10/3/2024 - Pending Minutes SALT LAKE CITY HISTORIC LANDMARK COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Thursday, September 5, 2024 A roll is being kept of all who attended the Historic Landmark Commission Meeting. The meeting was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark Commission meetings are retained for a period of time. These minutes are a summary of the meeting. Present for the Historic Landmark Commission meeting were: Chair Babs De Lay, Jared Stewart, Carlton Getz, Adrienne White, Amanda De Lucia, Michael Vela, Michael Abrahamson, and Alan Barnett. Commissioners Kearns and Vice-Chair John Ewanowski, were absent City Staff members present at the meeting were: Planning Manager Amy Thompson, Planning Manager Casey Stewart, Senior City Attorney Katherine Pasker, Senior Planner Sara Javoronok, Senior Planner Aaron Barlow, Senior Planner Nan Larsen, Principal Planner Seth Rios, and Administrative Assistant Bonnie Whaley APPROVAL OF THE MEETING MINUTES FOR August 1, 2024 Commissioner Getz motioned to approve the meeting minutes. Commissioner Vela abstained. REPORTS OF THE CHAIR AND VICE-CHAIR Nothing to report REPORT OF THE DIRECTOR Nothing to report PUBLIC COMMENT No public comment provided. PUBLIC HEARING 1. Minor Alteration Murphy ADU Building Materials at Approximately 1076 East 3rd Ave - Jason Wheeler of Assist Community Design Center, representing the property owners, is requesting Minor Alteration approval to modify the exterior materials of a previously approved accessory building at the above-listed address. A special exception (PLNHLC2021-00479) was also approved on the June 3, 2021, Historic Landmark Commission meeting, allowing additional height. The property is located within the Avenues Local Historic District and the SR-1A (Special Development Pattern Residential) Zoning District. The subject property is located in Council District 3, represented by Chris Wharton. (Staff Contact: Aaron Barlow at 801-535-6182 or aaron.barlow@slc.gov) Case Number: PLNHLC2020-00615 Senior Planner Aaron Barlow presented the minor alterations for approval to modify the exterior materials. Staff recommends commission deny the changes. Commissioner Vela requested why there was a material change. Senior Planner Barlow stated the materials were changed during the build process and the plans were not updated. Jason Wheeler from Assist community Design Center, Jenna Eckles and Paul Murphy, homeowners, were present and provided information about the material modifications changes made. Chair opened the public hearing. William Swinger 1073 E 2nd Ave – concerned about windows being clear versus glazed. Chair closed the public hearing as no one else wished to speak. Commissioner Barnett concerned about building visibility and plans were ignored and not updated when they could have come back to the Historic Landmark Commission. Commissioner Vela stated he is sympathetic to the owners however they could have come to the Historic Landmark Commission with these changes. Commissioner Stewart stated some items should be approved and some should be denied. Commissioner De Luca stated concerns about the glazed windows versus clear. Commissioners discussed the design changes and what items should change and what should be removed. All changes should be removed with the exception of the railing. Jason Wheeler stated he understood there was a process that needed to be followed. With his rebuttal he stated they could make changes and bring forward the plans to HLC again. Paul Murphy stated the specific windows were not available in the state and went with different style. Commissioner Barnett clarified if stucco was acceptable material. Senior Planner Burrow clarified stucco Commissioner Abrahamson discussed contrasting materials with the hardy board and stucco. Commissioner De Lay stated the plan could come back to the commission after changes were made. MOTION Commissioner Barnett made a motion for the following: • To approve the installed railing and stucco since they meet the necessary standards. • To replace the installed lap hardiboard siding with siding (of similar material) without artificial wood grain. • To replace the installed windows with windows that are inset according to the plans originally approved by the commission. Commissioner Stewart Seconded the Motion. Commissioner Vela offered a friendly amendment to require only the windows visible from adjacent property (on the south, east, and west facades) to comply with the original plans since the north windows are interior to the lot. Commissioner White offered a friendly amendment to require opaque glazing on the windows listed by Commissioner Vela. Commissioner Barnet approved and Commissioner Stewart seconded the amendments. New Construction Cottonwood - Western Gardens at Approximately 550 S 600 E - Tyler Morris, on behalf of the property owners, is requesting New Construction approval in a Local Historic District for the above-listed address. The proposal is to construct a multi-family residential primary structure, housing a total of 166 units and a leasing office on the property. The existing structures on the property are proposed to be demolished. The property is located within the Central City Historic District. It is zoned FB-UN2 and is located within Council District 4, represented by Eva Lopez Chavez (Staff Contact: Nannette Larsen at 801-535-7645 or nannette.larsen@slc.gov) Case Number: PLNHLC2023-00909 Senior Planner Nan Larsen discussed the request of new construction approval presented in the staff report. Staff recommends approval with request of changes and modifications listed in staff report. Tyler Morris and Alex Stodard were present to discuss the plan. Commissioner Barnett requested clarification of the pillars, balconies, and cornice materials. Commissioner Vela requested clarification