BICYCLE ADVISORY COMMITTEE
Minutes of the March 18, 2024 Meeting
BAC Members Present for this meeting was Greta Sommerfeld.
BAC Members Electronically Present for this meeting were Ashley Lodmell, Ben
Trueman, Laura Lewis, Martin Cuma, Matthew Morriss, and Sarah Johnson.
BAC Members Absent for this meeting were Alla Chernenko, Joshua Poppel, Max
McLeod, Pat Casey, and Raymond Reynolds.
Also Present were Becka Roolf, Ginger Cannon, Gary Kobzeff, Tyler Fonarow, Lt.
Wooldridge, Julianne Sabula, and Jon Larsen.
Also Electronically Present were Ethan B, Kyle Shields, Mary Sizemore, Heather
Mclaughlin-Kolb, CJ,Amy Lyons, Sophie Frankenburg, Geoff Dupaix, David Iltis, and
Logan Simpson.
The meeting was held both electronically via WebEx and in person and was called to
order at 5:11 p.m. by Martin Cuma. Martin welcomed everyone.
Approval of Minutes
Motion: Martin Cuma moved to approve the minutes of the February 12, 2024
meeting. Matthew Morriss seconded the motion. The motion passed unanimously.
Public Comment—There were no members of the public present during the public
comment period.
Collaboration with Parks, Natural Lands, Urban Forestry&Trails Advisory
Board (PNUT)
Ginger said she is a member of the PNUT Board which is basically the public lands
advisory board. They do a lot of work through sub-committees and when they want to
form a sub-committee, they must put forward a proposal to PNUT Board. They would
love to have a sub-committee that has joint membership with BAC and TAB as well as
some other non-profit advocacy groups that help support the urban trails system. She
gave examples of some urban trails and said they are being built at an increased rate.
They believe a sub-committee with a diverse membership could have some objectives
around how to advise the city on these types of trails, how to better educate the public
around their acceptable uses and could share input around design and safety related
elements of those trails. The hope is that this sub-committee group could act as an
advisory group to City and elected officials. The scope of work hasn't yet been
completed but will be worked on once a sub-committee is formed. Greta expressed
interest in participating in this sub-committee. Sarah asked about the time
commitment and Ginger said they tried to put together that timeline,but their objective
wasn't so well defined that they could, she's guessing a few hours a month. Matthew

would love to see this come to fruition and continue to build advocacy around the urban
trails. Martin asked how many people they expected to have from different groups and
Ginger said they would love to have at least one member each from several advocacy
groups. Once they have a group of potential members for this sub-committee group, it
will go before the PNUT Board for approval. CJ said from their perspective, it's mostly
about connecting soft trails to hard trails, whether there is a plan for that, and any
collaboration that needs to be done. Lt. Wooldridge asked if there was representation
from the SLCPD and offered to attend these meetings. Ginger said they'll be in touch
with those interested once they finalize a few things.
Sprinklers &Irrigation along Trails and Bike lanes

Martin introduced Kyle and said he's hoping to understand the timing and scheduling of
the irrigation and then hopefully coordinate with them to see if they can avoid watering
areas adjacent to bike lanes and paths during the time those areas are heavily used.
Kyle said big parks take time to water and with the Sunnyside route, they must shoot
over the path. It usually comes down to cost when the paths are put in as they can't
reconfigure the irrigation. He explained why they time that route the way they do which
has to do with soil type. Public Lands hasn't received any complaints from cyclists until
now, but they can certainly look at the specific areas and see if they can move things
around. Martin was unaware of the soil condition limitations, explained some problem
areas and asked what cyclists could do for them to take this into consideration. Kyle
said they shouldn't be shooting into the roads, and they will look at spray patterns and
check the sprinkler heads. He said they check the irrigation every year but can likely do
it monthly to look for problems.
Public Utilities Pump Station Project/ Foothills Trails

Gary introduced himself and showed a map of the Salt Lake North Bench Pump Station
project. The project is off 18th Avenue and Hilltop Road and while the new pump station
is being built, the old one will still be online so water service to residents will not be
interrupted. He gave an overview of the area and shared some background information
including that the current plant was built in the 1950's. Due to the age of the current
plant, there are inefficiencies in existing infrastructure and a lack of flow measurement,
so full replacement is desired to improve the reliability and serviceability of the system.
He discussed the site selection which was based on sound mitigation, public
interference, access, and constructability, as well as access to service utilities and other
factors. The project is scheduled to begin sometime in October and will take around six
months. They intend to stage at an old baseball field nearby and divert the trails that
are currently going through that area around the construction. Matthew asked if there
would be any changes to the parking for the 18th Street trailheads. Gary said there will
still be parking but they may have to fence off a dedicated truck route for the heavy
equipment needed to build this pump station. Tyler said Public Lands is putting a new
parking lot there which they will begin looking at once the pump station plan is at least
40% through review. He said parking might be limited at times due to construction
equipment in the area. He also said this trailhead was going to be rebuilt by Public
Lands, but they are now waiting until the pump house project is complete because part
of it would have needed to be removed for construction had it been done beforehand.

Committee Announcements &Updates
Ashley was riding her bicycle on the 9-Line Trail in February and noticed a lot of people
walking on it and taking up the entire trail. Some of it has painting that says bikes only
but she estimated that around 95% of the pedestrians were on the trail rather than the
sidewalk. She's wondering where people should be walking. Sarah said the west side is
very clear and she hasn't seen that issue but when she's on the east side as Ashley was, it
becomes problematic. Jon thinks since it's a trail, people are allowed to walk on it, he
doesn't think it's against the law but they have access to a sidewalk so it'd be nice if they
would walk there instead. If you're walking with your dog or a group of friends, it is nice
to have a little more elbow room and it shows the continued need to keep giving more
right of way space to people. He thinks if cycling traffic starts picking up, it might push
more pedestrians to the sidewalk. Greta said the west side is well marked and asked if
there were plans to mark the east side the same way. Jon said he doesn't believe all the
signage and markings are in place yet and that might help when it's finished. He said
they'll have to figure out ways to help with this. Lt. Wooldridge said there are laws
about bicycles on sidewalks in certain areas, but he'll look into whether there are laws
about pedestrians on bike lanes. Matthew said it is confusing to have a transition in
signage from east to west and he's hoping the City will unify the signage to make it a bit
clearer. Jon said the contractor was pushing to get the concrete in before the holidays
and can't complete the painting until the weather is warm enough. Ben said there are
two large utility boxes on the east side of the trail and wondered why they are right in
the middle of the trail. Jon said that is on a list of things that need to be cleaned up this
spring. He said the contractor was hurrying to get the trail functional for the winter and
weren't able to complete everything.
Motion: Martin Cuma motioned to adjourn the meeting; Sarah Johnson seconded the
motion. The motion passed unanimously. The meeting was adjourned at 6:02 P.M.
