HomeMy WebLinkAbout12/16/2024 - Meeting Minutes SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes of the December 16, 2024 Meeting BAC Members Present for this meeting were Alla Chernenko, Greta Sommerfeld, Matthew Morriss, and Sarah Johnson. BAC Members Electronically Present for this meeting were Ashley Lodmell, Ben Trueman, Laura Lewis, and Martin Cuma. No BAC Members were absent for this meeting. Also Present were Becka Roolf, Jon Larsen, Lynn Jacobs, Lt. Steve Wooldridge, Dallon Witt, and Dave Iltis. Also Electronically Present were Amy Lyons, Hugh Van Wagenen, Julianne Sabula, Andrew Johnston, and Dede Murray. The meeting was held both electronically via WebEx and in person and was called to order at 5:01 p.m. by Sarah Johnson. Sarah welcomed everyone and everyone introduced themselves. Approval of Minutes Motion: Matthew Morriss motioned to approve the minutes of the October 21, 2024 BAC Meeting. Greta Sommerfeld seconded the motion. The motion passed unanimously. Member Report Out Greta said she lives on 200 South and on Monday the 8th,the bus lanes officially opened. Matthew has been on the Jordan River Trail recently and the Fair Park sections north of North Temple appear to have reopened which he said is exciting. Alla has been trying to gather courage to get a picture of 1300 South between 400 West and 700 West for the BAC folder but has not because it's very scary. Becka told her not to do that if she's not comfortable. Ashley biked on 200 South through the new bus lane and thought it was nice. Matthew has a constituent question about North Temple. He asked if there will be bike lanes going up to the Avenues on North Temple when the Temple Square construction is completed. Jon said eventually that will be done. The work that's being done there now is one block and is mostly utility work and a pedestrian refuge in the center. Steve said when all the construction is done, there will be an open house in that area and a lot of other traffic disruptions. Jon said they're hoping to get some things done on State Street between North and South Temple as they got a federal grant. They are hoping to add a trail for at least a block which will be a helpful connection. Ben wanted to shout out about 60o West near SLC Central at 550 South. He said there were some train tracks that were defunct and at a really awkward angle, but in the last few weeks those tracks were removed and paved over and he really appreciates that. Jon said the Engineering Division fixed it and he will share Ben's Page 1 of 4 BAC 12-16-2024 Minutes gratitude with them. Martin has done some errands along 2100 South and is hoping eventually they'll have some biking infrastructure on 2100 South east of 130o East. He said it looks like the section of 2100 South between 110o East and 130o East and that multi use path is more or less the sidewalk/multi-use path which used to be there. It looks pretty narrow when you ride on the other side,but then he took it back heading east and it looked ok. He's hoping there's still going to be some change to that and if not, maybe the City will have to eventually look into cutting a little bit of the road and making a sidewalk again. Lynn said it is tight,but it was as wide as they could go to preserve for the trees. Martin said he wouldn't recommend it going west,but east it's ok. Sarah said she hasn't cycled much, the air quality is a big deterrent. Public Comment — Dave is curious why bike lanes can't be added from 130o East to 170o East on 2100 South since its being completely torn up with new sewers, etc. Lynn said Streets elected to do this section for resurfacing,but they don't have enough budget and manpower to do the whole thing. Vision Zero, can He would like Transportation provide some sort of Vision Zero update in the future because nothing has been heard or anything official released since it was created almost two years ago. Dave said a newsletter would be really great using the spreadsheet that Transportation has been passing out to TAB. He said there are so many input opportunities and it's been virtually impossible to keep track of those. They pop up on social media and if you're not following the exact twitter feed 24/7,you're not going to see it. It would be great if you Transportation could compile those and keep them in one place so the public could actually understand what they're doing. On 3200 West, he's been working with UDOT to get the underpass to be bike and pedestrian safe as they're redoing the bridge at SR201. UDOT hadn't considered that,but it looks like the plans are now going to be reviewed. Jon said Transportation just got a budget amendment from City Council last week giving them $look for this. Dave said that's wonderful. He said on State Street at boo South and goo South they redid sidewalks and put in bike terrible bulb outs so cyclist have nowhere to ride now if they're riding on State Street that's safe to ride. It's ironic because there are all sorts of new bike wrecks there and while it's wonderful from a pedestrian point of view, from a bike point