8/28/2024 - Pending Minutes SALT LAKE CITY PLANNING COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Wednesday, July 31, 2024 A roll is being kept of all who attended the Planning Commission Meeting. The meeting was called to order at approximately 5:30 p.m. Audio recordings of the Planning Commission meetings are retained for a period of time. Present for the Planning Commission meeting were: Chair Mike Christensen, Vice Chair Aimee Burrows, Commissioners Bree Scheer, Amy Barry, Anaya Gayle, Landon Kraczek. Commissioner Brian Scott was absent from the meeting. Staff members present at the meeting were: Planning Director Nick Norris, Planning Manager Amy Thompson, Senior City Attorney Katherine Pasker, Senior Planner Daniel Echeverria, and Administrative Assistant Bonnie Whaley. Chair Mike Christensen shared the opening statement. REPORT OF THE CHAIR AND VICE CHAIR Chair has nothing to report. Vice Chair has nothing to report. REPORT OF THE DIRECTOR Director Nick Norris updated the commission on land use applications. Commissioner Scheer “Moved to postpone approving the minutes until next meeting”. Commissioner Kraczek seconded the motion. Commissioner Yes No Kraczek x Gayle x Barry x Scheer x Burrows x Christensen x Motion passed five to one. OPEN FORUM No one wished to speak. BRIEFINGS 1. 300 West Corridor & Central Pointe Station Area Plan (PUBLIC HEARING) - The Planning Commission will receive a second briefing from Design Workshop, the project consultant, and City Planning Staff, on the Salt Lake City Planning Division's 300 West Corridor & Central Pointe Station Area Plan draft. Draft plan content was previously presented to the Commission in March. The consultant has prepared a complete draft plan based on Planning Commission and public input. The Commission will hold a public hearing, but no recommendation will be made at this meeting. An additional public hearing and recommendation will follow at a later date. The plan will guide the future development and use of property in the area extending from 1700 South to 2100 South and from I-15 to West Temple in the Central Community planning area of Salt Lake City. The project area is located in Council District 5, represented by Darin Mano. Marianne Stock from Design Workshop discussed the draft plans. Commission and staff discussed different parts of the draft plan. The Chair opened the public hearing. PUBLIC HEARING Ballpark Community Council Chair, Amy J Hawkins, discussed the trail proposed along the TRAX line. Seeing that no one else wished to speak the chair ended the public hearing but left it open to reconsider this at a future meeting. Commissioner Barry requested the plan identify some alternate green space to augment the area. Commissioner Scheer asked if there is any publicly owned land within this space. Marianne Stock addressed the issue of greenspace to augment the area. Commissioner Kraczek clarified properties giving space for right away. Commissioner Gayle stated language needs to be clear when addressing properties giving right of way and not promising what we don’t have. Commissioner Christensen agreed allowing UTA to work with property owners to create a trail or a linear park. Commissioner Kraczek stated the plan needs to be clear and clarify the language with a linear park or green space and property right of way. 2. Zoning Consolidation Project - The Planning Commission will be briefed on the proposal to consolidate the existing mixed use and commercial zones into new "MU" zones. This briefing will include reviewing how the current parking regulations will be addressed in the proposed consolidation. (Staff Contact: Nick Norris at 801-535-6173 or nick.norris@slcgov.com) Case Number: PLNPCM2024-00707 Planning Manager Amy Thompson reviewed proposed changes to the parking chapter in relation to the MU zoning consolidation. Staff discussed several options that were explored to address off street parking, the pros and cons of each option, and the recommended option moving forward. The commission indicated that some additional information on how the parking chapter will be implemented is needed before they can provide constructive feedback on the proposed changes. Planning staff agreed to follow up with a subsequent briefing to provide a parking chapter overview and information sheet at a future PC briefing. The meeting adjourned at approximately 6:55 PM.
