She began by asking each person to introduce themselves for roll call.Those in attendance as follows: Laura Marshall,Facilities;Josh Lander,Salt Lake City&County Building Administrator; Catherine Tucker,Committee Chair;Steve Burt,Committee Member;Mark Morris,Committee Member; Kathy Davis,Committee Member with Salt Lake City Art Council;Jaysen Oldroyd,Salt Lake City Attorney's Office;Karen Ferguson,Committee Member;Robyn Taylor-Granda,Committee Member with Preservation Utah;and Sean Fyfe,Salt Lake City Engineering. Agenda Item 1:Review and Approval of Last Month's Meeting Minutes&Introduction of Members Catherine gave everyone a moment to review the meeting minutes for August 12,2024. After a few minutes asked if anyone had any comments or corrections to the minutes. If not,can I have a motion to approve the meeting minutes. Mark Morris motioned to Approve the meeting minutes. Kathy Davis Seconded the motion. Catherine said we will now vote on the motion to approve the meeting minutes from August 12,2024. All those in favor. Or any opposed. Steve Burt said I will abstain from voting since I was not at the meeting. All the other Committee members unanimously voted to approve the minutes. Catherine said because we do have a number of new committee members.We want to give everybody a chance,just to understand what role everyone fills on the committee and a little bit of their background. I will go first. My name is Catherine Tucker,and I serve as the structural engineering representative for the committee.We try to have a diversity of different opinions and backgrounds on the committee.So,that we get a good holistic view of the protection and preservation of the building. My background is dual degrees,and dual practices in both fields.Born and raised in Salt Lake City. Salt Lake City Public Library and Washington Square were my stomping grounds as a little kid growing up.So,every time I come here,I feel like I'm a little kid again. It's great. My name is Steve Burt, I'm the newest member. I'm an architect and a general contractor.I've done a lot of historic preservation projects over the last 30 years.Starting with Fowler, Ferguson, Kingston and Ruben back in the early eighties working on the Hotel Utah.And most recently we've done work up at the Union Pacific Railroad Station up in Morgan, Utah,where we did a small renovation and restoration there. And at the Governor's Mansion on South Temple,we've done restoration projects there several times in the last 10 years.And I believe the role that I am filling is the contractor role.I am semi-retired and now a writer. I write fiction. My name is Mark Morris,I am a landscape architect and urban planner.I've had my own firm now for 14 years here in Salt Lake and we've done work just about everywhere.We've done a few historic preservation projects that relate to landscape architecture.We're right in the midst of working on the Lion House,which is undergoing some of the most substantial work that's ever been done on those structures.Also,I served previously on the Sugarhouse Park board,which doesn't have any structures,but certainly is a historic landscape in our city.I'm from St.George, but I've been in Salt Lake about 20 years now,so I feel like I've been here forever. 1 I'm Josh Lander, I'm the building administrator,which is a fairly new role.I've been in the position for about 10 months. Prior to that there really wasn't a building administrator. So, I'm basically the contact person for all the occupants in the building. I am the liaison for the events which happen here.I look after some of the projects in the building. I'm the contact when the occupants are re-doing floor plans and furniture systems. I think the city found a need for this position because historically someone from Facilities would have done this.And it was becoming too much of a full-time job for them.So,they decided to make a position for it.Prior to this job I sailed on ships for about 12 years as a commercial officer and sailed around the world.Prior to that, I was a commercial diver and did underwater welding and inspections. I've done a lot of construction,so was familiar with the systems in the building. My name is Laura Marshall,I work in the Facilities Dept.as the office facilitator. I assist management with the employees at the Facilities.Currently we have 61 employees.I oversee the office,payroll and invoicing for the department.I'm also the managing secretary for the Conservancy&Use Committee. I've worked for the city for a year and prior to that I worked in the mortgage industry for about 30 years. I'm Karen Ferguson.I'm an associate principal with VCBO Architecture and I am a project manager for them.I worked on the restoration of the State Capitol.And I've worked on the stone restoration of this building in 2015. I've been up and down the outside of this building a lot.As well as,up in the attic and down in the basement of this building for the seismic updates. I'm Jaysen Oldroyd.I work with the committee as a representative from the Attorney's office. I typically handle any types of legal questions that might come up,and that we might be involved with.And then,if we need to make any changes to the various governing ordinances that govern the committee,I'm also involved in that. I'm Sean Fyfe.I'm the city architect and I work in the Engineering Division.I'm an ex-officio member of the committee,so I don't vote on things. It's more of an advisory role,on how the city executes design and construction projects in general. I've been involved in many projects over my 14 years with the city,doing projects for the city,and county buildings and for Washington Square.So that's my role. I'm Robyn Taylor-Granda,I'm the representative for Preservation Utah and have been with them almost a year. I joined this committee to replace someone who joined our board.So,we swapped. I've been involved in architecture,engineering and millwork as a project manager&drafter for about 25 years.I decided to get back