HISTORIC LANDMARK COMMISSION MEETING

A roll is being kept of all who attended the Historic Landmark Commission Meeting. The meeting
was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark
Commission meetings are retained for a period of time. These minutes are a summary of the

Present for the Historic Landmark Commission meeting were: Chair Babs De Lay, Vice-Chair
John Ewanowski, and Jared Stewart, Emoli Kearns, Michael Abrahamson, Carlton Getz, and Alan
Barnett. Commissioners De Lucia, Vela and White were absent.
City Staff members present at the meeting were: Deputy Director Michaela Oktay, Planning
Manager Casey Stewart, Senior City Attorney Katherine Pasker, and Senior Planner Nan Larsen.
APPROVAL OF THE MEETING MINUTES FOR MARCH 7, 2024
Commissioner motioned to approve the meeting minutes. Commissioner seconded the
motion. Commissioners Ewanowski, Getz, Abrahamson, Stewart, Kearns, Barnett, and
Chair De Lay voted “aye”. Commissioner Vela abstained due to absence from the subject
meeting. The motion passed.
REPORTS OF THE CHAIR AND VICE-CHAIR
None given.
REPORT OF THE DIRECTOR
Gave an update that the zoning text amendment addressing min HLC members was passed by
City Council.
PUBLIC COMMENT
No public comment provided.
PUBLIC HEARING
1. Upper Yale Local Historic District Designation - Patricia Goede, a property owner in the
proposed local historic district, has submitted a petition to designate a new local historic
district within the Yalecrest neighborhood of the City. The proposed boundaries of the
Yalecrest - Upper Yale Local Historic District are approximately 1802 East to 1885 East along
Yale Avenue. The request is before the Historic Landmark Commission because the local
historic district designation process requires the Commission to hold a public hearing and
forward a recommendation to the City Council, which has final decision making authority on
this type of request. The proposed district is located in City Council District 6, represented by

Senior Planner Nan Larsen reviewed the proposal as outlined in the staff report. She stated
that staff recommends forwarding a recommendation of approval to the City Council.
Michaela Oktay discussed some history that resulted in the local historic district designation
process the petition adheres to currently, mostly dictated by state law.
The applicant Patricia Goede gave a subsequent presentation about the area, demographics
in the area and some housing types you would see in the district.
PUBLIC HEARING
Chair De Lay opened the public hearing.
Art Swindle: Discussed district and his Yalecrest community. Thanked the commission.
Lynn Pershing: Discussed the architectural gems in the neighborhood, the cost of housing,
the different sizes of homes in the area and affordable housing in the neighborhood.
Toni Lehtinen: 44 year resident in Yalecrest. One of the longest term residents. Supportive of
this local district.
Seeing that no one else wished to speak the Chair closed the public hearing.
EXECUTIVE SESSION
Getz: Always supportive of LHDs that preserve buildings in that district. Knows there are
always concerns but reately the case those fears are realized. There are many ways to
preserve a building and many times it is affordable.
Chair DeLay stated it is cheaper to buy an existing house than a new one and better for the
environment.
MOTION
Commissioner Getz made a motion to forward a positive recommendation to the City Council
to approve the local historic district designation. Commissioner Kearns seconded the motion.
Based on the information presented and discussion, I move that the Commission
forward a recommendation to City Council to adopt the Upper Yale local historic
district including the changes to the historic status rating of the properties identified
in the staff report.
A motion to forward a positive recommendation to the City Council was unanimous (7)
passed.
The meeting adjourned at approximately 6:00 PM.
