III. Pioneer Park public art project
Mr. Renato Olmedo-Gonzalez reviewed the approved motion the Board made during their July loth,
2024 meeting,in which the Board decided reissue the call for artists for the Pioneer Park public art
project and extend the qualification search to a national audience of artists. Mr. Olmedo-Gonzalez
went over the budget and timeline for the project. Based on feedback from the Board provided in the
July meeting, as well as that from Public Lands project managers and the landscape architecture
consultant Design Workshop, Mr. Olmedo-Gonzalez put forward a motion to increase the budget for
the Pioneer Park public art project by$25,000.The total budget for the project would be increased
to $154,214.4o and the artist commission will be increased to $140,000 from $115,000 in the last
round. This funding will come from lefotver CIP funds that were previously allocated to the Sidewalk
Poetry:Senses of Salt Lake Public Art project. Due to material costs being lower than anticipated,
there were unused funds still attached to this project. The Call for Artists for this project, which will
be released as a Request for Qualifications,is scheduled to open on August loth and will close on
September 191h. During the October Art Design Board meeting, the Board will select three new
finalists to develop site-specific proposals. During the January 2025 Art Design Board meeting, the
new finalists will present their site-specific proposals to the Board; it is anticipated that a finalist will
be selected and recommended to the Mayor for commission during this meeting.Ms. Dean put
forward a motion to increase the Pioneer Park public art project budget by$25,000, and Ms.Tiffini
Porter seconded; all Board members present voted in favor.
IV. Proposed Artwork Donation: Granary District
Ms. Felicia Baca gave an overview of a proposed donation that is being presented by the Mayor's
Office and the Department of Economic Development. The proposed temporary public art project is
being managed and commissioned by an outside contractor. The City's Public Art Ordinance
governs the process for the integration of permanent and temporary artworks on City property,
which is why the Board will vote on this donation.
Township and Range, the outside contractor managing this project, went through an Request for
Proposals (RFP)process with the City and was granted a contract to do temporary activation of 500
West. This temporary activation of 500 West is part of the Open Streets initiative, which is organized
by Economic Development. The 2024 iteration of Open Streets will take place in the fall and will
occur at the Granary District.Within their scope of activations,Township and Range is proposing the
integration a temporary street mural by Smock and Roll; there are also proposed temporary
sculptures, but these will be located on private property. In accordance with our Public Art
Ordinance, the Salt Lake Arts Council is required to go through the donation process for the
temporary artworks on public property and/or the right-of-way.The Salt Lake Arts Council will not
be required to maintain the street surface mural or sculptures because the Granary District is going
through heavy redevelopment,so it is likely the streets will be redone sometime in the future. The
Board wanted to know if there was a minimum time that the City would be required to maintain the
surface mural if vandalism did occur.Ms. Baca told the Board that the Arts Council would engage
with the City's graffiti removal team and if there were any safety concerns the contractor would be
required to remedy those concerns. Mr. Brian Pantle mentioned to the Board that the Open Streets
project has a contingency within their budget to fix the surface court mural if vandalism occurs.
Ms.Jen Lopez made a motion to recommend to the Mayor that the artworks be accepted as a
donation, Mr. Michael Mejia seconded; all Board members present voted in favor.