into preservation,which aligns with my original degree in historic preservation and architectural design.I administer our easement programs,which requires a lot of dealing with people who aren't doing what they're supposed to be doing. So,it's basically our landmarks committee,and the planning department all rolled into one.And we have our loan program.I'm glad to be on this committee.This committee has already really helped me get a feel for how large projects are run.And I've learned a lot more about how this city functions and how they do their projects. I'm Kathy Davis,and I'm the designated member of the Salt Lake City Arts Council. My background has nothing to do with art or preservation. I'm actually an attorney with the Utah Attorney General's office. But I appreciate art and preservation quite a bit. Catherine said we also have 2 committee members who are absent.Travis Sheppard serves in the architectural representation role. He is a practicing architect with GSBS.And Caitlyn Barhorst represents the Utah State Historic Preservation office. Caitlyn is the owner of Restoration West and is fairly new to the committee. Okay,thanks for taking the time to do this everyone. I figured it would be nice for us to have a better understanding of each other,our expertise and our wide range of backgrounds. I think that it helps us make better decisions together. Agenda Item 2:Earthquake Remediation Update Sean stated we're pretty much finished.We had the last walk through this afternoon.So,our contractor is no longer going to be on site. We are, from this point forward,just going to have warranty walks every so often over the next year. And we do need to reconcile the project with the insurance company,which will be quite a job.That's where we are. It's has gone amazingly well. If Travis was here,I would be complimenting him on his service to the city on this project.He was the right design consultant for this project.We're really pleased with the outcome.Paulsen,our contractor,was just excellent. And Josh,too,helping with the occupants.We couldn't have envisioned it going any better than it did. I was just really pleased with the whole effort. Catherine said I'll just echo what you said,knowing a lot of those people myself,that it's a good group.And I'm not surprised that it went well. But I'm sure it's a big relief to have it finished. So just to clarify Sean,there are no outstanding punch list items to do. Sean said very minimal,maybe one or two items. Catherine asked so maybe by the time we meet again in a month;the punch list items should all be resolved.Sean said oh yes, it's really at this point just tracking.We issued a fee substantial completion.So,the only thing remaining is every 6 weeks or so there'll be a warranty walkthrough before the expiration of a particular phase.I don't really anticipate any warranty items.Given the nature of the work. And that's really it. Agenda Item 3:Review Employee Breakroom Design Plan for Cafe 2 Josh said so,some of the new members may not know.But the cafe,historically in the building,was operated by a lessee of the space who would provide food services,drinks,coffee or what not. But with the disruption of Covid&the hybrid work schedules of employees,the cafe just wasn't receiving enough clientele and money to keep it operating.And during the construction phase we tried short term leases and brought in a couple different vendors to provide services,and all of them said they just couldn't make money here.There weren't enough sales and none of them wanted to come back. So,we bounced around some ideas regarding this space.There is a small break room on the 3rd floor,that the mayor put in a long time ago,but it's not conducive for the whole building to use.And there really wasn't anywhere for employees to go for lunch.And with the cafe not making any money. We decided to go with something called a mini market which is provided by Workforce Services of Utah.We have a participating agreement state contract with them.And Workforce Services provided a vending service called Blindman Vending Service,owned and operated by a blind man. And he has several of these types of mini markets in other city buildings. So,we decided to try this at City Hall.We are in the process of amending the city contract right now and today I believe it was finally amended.The freezer cases and everything are ready to be brought in.We've added some extra electrical upgrades in the space for additional freezer cases and refrigerators.On the screen is a picture of what it's going to look like.The only change to the actual cafe is we're going to shut down the commercial kitchen to the right of the drawing&it will be locked so people will not be able to access that space.All the kitchen equipment will be shut down. But we're not doing anything with the kitchen space,so if we ever need to go back to leasing it with a food service we can. We've purchased some lounge-type furniture for people to sit and relax.The original furniture,which was tables and chairs,will still be in there but not all of them,so there will be enough room to get around.The upper vestibule area to the east,in that little blue box,there will be a 6-person conference table with chairs.So,employees can have a small meeting or a meet and greet in there. The vending service will be a self-checkout.You can grab drinks,sandwiches,salads,then check out on the kiosk by using your credit card or cell phone.The room is going to be locked, requiring an employee to badge in using the S2 badging system.So only city employees can access it.No public use.And this has gone all the way up the chain to the mayor for approval.Public Lands and Streets have a very similar system,and theirs are through a Workforce Services state contract. So were not the only building that is doing this in the city. One of the biggest complaints in this building regarding the cafe vendors was that the food was just too expensive.So having this be self-check-out,it'll keep costs