisory Board. Ms. Kjesbo would fill a District 7 seat and
would have a voting position on the board.
Rose L. Kjesbo is an experienced educator with a background in elementary education,
specializing in English-Spanish Dual Immersion programs. She has served as a 4th-grade
teacher at Indian Hills Elementary, contributing to various committees and initiatives aimed
at improving academic and behavioral support for students and teachers. Rose is currently in
the process of obtaining a Doctor of Philosophy in Literacy, Language, and Learning, where
she is conducting advanced research in literacy development. The board has been actively
looking for a Salt Lake educator to join the board, and Ms. Kjesbo’s extensive experience in
the field makes her an ideal candidate.
The Department supports Rose L. Kjesbo’s appointment to the Sister Cities Advisory Board
and believes her background and involvement would be an asset to strengthening not just
our Sister City relationships, but also Salt Lake’s Sister Cities program as a whole.