of separation of building and fire access. Senior Planner Larsen stated she spoke with Douglas Bateman about the building passing fire. Senior Attorney Pasker clarified fire is the next phase after commission approval. Tyler Morris discussed the design of the plan being presented. Commissioner De Lay clarified where the HVAC was located. Commissioner also stated they liked the design of balconies. Commissioner Barnett clarified wall signs design and location. Senior Planner Larsen stated signs would be a modification request. Commissioner Abrahamson asked who the signs are for. Commissioner Barnett stated he liked the idea of a vintage sign. Commissioner Abrahamson clarified the stucco design on top of the building. Chair opened the public hearing. Cindy Cromer stated her pros and cons of the Western Garden building would bring. Niels Valentiner, owner of property to the north, supports the construction but has concerns about the balconies, and location of the building and separation of building. Five-minute break was called 6:49 Reconvened at 6:54 Commissioner De Lay asked if balconies could not be on the north side of building to allow a bigger alley. Tyler Morris stated this had been discussed with all parties involved. Commissioner Barnett clarified the easement and balcony size. Chair closed the public hearing as no one else wished to speak. Commissioner Abrahamson has issue with the sign on the parking building Commissioner Barnett has an issue with the building not being identified as contributing. He also stated this is a great project. Commissioner De Lay requested clarification of the building being considered contributing. Planning Manager Thompon clarified that the building has been determined as not contributing. Commissioner Stewart stated his concerns of balconies and how close they are. Commissioner Barnett stated this commission is not the experts for fire codes. MOTION Commissioner Abrahamson stated, “Based on the information presented and discussion, I move that the Commission approve this new construction as recommended by staff with the condition the wall sign on the building not be approved.” Commissioner Getz seconded the motion. National Register Nomination for Symphony Hall/Maurice Abravanel Hall at Approximately 123 W South Temple - The State Historic Preservation Office (SHPO) has received a request to add Symphony Hall/Maurice Abravanel Hall, to the National Register of Historic Places. The National Register Review Committee will consider this nomination at their meeting on September 19, 2024. The SHPO is requesting review and input from Salt Lake City as the Certified Local Government in this matter. The property is not located within a Local Historic District or listed as a Local Landmark Site and would not be subject to any local preservation standards found in the H Historic Preservation Overlay zoning district. The property is located within council District 4, represented by Eva Lopez Chavez. Commissioner Getz requested clarification of Abravanel Hall acoustic deficiencies and current configuration or would a remodel need to be completed. Adrienne White stated she spoke with architects and designers that said there are no deficiencies. Commissioner Barnett questioned National Register listing without building being 50 years old. Adrienne White explained how the hall is within five years of the 50-year requirement and the requirements for listing based on engineering. Commissioner De Lay requested how Adrienne White was involved in this project. Adrienne White explained she was hired as a consultant. Chair opened the public hearing. Commissioner Getz clarified even with Abravanel Hall listed on the National Register of Historic Places, it is not protected. Five-minute break 8:18 Reconvened at 8:28 Commissioner White rejoined the commission. WORK SESSION 1. Major Alteration for Twin Home at Approximately 235 S 600 E - The applicant, Aaron Ravonsheed, is requesting direction from the Commission prior to a public hearing for a Major Alteration to the dwelling located at the above stated address. The proposal is to rehabilitate the existing historic dwelling, add an attached garage to the rear of the existing dwelling, and a new home, creating a twin home configuration, to the rear of it. The applicant is requesting modifications for the reduction in the rear yard setback to 13’ from the required 25’ and stairs greater than 4’ in height in the rear yard. The property is in the Central City Historic District and is zoned RMF-35. It is within Council District 4, represented by Eva Lopez Chavez. Aaron Ravonsheed presented the changes that have been requested for the dwelling. Commissioners and staff discussed the proposed project. 2. New Construction Kinney House at Approximately 563 N Center St - James Cocks, the property owner, is requesting approval for New Construction in a Local Historic District to build a single-family home at the above-listed address. Currently, the land is vacant, and the property is zoned SR-1A (Special Development Pattern Residential). The subject property is located within Council District 3, represented by Chris Wharton. (Staff Contact: Seth Rios at 801-535-7758 or seth.rios@slc.gov) Case Number: PLNPCM2023-00938 Principal Planner Seth Rios presented the new construction proposed and held a discussion with the commission about the requested changes. James Cocks and Dave Brach presented their proposal on the construction project. Commissioners and staff discussed the proposed project. OTHER BUSINESS 1. Elections – Chair and Vice - Chair Commissioner Getz nominated Commissioner Ewanowski for Chair and himself for the Vice-Chair position. None of the commissioners rebutted the nomination. Chair De Lay called the motion. All commissioners voted “aye”. The motion passed. The meeting adjourned at approximately 9:25 pm