lower for employees. So,if you look at the rendering,there'll be 2 refrigerators and a freezer and then the unrefrigerated goods. Employees will self-check-out using the kiosk.It'll also have a surveillance system in the room.It is on the honor code. Basically,we're not really changing the design or the look of the cafe. We are installing a sink for people to wash their dishes.And there'll be some microwaves on the counter to heat things up.But other than that, there's really no change to the cafe itself. So,these things can be removed,and we can go back to the original state very,very easily if needed. Steve asked in the floor plan drawing,we have the CCTV that was shown in that illustration. Is that actually there? Josh said so,the city has its own camera system there for security reasons,and then the vendor provides their own system as well. Steve asked,is it right over where the people put their password or their PIN number in. Josh said I'm not sure exactly where their camera is going to go.That's a good question.But like, I said,this is a system that's in a lot of other buildings in the city. So,I will go and take a look at that. But there haven't been any issues,to my knowledge,of any data or PIN code data breach issues. Josh continued so basically;you enter the double doors to the west.All that stuff will be on the left of the double door entry.The service counter is on the right of that L-shaped service counter.Nothing will change.There will be 2 commercial microwaves for people to heat things up.And the furniture placement,booth style, is along that north wall. There is a little conference room in the vestibule on the east side with the conference desk&chairs. Karen asked so right now,there's a bunch of tables that fill the cafe room.The rendering shows having a great big open space. Josh said no,we're going to use the existing tables&chairs,they're just not on the drawing.So,there will be the lounge area for seating,as well as tables and chairs. Catherine asked since I don't have the design guidelines in front of me.Do you happen to know what contribution level this room is to the historic nature of the building.I think this is considered a non-contributing room,is that accurate.Josh said I'm not sure about that.Laura said it's been a cafe for a long time.Catherine said when we look at the function of this committee.A large part of this is us just making certain that we're following the intent of that document.And that document indicates locations in the building. For example,the main central corridors are the most important level of historic nature for the building,and we shouldn't be putting in different types of styles of furniture in those main spaces.Laura said,the hall is a priority A,but this room probably is more likely a B. Josh said the natural recon laminate was one you guys approved for use in this building.So, it's an oak look,as shown in the drawing. But this light oak is one approved by the committee for furniture.I don't know when, I'd have to go back to the fixed furniture systems to check.There were 2 designs, I think,that you guys had approved. And this was one of them. Catherine said anything that we can do to make certain that we're using a palette of materials,that is in keeping with those that have already been approved.I'm not trying to be a stickler but when I'm looking at this gray washed cabinet.And obviously it's just a rendering, I don't know if that's the actual material. But anytime we're looking at these new kinds of trendy modern finishes.Try to minimize that,if you have options. For example, the finishes here in this room,either a close grain or open grain oak is preferable verses a gray washed look.Even if it is a more modern function, such as the cafe.But again, I think the cafe is a non-contributing space.And of course,if we had an outside cafe vendor.We wouldn't be anticipating they were going to be maintaining any kind of historical finishes.It's just that we're trying to maintain the exact function of this committee.We're 3 not trying to set trends and bring in modern cool materials.We're trying to maintain the historic materials or the spirit of those materials,if we're at all able to. Josh said that room is particularly hard,because it's more art deco,so it doesn't necessarily stick to the historic vibe of the building.The furniture that's in there is kind of art deco.It's been painted black and white at some point,which is not the scheme of the building.So,it's difficult to do a design for there.We stuck to the natural light tones of the tile,as well as someone at some point painted black highlights.So,the furniture has some black on it.But it's a tough room to work with,because it's not like any others in the building.Catherine said so maybe in the future,area by area,you could restore different spaces in the building to a more historic nature,if there's funding. In the meantime,when there's not a budget for it.Let's just make sure that we're not doing something that's yet another new style. Catherine added following up on what we had discussed at length at our last meeting about the mother's room.I noticed that on this plan,right next to the cafe,there's a room called mother's room common.The major point of conversation last time,was the idea that we're now going to have pods for the mother's rooms.They're going to be on the 4th floor,in lesser used areas of the building to give mothers privacy for pumping,etc. while they're here at work.And the problem that was noted was per code,we needed to be able to have a dedicated break room with a sink as part of their preparation process to for hygienic purposes. This mother's common room is adjacent to the cafe.Does it meet code in terms of having a sink in there.Josh said the problem with this mother's common room is that it's going away.That's why we're doing the lactation pods.This is an outdated drop of the area.It's serving as the mother's room right now,until we get the pod. But what I forgot to mention