AGENDA I. Call to Order, Introductions, and Welcome Ms. Meggie Troili welcomed everyone to the meeting and stated the Art Design Board's mission. Everyone in attendance introduced themselves. II. Approval of April 3ra, 2024 Meeting Minutes Ms.Tiffini Porter put forward a motion to approve the April 3ra, 2024, minutes as written. Mr.Alex Moya seconded; all Board members present voted in favor. III. Pioneer Park public art opportunity Mr. Renato Olmedo-Gonzalez gave a background on the Request for Qualification(RFQ)for the Pioneer Park Public Art opportunity.The RFQ was open to artists in the 2023-2025 Pre-qualified Artist Pool. To encourage the participation of more artists,prospective Pool applicants were encouraged to apply as a team and given the option to have team members who were not in the Pre- Qualified Artist Pool. Only Pool applicants who submitted interest in being considered for this commissioned were reviewed by the Art Design Board and project stakeholders; the review process took place prior to today's meeting. Mr. Olmedo-Gonzalez gave a history of Pioneer Park and went over the project scope and the Pioneer Park Vision Plan.Ms.Nancy Monteith gave a review of the Cultural Landscape Report that Public Lands executed.The Cultural Landscape Report documents the history of Pioneer Park and how it has been used by the Salt Lake City and it's residents in the past. Based on the history of the park,the report establishes the period in time that makes the park a historical landmark.There are four local historic landmark sites that Salt Lake City stewards.The four sites include Liberty Park, Pioneer Park,Washington Square, and Memory Grove. Since Pioneer Park is one of these sites,the city must present any improvement projects to the Historic Landmark Commission for approval. Ms. Monteith stressed that the Historic Landmark Commission will not have to approve the selected proposal for this public art project. Design of Phase 1 of the project is currently underway with construction beginning early next year (2025).The selected Pool artist will be required to collaborate with the project's design team to integrate their artwork into the park's landscape architecture. Mr. Olmedo-Gonzalez showed a rendering of the park where four areas within Pioneer Park have been identified as suitable locations for public artwork.These locations include the northeast corner, north of the playground, and two locations near the mist fountain. Mr. Olmedo-Gonzalez went over the artwork goals,the budget for the project,the finalist selection criteria,the finalist process, and the project schedule.The total commission is $115,00o and is inclusive of all artist's fees and fabrication expenses.The Salt Lake Art Design Board,in consultation with project stakeholders and Public Land representatives,will select up to three finalists to develop artwork proposals.The selected finalists will present their conceptual proposals to the Art Design Board and project stakeholders on July loth, 2024. Mr. Olmedo-Gonzalez gave a presentation on the Pre-Qualified Artist Pool applicants that were included in the shortlist.The Board and stakeholders reviewed and rated the interested applicants before the meeting.Their top choices created a shortlist. The shortlist consists of 15 artists:the top seven in the green section and the following eight in the yellow section. Starting with the highest score,the top 15 artists included: 1)Jiyoun Lee-Lodge with Scout Invie; 2) Horacio Rodriguez with Cheryl Derricotte; 3) Lenka Konopasek with Cordell Taylor; 4) In Theory Art Collective; 5) Smock and Roll with Kevin Arthofer and Kalani Tonga; 6) Heath Satow; 7)Andrew Rice with Jason Manley, David Rice, and Thomas Bath; 8) Cara Despain; 9) Day Christensen with Brook Robertson; 10) Karl Hale; 11) Roots Art Kollective; 12) Matt Monsoon; 13) Emily Plewe; 14) Myles Howell, and; 15) Paul Heath.The Art Design Board discussed the shortlist,focusing on the top seven artists that make up the green list.The Board was interested in Horacio Rodriguez and Cherly Derricotte and their research-based art process.The Board expressed some concerns about Health Satow's team and Smock and Roll's team.With the Smock and Roll team,the Board raised a concern about their execution based on history with the fabricator listed as part of their team.There was also concern that their proposed team was too large and not everyone was qualified.With Heath Satow's team, several Board members liked his work but felt like his work wouldn't represent the space. Both Heath Satow and Smock and Roll were moved down to the yellow list. The Board narrowed down its discussion on the top four teams,which included Jiyoun Lee-Lodge with Scout Invie, Horacio Rodriguez with Cheryl Derricotte, Lenka Konopasek with Cordell Taylor, and Andrew Rice and Jason Manley with David Rice and Thomas Bath. Ms. Meggie Troili proposed her top three were artist-led