03/05/2024 - Meeting Minutes Human Rights Commission Salt Lake City, Utah DRAFT Regular Meeting Minutes Tuesday, March 5, 2024 5:30 p.m. The Human Rights Commission met in an electronic meeting pursuant to the Salt Lake City Emergency Proclamation and determination of the Chair.Minutes are provided in conjunction with the video/audio file. CONDUCTED BY: Vice Chair Will Terry Commission Members in Attendance: Commissioner Lisia Satini, District 1 Commissioner Lucia Rodriguez, District 2 Commissioner Olivia Jaramillo, District 3 Commissioner Will Terry, District 4 Commissioner Jennifer Mayer-Glenn, District 5 Commissioner David Leta, District 6 Vacant, District 7 Commission Members Absent: Commissioner Everette Bacon,At-Large Commissioner Pamela Silberman, At-Large Guests from the Public in Attendance: None Mayor's Office Staff in Attendance: Michelle Mooney, Equity Manager Maria Romero, Executive Assistant The meeting was called to order at 5:35 PM. Agenda Items 1. Welcome • Roll Call • Welcome New Commissioners - D 1 and D2 Commissioners will provide a brief introduction of who they are, their background, and interest in serving on the commission. o Commissioner Lisia Satini and Commissioner Lucia Rodriguez provided a brief introduction to the commission. All Commissioners present also provided a brief introduction of themselves. 2. Approve and Adopt Minutes • January 2024—A motion has been made by Commissioner Will Terry to adopt the minutes as presented for the January 2024 Human Rights Commission meeting. Commissioner Jennifer Mayer-Glenn has seconded the motion. All commissioners present are in favor. Motion has passed unanimously with 5 in favor. 3. Public Comment(5 minutes) • Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. • Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. Item not held as no members of the public present. 4. Community Presentation (—20-30 minutes) • Katsi Pena, Public Outreach and Education Coordinator for the Office of Fairness and Accountability for Utah Courts will provide a presentation on her office's initiatives. o Katsi Pena provided a brief overview of the mission and structure for the Office of Fairness and Accountability. Katsi Pena provided supporting details of the mission and struction such as iliminating biases, discrimination, and racism in the judicial branch of Utah including educational outreach,judicial internship program, and other community engagement events. o Commissioner Jennifer Mayer-Glenn, Commissioner Vice Chair Will Terry, Commissioner Olivia Jaramillo commended the work of the Office along with providing further comments. 5. Recap Homelessness Community Forum (— 10-15 minutes) • Members of the HRC will recap the homelessness forum held on Saturday, March 2nd and share highlights and areas of improvement. o Commissioner Jennifer Mayer-Glenn provided a overview of the HRC Homelessness community forum. Commissioner Will Terry, Commissioner David Leta, Commissioner Lisia Satini commended all Commissioners who contributed to the efforts of the event, along with providing details of the conversations occurring in the groups. 6. Overview of Assignments (— 10-15 minutes) • Equity Manager, Michelle Mooney will review the assigned areas each Commissioner will focus on. The commission will formally accept assignments once confirmed. o Commissioner Pamela Silberman—Refugees and New Americans o Commissioner Everrette Bacon—Disability o Commissioner David Leta—Homelessness o Commissioner Jennifer Mayer-Glenn—Education o Commissioner Will Terry—Affordable Housing o Commissioners Lucia Rodriguez & Olivia Jaramillo—Inclusivity o Commissioner Lisia Satini—Food Equity 7. Upcoming Community Forums 5-10 minutes) • The Commission will begin discussing ideas for their next community forum. o Commissioner Jennifer Mayer-Glenn commented on utilizing the topics which the commissioners are already assigned for the next forum. 8. Call for Any Other Business • Commissioners will use this agenda item to discuss any items not brought forth earlier or any outstanding items for follow-up. Item not held during this meeting. 9.