from the last meeting is I discovered there is a sink right next to where the pod will be on the 4th floor.There is a dedicated break room adjacent to it.We discovered this when Travis,Laura and I walked down to take a look at the pod location last month.Laura said yes,it's 15 steps from where the pod will be placed. Josh said and no,the mother's room common does not have a sink in there.So,I think the new situation will be better.Catherine asked does anybody else have any questions. Karen said I think it's a good use of the space. Josh said It was a very popular idea amongst the occupants in this building.Steve asked so will the new cafe elements go where the mother's room common is shown in this drawing. Josh said no,the mother's room common is a whole separate space entered from room 126.And it is being turned into a conference room for Economic Development. Catherine asked okay,if there are no other questions we'll move on to the next agenda. Josh stated I have a power point presentation regarding the Fountain Restoration project.We just want to restore the fountain back to its natural beauty. Josh asked,would you like me to hold off on presenting this until Mark comes back.Catherine said yeah that is a good point Josh.We had Mark leave the room temporarily.We want to make sure that he's available for this discussion. I'm assuming he will be coming back soon.Let's reverse the agenda items and pause on this one and the representative for Washington Square until he's back.So,let's move on to agenda Item 6 next. Aeenda Item 6:Committee Elections Catherine said Jaysen can we get your input on this.From the reading of the current ordinance that governs this committee,we understand that we need to open up an election for committee chair and committee vice chair every year.The question would be what the limitations of that are.Is the committee chair to serve only one term at a time or can they serve 2 terms consecutively. I'm not sure that the ordinance speaks to that. Jaysen said that's a good question,I'll take a look.Catherine said looking at the number of committee members we have,and the fact that we're here for 8 years. I think we all end up generally serving as committee chair twice.Officially from a state of continuity,do we want to try to encourage committee members to serve twice in a row.Or from a standpoint of equality,allowing for equal sharing of voices.Do we want to encourage committee members specifically not to do so,and to only serve for one term at a time. I want to make sure that we're following whatever the ordinance is instructing us to follow. Jaysen said so I'm looking at the committee,the appointment of the members,and the creation of the committee.Catherine asked are the areas of the ordinances that we had recently edited,is that the one currently online. Jaysen said no,the version that I'm seeing online still has the 2013 date.I haven't seen anything more recent online. Catherine said and I think the main thing that we changed was clarifying eligibility for the committee and we clarified by pointing to the design guidelines specifically and more stringently.So,two things that don't affect our conversation today. My reading of this provision it doesn't address it.Jaysen said that's what I see as well.Let me take a quick look in chapter 2.07,which is kind of the default provisions,if there's not something more specific.And then I'll look at 2.07.120 which talks about election of board officers.And that just says,"Each City board shall select one of its members as chair,and another member as vice chair shall perform the duties of the chair during the absence or disability of the chair". So,there's not a lot of direction beyond what we have there. So,I think we could just go ahead and take nominations. And then just hold an election as to who would be designated as the chair and the vice chair.And beyond that,I don't believe there's any restrictions placed in the code that would indicate that some members can or cannot serve for specific periods of time. Catherine said so then I'm going to ask for nominations for the Chair.And then after that,I'll ask for nominations for the Vice Chair.You can then choose to vote for somebody,you can choose to vote oppose for somebody,or you can choose to recuse yourself.So do I have any nominations for whom we want to serve as the chair for the next one-year term. Steve said not having been to any other meetings,and only seeing how Catherine handles this meeting,I would nominate Catherine as chair.Kathy seconded that nomination.Robyn said I was going to say can we nominate you,Catherine. Catherine said alright and I am happy to do so.But I'm 4 also happy to step aside if there is someone else. Having a good working group is what matters to me.Karen said I would second it. I think having that consistency is important.Catherine said certainly,then after the second term in a row as chair,we will need to then have the vice chair step into becoming hopefully the presumptive chair the following year. Catherine said all those in favor of electing Catherine Tucker as chair for the following year. Catherine recused herself from the vote. The committee unanimously voted to approve Catherine Tucker as chair. Catherine went on,we now need to have a nomination for someone to serve as vice chair,which is a very helpful role in case I get sick or I'm out of town.And then the vice chair would be the presumptive person to become the chair the following year. Do I have any nominations for the vice chair. Steve said I only really know Travis.Has Travis been a chair or vice chair.Catherine said no I think we're all new,except for Kathy. Have you served as vice chair or chair in the past? Kathy said no,I'm pretty new.Catherine said then we're all relatively new.This is my first term serving as chair. Mark asked who is currently the vice chair? Catherine said we don't have one.Laura added John Kemp was the previous vice chair,but his term expired. Catherine said I think what's