The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability ofspeakers. This meeting will be hybrid. The Commission Meeting will have aphysical location at the City and County Building(RDA Conference Room #118)and members of the public may provide public comment in person. Commissioners and presenters may join or participate either in person or through electronic means. You may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel. 1. Welcome and Public Meeting Guidelines • Roll Call 2. Open Dialogue(-5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission's overall work,discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department's policies,budget, and culture.No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow- up. 3. Public Comment(limited to 15 minutes) • Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. • Per the public meeting guidelines,keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity,nationality,race,color,descent, gender, sexual orientation, disability,age or other gender identity factor. Items or comments that disrupt the meeting,intimidate other participants or that may cause safety concerns are not allowed. 4. Approve and Adopt Minutes • March 2024 5. Community Presentation(-20-30 minutes) • Katsi Pena,Public Outreach and Education Coordinator for the Office of Fairness and Accountability for Utah Courts will provide a presentation on her office's initiatives. 7. UpcomingItms (-10-20 minutes) • Equity Manager,Michelle Mooney will discuss upcoming items for the Commission: o Solidify Date for Commission Retreat o Process for Priority Subgroups 8. Review Subcommittee Goals&Priorities(5 minutes) • Neurodiversity Subcommittee—Fourth Monday of the Month 4-5pm • Application Review—Meets as needed 9. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including,but not limited to: a. discussion of the character,professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel,devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 7813-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. 10. AGENDA 1. Welcome and Public Meeting Guidelines • Roll Call • Welcome New Commissioners—Members will provide a brief introduction. o Equity Manager welcomed 7 new commissioners to their first official meeting. Each new member introduced themselves and shared a brief background about their work, community involvement, and interest in the commission. 2. Open Dialog(5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission's overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department's policies, budget, and culture. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. • Commissioner Jason Wessel brought forth a collective comment from the Westside Coalition on the increase in crime in the North Temple Corridor and Jordan River Trail and commended SLCPD on their efforts. • Chief Mike Brown shared remarks and additional comments on the matter presented by Commissioner Jason Wessel. 3. Public Comment(limited to 15 minutes) • Attendees may be provided one or two minutes of time,determined by the number of attendees and the time available determined by the Commission. Approve and Adopt Minutes • January 2024—A motion to approve and adopt the January 2024 meeting minutes for the Racial Equity in Policing Commission has been made by Commissioner Steven Calbert. The motion was seconded by Commissioner Katie Durante. 5 commissioners in favor and 7 new commissioners abstained as they were not confirmed during the January meeting. The vote passed to approve and adopt minutes from January 2024 meeting. 5. SLCPD Chief Update(-20 minutes) • Chief Brown may provide an update to the Commission on the following items: o Community-Based Presentations and SLCPD Community Meetings o Any other pertinent information since the commission last met. • Chief Brown provided an update on SLCPD's community outreach efforts to include introducing the new Community Outreach Officer Detective Carissa Schlessinger(who he will bring to the next commission meeting in-person)along with providing data on the department's increase in engagement efforts with the community. • Chief Mike Brown provided an update on the department's training schedule that is inclusive of the community-based presentations recommended by the Commission. o Commissioner Jason Hinojosa commended the department on this willingness to do this training. Commissioner Heather Stringfellow also shared further comments and questions about this initiative. • Chief Brown provided an update on the police civilian response team. o Commissioner Rodrigo Fernandez-Equivias and Commissioner Heather Stringfellow provided further comments and questions about these efforts. 6. Presentation on Park Rangers Program(-20 minutes) • Nicholas Frederick,Director for the Park Rangers Program,will provide a presentation on this program and how its initiative works to provide support to public safety for the City. • Nicholas Fredrick provided the Commission with an overview of the functions of the Park Ranger Program, including the plan to establish a closer connection between the park rangers and Salt Lake City Police Department. o Commissioner Jason Wessel provided further comments on this presentation. 7. Overview of Working Groups for 2024 Priorities (-30 minutes) • Equity Manager,Michelle Mooney will provide an overview of the 2024 priorities as well as assigned working groups to include new commissioners' interests. An in-depth discussion of what this looks like during the non-meeting months will be shared. o She provided new commissioners with the list of the current working groups. All new commissioners have enlisted in the various working groups of their interest. 8. Review Subcommittee Goals&Priorities (5 minutes) • Neurodiversity Subcommittee—Fourth Monday of the Month 4-5pm a. Olivia Jaramillo has been the main trainer providing this based around the LGBTQ+ community. • Olivia has a military background which has helped her to form commonalities with law enforcement. • It has been well received so far POLI0-1 • Dates for the future trainings have been provided to Michelle and UTAHcommissioners are welcome to attend.