of view, its an F. On 30o North where there's the two lane bike path,he's hoping that barriers, flexible posts, or something can go in at some point,because cars are parking there. This Is The Place State Park trail extension from Sunnyside to Research Park may be in the works. There's a meeting in January that has been put together with Senator Blouin. Dave is hopeful something will happen there and there will be an actual useful trail extension from Sunnyside to get into Research Park instead of going on Arapeen which is like two foot wide bike lanes in a drop off gutter. The 3rd Avenue bike lanes are still not painted, Streets is continuing to fail miserably on this. He had to veer out into traffic because there are cars and garbage cans in the middle of where the bike lane should be which has been going on for a couple of years. He thinks they finally finished 11th Avenue after like two years of it being unfinished. He asked if the Committee would invite Streets to a BAC meeting and ask them what's going on. He's been bringing this up to the Committee's for well over a year and it's really a safety issue. Meeting Schedule for 2025 The Committee discussed the 2025 meeting schedule which has four joint meetings, two of which will be held at the TAB time and two of which will be at the BAC time. Becka also went over some potential 2025 agenda topics. Sarah did a roll call and this schedule will work for everyone. Page 2 of 4 BAC 12-16-2024 Minutes Discussion of Recent Transportation Project Designs The purpose of this discussion is for getting BAC input toward project evaluations and/or design standards. Becka received photos from Committee members prior to the November meeting. They discussed potential problems and solutions within the areas those photos were taken. These areas included bike lanes on 3200 West north of SR201 along both sides of the street. 800 East between 1300 South and 1700 South where cars are passing bicycles on the wrong side of the roundabout. A new bike lane on 200 South in a section that is not protected and constantly has vehicles parked in it as well as one photo with a vehicle parked on the bus platform. Jon asked for feedback on speed bumps or cushions rather than bulb outs. Lt. Wooldridge said they don't work for police cars. Jon said they can have the Livable Streets Team come to this group and go through the whole suite of traffic calming options that they're going to be implementing. They will be going neighborhood to neighborhood and have 113 zones. They are working on zones 11-2o right now. The Committee would like to have a more detailed discussion about these traffic calming options. Dave said on 600 East and the westbound bike lanes do not align with where the bike lane is, they send cyclists into the wrong place. Dave also sent Becka something on bike intersections and treatments,he's hoping she can address that in a meeting. The last photo was at the TRAX crossing at 1700 South where the crossing was redone and Ben said it's so nice to cross these tracks now. He's wondering if Frontrunner and railroad tracks could be this nice. Jon said the heavier rails are a bit trickier, but that's good feedback. Becka said the east/west connections, including across the rail lines is something they're initiating a study to look at comprehensively. Pavement condition may be looked at or there may be other steps that can be taken. Sarah said they will revisit this discussion at a future meeting. Committee Vacancies Becka said the Committee has a number of vacancies. There also seem to be people applying for a second terms whose applications haven't come through. Transportation will look into this. Matthew was mislabeled as being a Di representative, he's actually in D2. There is not currently BAC representation from Districts 1, 3, and 6. Becka did a quick exercise to get a proof of perspective on who is currently on the Committee. After this, her perception is that the current mix of members is fairly focused on transportation type of bicycling rather than the recreational side. She went over past and potential future processes for recommending new members from the applicants. Matthew would like to see someone from the disability community and Sarah would like to do a Committee survey and identify some of the gaps people are looking to fill. BAC Impact Assessment Sarah said this portion of the agenda is to reflect back on how they as a Committee have made and impact to the community. She also asked the Committee if there are specific topics or past actions they have taken, that they would like to cover at a future meeting. Matthew said light timing is always one that he thinks gets a lot of traffic at these meetings. Sarah put a request out to the Committee that if there are topics that have come to mind where they want to understand what's happened since it was talked about, please send that to her or Becka so they can discuss it at a future meeting. Motion: Alla Chernenko motioned to adjourn the meeting; Matthew Morriss seconded the motion. The motion passed unanimously.