most important is being able to be here,so that we can have a quorum.So, I don't know Travis'availability,but he's generally here,and very responsive.Do I have any other nominations for vice chair. Kathy Davis said I would nominate Travis.Steve Burt said I would second that,subject to him accepting. Catherine added well,I think because he was nominated by the committee,it's a tradition of this committee that if somebody's absent they may well end up being chair or vice chair. Catherine asked may we now vote to approve Travis Shepperd as vice chair of the committee for the next following year. All those in favor.Or any opposed. The committee unanimously voted to approve Travis Sheppard as vice chair. Catherine said let's move back to agenda item 4. Agenda Item 4:Review Washington Square Fountain Restoration Project Josh said here's the PowerPoint presentation I put together. Basically,how this all started was when I got hired here,I received several complaints that the fountains were not in great working condition,as well as the structural integrity was somewhat lost,rendering the fountains unsafe for use. The fountains are a beautiful mark on Washington Square.This is directly from the design and use guidelines 6.6.2.5; Fountain History:Both ornamental cast iron fountains located on the west side of Washington Square were rehabilitated as part of the 1980's renovation project.The original fountains were extensively researched and retained features were incorporated into the new fountains.Strategies for making decisions regarding the fountains include,retain and preserve the existing fountains.That is the big one right here.We need to protect,stabilize,maintain, repair the fountains as necessary to maintain the integrity,appearance,and function.I think this was the reason and the way we got funding was by showing that this was part of the history of the building. We need to conduct regular surveys and assessments of the functionality of the fountains. We did that and they are not functional.So right there we know what we must do,is preserve them. Next slide,this is just the history of the fountains. I won't read it,but basically the original fountains were installed in the late 1890's. At some point they fell into disrepair.A committee member asked do we know when they went into disrepair.Josh said,we don't know when. But it happened at some point between 1890 and 1980,they fell into disrepair. And during the 1980's renovation,replicas of the fountains were reconstructed by Robinson Iron,located in Alabama,which is what their company does and their very good at it. Next slide,this is a picture of one of the original fountains,located on the north side. Robinson Iron used this fountain picture to replicate the fountain in 1980 with what we have now.The fountains standing now are going on over 40 years old and they're showing it.So here on the next slide are the current fountains.They haven't been turned on this season because of structural integrity issues.Steve asked,is it the fountain bowl itself.Josh said I'll show you in the next picture. Basically,the weight of the water between the 2 bowls gets transferred down to that pedestal. But internally,inside that pedestal there are structural members that transfer the load to this concrete cast on the bottom there.The problem is those structural members are decayed and gone.Catherine said and just to clarify those structural members look to be tube steel.Josh said that's correct. So now all the weight is put upon that ornamental drum you see on the bottom,which was never designed to hold the weight of the fountain and the water and all that.The decision was made to not fill them with water and add excess weight of those 2 bowls being filled with water.We didn't want them to crumble apart or have any issues.Also,the auxiliary little fountain bubblers you see around at the bottom of the basin,they are clogged. For the most part,they don't work the way they're intended to.There are some internal plumbing issues as well as pump issues. Basically, the whole thing is just ready for repair,it's time. Go to the next slide,the fountain issues I mentioned,there's some corrosion inside with plumbing issues,and electrical issues.The exterior is coated with a zinc coating that's failing.The bubblers are clogged.There is some leakage in the containment pool.Circulation pump issues. There are valve failures,and some quarter turn ball valves that really are in disrepair.Go to the next slide.There are two pictures here,the picture on the left showing the electrical conduit and electrical box and the PVC is starting to rot out.The picture on the right,here is the tube steel,it's very blistered,&the coating has failed.Catherine added,It's structural failure.Josh said yeah.If you go to the next slide,this picture shows a lot of tube steel is gone if you look on the right.There is no structural integrity left. So, I did some research and called Robinson Iron.They're still in business.I flew out the grandson, Luke Robinson to Salt Lake in late April.He came all the way from Alabama to look at our fountains,and he agreed they are 5 not safe to use,and they need to be restored.Go to the next slide,the good news is Robinson Iron still has all the molds and patterns from the original casting made in the 1980's for these fountains.So,we have contracted them to restore the fountains. Go to the next one.So basically,the process is,Robinson Iron will come out with their crew,take the 2 fountains apart.The city will hire a crane locally and pay for that because Robinson doesn't do any of the rigging or lifting equipment.That was left on the city to arrange.So,we have contracted that out to a company who subbed out the rigging and the crane lifts of the fountain parts. The fountains are then loaded onto a truck and driven to their shop in Alabama.And they'll start restoring&repairing all the parts.Robinson Iron will sandblast all the parts.All that tube steel is going to be cut out and replaced with