A roll is being kept of all who attended the Historic Landmark Commission Meeting. The meeting

Present for the Historic Landmark Commission meeting were: Chair Babs De Lay, Vice-Chair John Ewanowski, Jared Stewart, Carlton Getz, Adrienne White, Amanda De Lucia, Michael Vela and Alan Barnett. Commissioners Kearns and Abrahamson were absent.
City Staff members present at the meeting were: Planning Manager Kelsey Lindquist, Senior City Attorney Katherine Pasker, Senior Planner Sara Javoronok, and Administrative Assistant Bonnie Whaley

The motion passed. REPORTS OF THE CHAIR AND VICE-CHAIR None given. REPORT OF THE DIRECTOR Planning Manager Kelsey Lindquist gave an update about zoning consolidation project that is in progress.
PUBLIC COMMENT
No public comment provided. PUBLIC HEARING 1. Addition Modifications for Salisbury Mansion at Approximately 547 E 100 S - Brandon Harris, on behalf of the property owner, Phil Winston, of 574 E Holdings, is requesting
approval for a Minor Alteration. The original approval was granted by the Commission in November 2017 and additional modifications were granted by the Commission in May 2021. The proposal applies to the spandrel glass between floors and at the parapet. The request is
to change this from glass to brick. The proposal is referred to the Historic Landmark Commission since the original approval was from the Commission and the modifications are on a street-facing facade. The property is designated as a Salt Lake City Landmark and is in the Central City Historic District. It is zoned RMF-45 and is within Council District 4, represented by Eva Lopez Chavez. Mansion. Phil Winston, Applicant, presented the changes that were requested for the Salisbury Mansion.
Requested to re-install the sandstone from the original build. Commissioner De Lay requested clarification of spandrel glass and what it is.
Commissioner De Lay asked what is the purpose of the connecting building.
Commissioner Ewanowski asked if the brick being used would be the same as the addition. Commissioner Barnett asked if spandrel glass could be left in the design without the change
requested to add brick. Commissioner Stewart clarified the connection of attachment of the brick and spandrel glass. PUBLIC HEARING
Chair De Lay opened the public hearing.
Cindy Cromer expressed concern with the vulnerability of the building and site.
Seeing that no one else wished to speak, the Chair closed the public hearing
Planning Manager Kelsey Lindquist stated the proposal of the inclusion of the sandstone needs to be another application process.
Commissioner Vela stated he liked the design and approved the alteration. MOTION
Commissioner Vela stated, “Based on the information presented and discussion, I move
that the Commission approve this minor alteration as recommended by staff.” Commissioner Stewart seconded the motion.

Motion passed unanimously WORK SESSION 1. Major Alterations Briefing for Pioneer Park Phase 1 at Approximately 350 S 300 West - The Parks & Public Lands Department submitted two Major Alteration requests for Pioneer
Park Phase 1. Pioneer Park Phase 1 improvements will introduce a pavilion, a ranger building, playground equipment, water features, and new hardscape configurations to the north portion of the public park. The design package is at 30%, a work session is requested for direction

Planning Manager Kelsey Lindquist briefed the Commissioners on the major alterations requested for Pioneer Park.
Nancy Monteith from Parks & Public Lands Department, Nate King and Anne Mooney from Sparano & Mooney Architecture presented their brief for the proposed project.
Commissioners and staff discussed the proposed project. 2. Major Alteration for Twin Home at Approximately 235 S 600 East - The applicant, Aaron Ravonsheed, is requesting direction from the Commission prior to a public hearing for a Major Alteration to the dwelling located at the above stated address. The proposal is to rehabilitate the existing historic dwelling, add an attached garage to the rear of the existing dwelling, and a new home, creating a twin home configuration, to the rear of it. The applicant is requesting
modifications for the reduction in the rear yard setback to 13’ from the required 25’ and stairs greater than 4’ in height in the rear yard. The property is in the Central City Historic District and is zoned RMF-35. It is within Council District 4, represented by Eva Lopez Chavez. (Staff