teams by Jiyoun Lee-Lodge, Horacio Rodriguez,Andrew Rice and Jason Manley.The Board discussed Lenka Konopasek's work. Ms. Troili found Lenka Konopasek's work to be very heavy and was unsure if it would be the right fit for the site. Mr. Olmedo-Renato stated that Lenka Konopasek is a versatile artist and asked if the board was interested in selecting an artist who does not have as much work in our collection vs. one who does. Ms. Montieth commented that she was impressed by Lenka Konopasek's artwork along the McClelland trail. M. Moya made a motion to recommend the teams led by Jiyoun Lee-Lodge, Horacio Rodriguez, Andrew Rice and Jason Manley to create proposals for the Pioneer Park Public Art Opportunity. Ms. Jen Lopez seconded; all Board members present voted in favor IV. FY23-24 Artwork Deaccessions Ms.Amy Childress gave a presentation on the four public artworks that are being recommended for deaccession or partial deaccession by the Salt Lake City Public Art Program in the 2023-2024 Fiscal Year.The four artworks include, Untitled,by Willy Littig(4th Avenue Stairwell),Peace Cradle by Dennis Smith (International Peace Gardens), Vines&Leaves by Brad Taylor&Kerri Buxton(Art Barn concrete pavers; partial deaccession), and 200 West Cycle Planters by John Riddle and Paul Heath (200 West,between North Temple and boo South; partial deaccession). Prior to this meeting, the Board received a memo outlining these deaccessions for review before the meeting. Ms. Childress went through Salt Lake City's Public Art Program Artwork Deaccessioning Policy and Guidelines that were adopted by the Salt Lake Art Design Board on December 2, 2021. Ms. Childress also talked about the Maintenance and Condition Assessment report the Public Art Program commissioned in 2020,the Public Art Program commissioned to identify immediate needs and prioritize efforts within the program.Ms. Childress showed the Board photos of each artwork and explained why the artworks were being recommended for deaccession or partial deaccession. Untitled,by Willy Littig was deaccessioned the report found that the concrete stamps have naturally worn out and no longer have the visual characteristics observed when they were first installed.Peace Cradle by Dennis Smit was deaccessioned because it was stolen from the International Peace Gardens. Vines&Leaves by Brad Taylor&Kerri Buxton was recommended for partial deaccession because the report noted that most of the pavers had chips, cracks, and broken edges due to natural wear and tear. Since 202o, all the pavers have continued to deteriorate and the ones in worst condition were removed by City Staff and replaced with ordinary painted concrete.200 West Cycle Planters by John Riddle and Paul Heath were also recommended for partial deaccession because 6 of the original 27 planters because they had had significant cracks, abrasions, and chipped concrete and tiles. Mr. Moya made a motion to recommend the formal deaccession of Untitled,by Willy Littig,Peace Cradle by Dennis Smith, Vines&Leaves by Brad Taylor&Kerri Buxton(partial deaccession), and 200 West Cycle Planters by John Riddle and Paul Heath(partial deaccession),Ms. Porter seconded, and all Board members present voted in favor. V. Public Comment No Public Comments were received VI. Other Business/Adjourn Mr. Olmedo-Gonzalez provided some updates for the Public Art Program.The Art Design will soon receive a draft to review the upcoming Japantown public art commission.The Call for Artists (Request for Qualifications)is scheduled to be open from mid-June —mid July. An announcement of the selection of Glendale Park as the future home of the Iconic West Side Public Art Project will be announced at the end of May.There are two opportunities for artists to receive funding for murals in Salt Lake City.The Neighborhood Business Improvement Program aka Fagade Grants through the City, and Project Support Grants through the Salt Lake Arts Council. Both grants are now open.The Living Traditions festival which is organized and presented by the Salt Lake Arts Council is happening May 171h_ 18th. Ms.Troili will be renewing her position as an Art Design Board member but will be stepping down as Chair. Ms. Felicia Baca gave updates on the Salt Lake Arts Council. Wake the Great Salt Lake Applications closed and 125 applications were submitted. The grant agreement from Bloomberg Philanthropies was received and is being looked over by the City's attorneys. The Salt Lake Arts Council applied for a CIP for the Art Barn but,unfortunately, did not receive the funding.The City is currently in budget season. On June 6th,the Salt Lake Arts Council is scheduled to present its budget for consideration. On June loth,the budget is expected to be approved by the Salt Lake City Council. Budget hearing information is available on the City's website and social media accounts. Ms.Tiffini Porter put forward a motion to close the meeting.