stainless,which should last a lot longer.They're going to re-coat everything at the scene.They're going to redo all the plumbing,and all of the electrical.They'll provide photos along the way.They'll also test it before they ship it back to us.And then it'll be the reverse process.We'll get a crane,and the Robinson team will reassemble the fountains. Go to next one,this is just an example they sent me of fountains they've done,and they do this all over the country.These are fountains,I think, from somewhere back east,that are very similar fountains.They take it apart,and they lift out the bowls and the bottom structure.The next picture is of the before and after.The picture on the right is the old worn-out zinc coating,and then they blast it down and redo the whole thing. Next one.They gave us a timeline around mid-October,so the fountains will be disassembled and shipped to Alabama.The cranes will come in and that process will happen.It's been contracted out to American Mechanical who will be the contractor leading the way,and they'll sub out to the rigging&crane company.Then American Mechanical will also be doing some internal pipes,plumbing,valves and pump work while the fountains are away.Robinson Iron gave about a 12-week turnaround time,which is pretty quick. I don't know if American Mechanical will be ready by then, but we'll see.I haven't seen any timelines from them yet.So,I don't have any reinstall schedule to provide,currently.But that's basically the job. Catherine asked this photo of the current fountains,they don't show having any water.The concrete enclosure,not discussing the ornamental fountains for a second,but the actual concrete enclosure.Would that be a shallow wading pool typically or would that typically be dry.Josh said that's kind of the problem with this design.Yes,it is a pool,and it is treated with chlorine.Chlorine is not great for zinc coating as we've seen. Catherine said so the issues with fountain restorations that I've been a part of in Salt Lake City are little kids and diapers.And you've got to do something,so you don't have little kids getting sick,really quick. Doesn't necessarily have to be chlorine.She mentioned you could perhaps talk with others at Salt Lake City or County Recreation Facilities to see what they're doing at their pools. Josh said the fountains aren't designed for occupancy in the basin. It has signs that say do not swim in it,and we have raised planters as barriers. Catherine said and yet all the fountains at Liberty Park have now been closed down. It happens over and over,and so I'm just bringing it up as an issue.Before it makes the nightly news that a bunch of kids got sick because they were doing something they weren't supposed to.This may be part of a conversation with security here as well. Because if there are security guards that are going to watch everything all the time,that helps. Whereas at these neighborhood parks that wasn't the case. If we think that there's a chance the fountains are going to be left unattended for long periods of time.We need to make sure to protect public safety. Either by dumping bromine,chlorine or ozone,or something in there.As a preventative part of the fountain replacement,it is a public health issue.Josh said yeah,historically they're treating the water. But that reacts with the zinc coating.Catherine mentioned so it might be something to think about,regarding the methodology and water treatment going forward. Sean said yeah,Josh,I would coordinate this issue with Public Lands. Because it's really a policy type of discussion as well.How do they treat these accessible water features. When they are accessible after hours like the 7 canyons fountains were,as an example.So,we need to include them in the conversations here. And they may already have a policy or a plan in place, but we need to loop them into the conversation.Josh said historically,the Facilities department has been maintaining the fountains and treating the water.I'll talk with Riley and discuss a plan.Sean said and we still might want to coordinate with Public Lands,because they probably have other instances in their parks where they have a similar situation. So that the city is consistent in their approach. Catherine said the alternative,I think our mandate is to try to preserve the fountains. But if the fountains didn't have this pool element at the concrete base it would be a non-issue. Because I can't imagine toddlers climbing up into the bigger bowls or even teenagers creating havoc late hours.Which is clear vandalism.I think the issue is this lovely little wading pool.Josh said yeah,unfortunately there is no budget to redo this.There has been talk of a vault type system where the water cascades down underground and recirculates up,so there is no pooling.But it's just not in the budget to make that happen.That would be a large undertaking.This restoration was already a large ask.But yes,we will look at alternative treating systems because the chlorine is not the way to go. Steve asked is there any other water quality issue that's damaging the piping,pumps or any other operating elements or build up? Josh said I think the plumbing and the pumps are due to age. I don't think it's from water.They're just old and have been in service for over 40 years.The plumbing in the fountains and the auxiliary fountains is going to be PEX going forward.Before I believe it was copper.But they're going to do PEX which should last a lot longer period of time. Steve asked where does the water come from that's dripping down the structural members?Is that water from the fountain,or is that outside water?Josh said It's water from the fountain,the water cascades out of the top bowl,down to the larger bowl,down into the pooling area. But I think water penetrates through.Steve asked so can those structural members be treated,you know,powder coated or something else.Josh said they're upgrading too stainless.Catherine said and the zinc coating,this is a keyword for