Regular Meeting Minutes
Thursday,January 11, 2024
5:30 p.m.
The Racial Equity in Policing Commission met in an electronic and in person meeting. Minutes are
provided in conjunction with the video/audio file.

Commission Members in Attendance: Commissioner Ulvia Guadarrama, Commissioner Katie Durante,
Commissioner Jason Wessel,Commissioner Julia Summerfield, Commissioner Olivia Joylani Kavapalu,
Commissioner Tanya Hawkins, Commissioner Steve Calbert, Commissioner Lisia Satini
Commission Members Absent: None

The meeting was called to order at 5:35 PM.
AGENDA
1. Welcome and Public Meeting Guidelines
• Roll Call
2. Open Dialog(5 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss current events
that may impact or influence the Commission's overall work, discussions, and deliberations to
provide recommendations to the Mayor and City Council regarding the Salt Lake City Police
Department's policies, budget, and culture. No action will be taken during this section of the
meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent
agenda for follow-up.
• No items were brought forth for discussion from the Commission during this segment.
3. Public Comment(limited to 15 minutes)
• Attendees may be provided one or two minutes of time,determined by the number of
attendees and the time available determined by the Commission. Please observe the time limit
stated at the beginning of the public comment period so everyone may have a chance to
speak.
• Per the public meeting guidelines,keep comments free of discriminatory language referring
to a person or group based on their religion, ethnicity,nationality,race,color,descent,
gender, sexual orientation, disability, age or other gender identity factor. Items or comments
that disrupt the meeting, intimidate other participants or that may cause safety concerns are
not allowed.
• This item was not held as no guests from the public were in attendance.
4. Approve and Adopt Minutes
• November 2023—A motion to approve and adopt the November 2023 minutes for the
Racial Equity in Policing Commission has been made by Commissioner Tanya Hawkins.
The motion has been seconded by Commissioner Jason Wessel.All commissioners in
attendance have voted unanimously to approve and adopt November 2023 minutes.
5. SLCPD Chief Update(-20-25 minutes)
• Chief Mike Brown may provide an update to the Commission on the following items:
o DEI Trainings and SLCPD Community Meetings
o Chief Brown shared they would like to have 5 community meetings hosted by
SLCPD. Latino Coalition is currently active and meeting consistently. The
department is working to re-establish the Native Hawaiian/Pacific Islander group.
Other groups are in the works and have assigned captains,which include the
Black,Refugee, and LGBTQ+communities.
■ Commissioner Jason Wessel provided a comment for a contact for the
Refugee Community
o Lt. Cluff provided an update on the DEI trainings,which 2 consultants have been
approved by purchasing and the other 2 are still going through an RFP process.
6. REP-C 2024 Year Overview(-30-45 minutes)
• This Equity Manager,Michelle Mooney will provide an overview of the 2024 year with
the commission, and review priorities.
o Michelle Mooney,Equity Manager asked the commissioners to volunteer to lead
various priorities for the year.
• The commission will also nominate and elect a new Chair and Vice Chair for 2024 year.
o Commissioner Jason Wessel has nominated Commissioner Chair Tanya Hawkins
to remain Chair and Commissioner Lisia Satini to remain Vice Chair. Both have
accepted the nomination to serve. The Commissioners voted to approve the
nominations and the vote passed unanimously.
7. Review Subcommittee Goals&Priorities (5 minutes)
• Neurodiversity Subcommittee—Fourth Monday of the Month 4-5pm
• Application Review—Meets as needed
8. TENTATIVE Closed Session
The Commission will consider a motion to enter into a Closed Session.A closed meeting
described under Section 52-4-205 may be held for specific purposes including,but not limited to:
a. discussion of the character,professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss pending or reasonably imminent litigation;
c. discussion regarding deployment of security personnel, devices, or systems; and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah
Code § 7813-1-137, and for other lawful purposes that satisfy the pertinent requirements of the
Utah Open and Public Meetings Act.
This item was not held during this meeting.