galvanized.So,they will be either stainless steel or galvanized,and that's great.But along these lines though,there's further that we could do for the fountains pool area,to make it more watertight on the exterior.So that the water is not going to be able to penetrate down to the interior.You could almost put a spray coating on it,like you'd 6 undercoat your car. Something that's almost like putting a waterproof membrane.Josh said there is.The coating has just broken down at some point.It's just 40 years of moisture,and Utah has very extreme climates. Catherine said totally,we can see the hole.So,from a Facility standpoint,you guys have a policy and plan in place that you're going to drain and blow out the lines in the winter.Josh said oh,yeah,they have all those preventive maintenance tasks.And Luke Robinson was very impressed with how long they've lasted. I think that's a testament to Facilities doing these maintenance tasks the right way.But it's just time. it would make sense to limit the quarries. Mark asked does Robinson Iron provide any kind of maintenance manual that says every year you should do this to prolong the life.Josh asked for the coating.Mark said for their product,did they provide us a list of tasks that every year we should be doing,in order to extend the life.Josh said he did have some recommendations on ways to treat the water that will preserve the zinc coating. Mark said and we'll probably want to follow through with him on that. If there's something that we could do to extend the life more than 40 years before replacement again.To maybe extending it to 60 years,or if they have any specific recommendations.It might be nice to know.Catherine said the reality of it is,even 40 years before replacement,that's a pretty good lifespan.Josh agreed.Catherine added but I would suggest,just limit the chlorines. Steve said I would say, I'd be disappointed to see that base pool go away.Catherine said I dearly loved the 7 canyons fountain.I was involved in the design of that and the retrofit,and maintaining it,and it was a losing argument that we fought for years.And you know my little kids grew up playing in that fountain. I loved that fountain.One of the best fountains in the city,in my opinion.And the problem was,you couldn't keep people out of it at midnight.What were you going to do to keep people from climbing in it and contaminating the water at midnight.And they put an entire treatment plant in.That was behind the greenhouses in Liberty Park.A massive treatment plant. Catherine said we don't even have the room for a treatment plant for this,nor the budget,you know.It's not that I don't agree. Josh said we do have roving security watching the park after it closes at 10 o'clock. CBI does rounds all through the night. If anyone were to climb in there they would be stopped very quickly.But the public will always impress you.Aside from building a 10-foot fence around it.There's really no way.We have signs,we tell people to stay out.There's raised planters that are chock full of plants.I think we're deterring the best we can,from this standpoint. Catherine said,the only reason I'm bringing it up is the Public Health Safety issue.Simple because the rest of this project,especially with Robinson Iron having the original castings and everything,there isn't any concerns from a historic nature.Mark, I think this is your area of expertise.You know the concrete to me doesn't look like it's historic. Mark said it looks like the eighties.Catherine added but I'm sure there's no budget to replace the concrete. So,at this point,if they're just replacing the historic ornamental steel,with cast iron portions to be identical.Then from a historic standpoint,which is our main focus of this committee,we don't have any criticism.Mark said yeah because the basin is not historic,so I think that is right. The committee members discuss and all agreed if we end up considering any kind of evaluation of the existing fountain basin.If there's cracking in the concrete pool portion of the fountain,or any kind of renovation that is needed to be done to that.That concrete portion isn't historic.We can tell by looking at the original photograph that we would probably want to be going towards something,such as exposed aggregate or something more of a historical type of concrete.Again, I leave this to Mark's expertise. But a little bit more historical type concrete might be more fitting. Steve asked could we do plaster like a swimming pool on the inside of the basin.Catherine said but plaster,or any kind of skim coating is just going to peel and crack in our lovely winters.Steve said I'm talking about on the inside the basin where the water is,not on the outside,if there were leaking problems.Catherine asked has that been evaluated.Josh said there is leaking in the pool area. I am unsure what the plan is with that yet. Catherine said If it were a swimming pool,you would just spray gunite in the pool and resolve the leaking.Steve said yes re-plaster it.Josh said I think there is a plan for that. I'll have to double check on what the plan is.Catherine said okay so as far as the mandate of this committee,I don't think we have any objections to using the original castings for the fountains. Karen,do you have any consideration on this from a historical nature. Karen said no, I think it's a wonderful thing to have these replaced. Historically,it fits the building,and it has existed for years now. Steve asked will there be any kind of press release,or a celebration,or any publicity that will come from the city about this getting repaired and operating properly.Or do they want to keep that on the downlow. Josh said that would be a decision that would come from the mayor's PR department. But not that I'm aware of. Agenda Item 5:New Committee Representative for Washington Square Safety Laura said we talked a little bit about this last month when Mark was here for the very first time.With Jenny's term ending,she emailed me and said she wanted to make sure to let everyone know that she spoke with Mark about being a representative for the committee.Because she was the previous representative for the Committee on the Washington Square Safety Enhancement Project. And she had gone to 2 of the meetings,as a representative of the committee.Now that she is no longer with our committee,she wanted to make sure that we nominated someone.She felt very strongly that Mark,being the landscape architect on the committee,would be a great candidate to be her replacement.But again,she wanted to make sure that we did the nomination and committee vote to ensure he was approved to be the representative. Catherine said just to give everybody a little bit of background,the idea is that there are different projects that are happening at different times with this building.This entire committee cannot go and attend every single one of those meetings.And so,for us to send a representative from this committee to those meetings is the most efficient and practical.And separately in those meetings,for the committee representative to be able to make decision as a representative to keep the project moving forward while there. Because it's not practical for that person to come back to this committee and ask us for votes and permission on every single decision that needs to be made.They need to have that authority as a decision maker,at that point in time during the meeting,representing this committee.So,Mark,the only request that I would make is, please review and read through the design guidelines,so that you understand it,especially when it comes to the grounds themselves.It's just good practice.You 7 won't find anything surprising in there. But I think our mandate on this committee is to make sure that we're following those design guidelines.And if not, realize those design guidelines are a living document.We can edit them,amend them,change them. But at that point it would be good for us to then have a committee discussion,if you see items in there that don't fit.But I don't think you'll run into that circumstance.Mark said sure I will do that. Catherine said so can I have a motion to nominate Mark Morris to serve on the Washington Square Safety Enhancement Project Committee as a representative of this committee. Catherine said Jenny and Laura should hopefully be able to get Mark to where he needs to go in terms of meeting dates,times and places. Mark said I think you have already forwarded me the information about their next meeting.Laura said yes,it's on the 19th and if you have any questions let me know.I will contact the Project Organizer and let him know you are the new representative and to please include you in the meeting invites. Mark said that sounds good.Catherine added then periodically Mark,if you can just report back to us,even if it means adding an agenda item on here.That would be fine.But if decisions are made that you think we'd be interested in,please let us know.Mark said he will do. Agenda Item 7:Other Building Projects or Updates Catherine asked do we have any other building projects or updates,Sean or Josh.Sean said I do not.Josh said next month we're having the committee walk-through of Washington Square grounds.This will be a good one for Mark.Joseph Ramos from Parks is going to be there as well as the Director for Urban Forestry,which takes care of the trees.They will provide some great insight on the caretaking of Washington Square. Catherine said so to finish off that idea,if we can have everyone be here in person.We did this a few months back when we did a walk-through of the building.This will be a similar walk-through of the grounds,and it's much easier to do the walkthrough if we're here in person. Laura said I have one more thing. In November our meeting on the second Monday in November is the 111h,which is Veteran's Day.This is a Federal,State,and City holiday.And this building will be closed on that day.So, I didn't know if we wanted to change the date to another Monday in that month,or if we just wanted to not have a meeting in November. Catherine said it seems to me that recently we sure have had a lot of agenda items.Maybe it's because we've had to skip a couple meetings for not having had a quorum.But I do worry that if we don't meet in November,we may end up having a 3-hour meeting the next time.Especially where people may be on vacation for the December meeting.I don't know if we're going to be able to predict how packed the agenda might be for November. I mean if it looks like the agenda doesn't have any major items on it,we could skip it.Or we can also just shift it to another week.Laura said I asked Joan Swain,who used to be the managing secretary,what they typically did in the past when meetings fell on a holiday.And she said, they would just pick another day and then try to work that into everyone's schedule.Catherine asked everyone to look at their calendar,I guess my preference would be to move the meeting to a week later.So today,just hedging our bet,if we ended up having to cancel our December meeting due to lack of a quorum,we would have had less time between skipped meetings. Steve said I've already let Laura know I will not be available for the October or December meeting. Laura said yes,I have your email on that. Catherine asked Steve if you would be able to be there on November 181h. Steve said yes,I can be there.Sean said I was going to say,the December meeting is on the 91h,if that helps. Laura stated and I will check on the conference room for November 18th.I'm pretty sure the room should be available,but I will double-check with the Attorney's office to make sure. But if that's okay with everyone,we'll just go one week forward to Monday,November 181h.Catherine asks If everybody could quickly look at their calendars and see if you're available November 181h. In no formal order, If you're not available to attend,please just shout it out,so that we're not setting up a meeting that is already doomed to fail. Kathy said I am available.
